Much unnecessary anxiety has been created lately by the report of some ill-informed people, that the newly constructed bridge at Yorba would deflect the water of the river into the sandwash. If these people would have taken the trouble to make a survey of the location and the surroundings of the bridge they would have found that such a contingency was simply impossible. The bridge is built on the site considered the best for the purpose, and where no damage could result by driftwood, unless it be to the structure itself. The river-bed proper is at this point confined to a narrow channel, the south bank being formed by the adobe hill, whoreon the Peralta (formerly Yorba) school is located, and on which no flood has ever yet made an impression. The northern bank is guarded by a broad belt of willows, through which the old Anaheim ditch passed. This belt forms a channel for itself, carrying off the surplus water in time of flood. Water valve to the river and emptying into and communicating with the river in many places below. The water that runs during times of high flood through the low lands of Yorba comes through the land along the Yorba ditch and from the mesa above, and no river water that has ever reached the neighborhood of the bridge could by any means be forced into Yorba. The river-bed here is on a heavy grade, the water striking with great force and velocity on the south bank of adobe and against the heavy square timbers of the bridge, causing a whirlpool of sand and water, and loosening the quick-sand to be carried below by the rapid stream, and creating a depression into which the river will always be confined. But when the flood reaches an uncommon height, as in 1891, when the entire canyon was a sheet of water, and only the tips of the willows were visible on the river bank, the bridge will of course be powerless to arrest the water. The sand-wash beginsions is a follows. "Every person who shall at any time hunt, pursue, take, kill, or destroy any quail, bob-white, partridge, grouse, wild duck, or rail in any county in this State, within which he is not a bona fide resident, land owner, or land lessee, without first having obtained and paid for a county license therefor, in such county, in such sum as the Board of Supervisors shall fix, unless he shall have been in writing previously invited to hunt in such county by some bona fide land owner or land lessee therein, shall be guilty of a misdemeanor."
Another section of the Act provides that any person violating its provisions shall be financed not less than $20 or be imprisoned in the county jail of the "county wherein" he shall be convicted not less than ten days or be punished by both such fine and imprisonment.
The San Francisco sportsmen have sent a lobby to Sacramento to defeat the bill.
Teachers' Association.
The Santa Ana High School room was quite well filled Saturday morning. Mrs. S. Gibson of Los Angeles spoke for a few moments concerning the Woman's Parliament, recently formed in Los Angeles. She said it was hoped that every church and organization in which women are interested would send delegates to be held February 15th and 16th in Pasadena, and urged every woman to attend. M. R. Pendleton of Fullerton followed with an interesting resume of current events. Mrs. Anna S. Averill's paper, "The Composite Race," was so pleasing that she was asked to permit its publication in our country newspapers. She consented, and we hope in a short time to give it to the public. As the gentlemen were absent who were to answer the questions on the use of the State arithmetic and the way to teach United States history, Prof. J. N. Keran answered the former in a few pertinent remarks.
One sentence: "Teach to your dullest, not to your brightest pupil, and your class will understand the subject taught," is full of weight. Should this not be the keynote in preparing a course of study and examination questions? Our schools are for the benefit of all classes of citizens, and if the work required is such that only the brightest pupils are able to do it, the schools have not accomplished their object.
Prof. Grogan of Anaheim thought our flag should be the central idea in teaching U. S. history. We expect our public schools to lay the foundation of loyal citizenship. Our public schools take the children of every nationality, every political creed and religious faith and mold them into American citizens; and the names of the heroic dead on every battlefield from Bunker Hill to Gettysburg prove that the countrymen of Kosciusko whooping cough by the uncle any other known remedy; to make poultices of them was always effectual in brass or cold. The sand-wash begins about a mile below the bridge, where the protecting willow belt and sand hill end. The people of the valley below would do well to study the protecting qualities of the willow as shown in Yorba, where it keeps the river in bounds in spite of the heavy fall. A willow belt along the north side of the river and down the bend to the Olive bridge would be the best prevention from a possible overflow.
The ghost of the departed Teachers' Pension Bill has stalked successfully out of committee, and has been reported favorably to both houses of the Legislature. The passage of this bill would be the crowning infamy of the age. There is absolutely no reason why teachers should be pensioned, any more than men and women in other walks of life, and there is no excuse for the bill except to let them get their hands into the Treasury. It is estimated that the annual expenditure under this bill will come to about two hundred thousand dollars at the onset, with constant accretions to the great army of pensioners. This amount will go on increasing from year to year continually. Can the people stand this? We should think not. Yet the enterprising teachers—those of them who have less regard for work in the schoolroom than for the successes of this bare-faced attempt to grab at the Treasury—have a lobby at Sacramento working like beavers to get their pet scheme through. While the bill has been favorably reported, we cannot imagine for an instant that the Legislature will pass it. Down with the Teachers' Pension Bill!
We have received numerous applications for copies of THE GAZETTE containing Mr. McFadden's article on the New River country. We beg to say that it is impossible for us to furnish copies of the same, the issue of that date having been exhausted. As, however, we shall probably have additional information regarding the territory in question soon, the names of the applicants have been preserved, and they will be furnished with copies as soon as the new articles appear.
In the opinion of the most eminent constitutional lawyers of the country, the repeal of the sugar bounty will not affect those refineries whose construction was begun by the stimulus of the bounty. The matter assumes the nature of a contract, and apart weight. Should this not be the keynote in preparing a course of study and examination questions? Our schools are for the benefit of all classes of citizens, and if the work required is such that only the brightest pupils are able to do it, the schools have not accomplished their object.

The following resolutions were presented, and it was decided to discuss them fully at the next meeting, March 4th, at 10 A.M.
It is expected that teachers, both of the primary and grammar grades, will have suggestions to make, which will relieve the pressure of the present course.
After consideration, resolutions will be sent to the County Board of Education for its action. According to the State School Law the "course of study" for each county is in the hands of its Board of Education. And it is hoped by this concerted movement that a course will be prepared which will more nearly meet the approval of parents and teachers than one in use does.
These are the resolutions mentioned:
WHEREAS Many teachers and parents feel that the present course in Mathematics is too hard and long, we, the members of the Teachers' Association, respectively ask the Board of Education of Orange county to consider the matter and shorten the course. We would suggest that arithmetic be continued through the eighth grade, geometry being omitted, and that either geometry or algebra be omitted in the ninth grade, or that the work required be such that each study can be properly completed in one-half year.
WHEREAS The present system of examinations causes a severe mental and physical strain upon our pupils, and as some studies are finished at the end of the first-half year, we ask that two examinations be given, covering the work of each previous half year; and that the questions asked be upon the work as found in the text books prescribed for each grade, and not from other text books and sources; also that the pupil's daily standing shall count in the required per cent.
WHEREAS Only a small proportion of the ninth grade pupils intend entering the State Normal Schools, and as some by reason of illness or necessary absence are unable to gain the standing required for a county diploma, we ask that a certificate be granted, showing that the holder has honorably finished the nine years' study but has not gained the standing necessary for a county diploma, such certificate to be signed by the County Superintendent, District Trustees and the principal of the school from which the pupil came.

In the opinion of the most eminent constitutional lawyers of the country, the repeal of the sugar bounty will not affect those refineries whose construction was begun by the stimulus of the bounty. The matter assumes the nature of a contract, and apart from the moral obligations of the Government, there would seem to be sufficient legal binding to continue the payment of bounties to refineries established under the provisions of the Act. At any rate, in the event of repeal, the matter of the amount accruing to this class of factories will be carried into the Court of Claims and adjudicated upon. With compensating tariff legislation for the protection of the sugar industry, the repeal of the bounty would work a double benefit to our co-operative refinery. Thus, we should acquire the benefit of the tariff, as well as getting our share of the bounty—for it is established beyond dispute that without the stimulus of the bounty the sugar industry would never have been developed here.
That the sugar trust is opposed to the bounty and is working for its repeal admits of but very little doubt. It proves too much of an incentive for wholesome competition against them, and a little of that goes a long way with them. A protective tariff is more to their liking, keeping away as it does a direct money contribution from the Government to outside refineries, and giving them a better opportunity for manipulating their favorite freezing out process. However, according to the opinion of constitutional lawyers of eminence, our refinery will come in for its portion of the bounty provided in the Act, as well as getting whatever benefit a protective tariff may afford. So it will be seen that the contemplated repeal possesses but very little terror for our farmers, who are prepared to make the co-operative refinery a success, with or without the bounty.
The legislature has before it a bill to amend the game laws. EDITOR GAZETTE:—One of the residents of this neighborhood, a man of no principle and less truth, a notorious gossiper, circulated the report previous to the district election, that I had gone to John Edwardson and promised him work on the ranch where Lam foreman, on condition that he would vote for Wm. Crowther. Now, sir, I state without reserve, that the poor apology for a man, who told this story, is a mean, contemptible liar, and dare not repeat his vicious lie in my presence.

Messrs. L. P. Broke, H. A. Ford and E. B. Beazley took a trip to Redlands the past week on a tour of inspection for fine young orange and lemon trees. They must have found what they wanted as they are going to bring down a carload from that place.
The Earl Fruit Company have moved into the Grimshaw warehouse and are busy packing cabbage. Fullerton is certainly "headquarters" for cabbage this year.
Mr. Horton, Miss Horton and niece, all of Muscatine, Iowa, visited "old Muscatine Island" friends at Fullerton on Tuesday. We should not be surprised if they would conclude to come back and locate here. Mr. Horton owns a large amount of Iowa real estate and has a fine stock farm at Muscatine.
Rev. Schultz filled Rev. Cowan's pulpit here last Sunday.
The deck of the schoolhouse was treated to a generous coat of paint this week. Messrs. Gardiner & Case, the "all round" artists, did the job. They will also put a gaudy sunset hue on the roof of Grimshaw's new warehouse.
From the immense tracts of land being put into barley around Fullerton this year and the appearance of all that is up, it would indicate a good addition to the net earnings of the Santa Fe next year.
Don't tell any one, Mr. Editor, but on account of no one's knowing anything about Mr. Fisher's intention to build until he had the lumber on the lots, and the manner in which he is putting up the house we "kind o' think" maybe he don't intend to occupy it alone. We do not know, but on account of the quietness with which he went about the erection of the house, we have our suspicions aroused.
