THURSDAY...JANUARY 5, 1893.
The Editorial Association will be with us on next Wednesday afternoon. The indications are that their visit will be most happily and profitably spent. The editors will arrive at the Santa Fe depot at noon or shortly after, and will be escorted to the Opera-house, where a sumptuous collation will be found awaiting them. To say that the ladies have this part of the programme in hand is tantamount to observing that the lunch will be one in every way fit to set before a king, or an association of Southern California editors. The dishes are all of them to be marked, in plain figures, "M. G." (must go), and no blue penciling or crowding out will be permitted by the managing editor. The forms will be supposed to be kept in waiting until the lunch is all of it out of sight.
After luncheon there will be a drive to points of interest in this city, and then a trip over the Sandwash bridge to Fullerton, and by way of Commonwealth avenue to the Botteford and Gilman orange groves and the other famous orchards of Placentia. Those of our citizens who have promised their carriages, as well as all of them who desire to assist in the entertainment of our distinguished visitors, may be at the Opera-house with their carriages at 1 o'clock sharp, at which time the ride will begin. From Placentia the route home will be by Placentia avenue and Sycamore street, and then the route will be an individual tastes may dictate. There are so many objects of interest hereaway that it would take a week to see them all properly, but we shall do the best we can in taking up the afternoon as pleasantly as may be possible.
The editors leave us in the evening, going to Santa Ana, where the business session will be continued and an adjournment taken for the meeting. Thursday morning all hands go down into the Independent State of San Juan Capistrano (which is not in Mexico), to accept the hospitalities of Alcalde Egan, Don Marcos Foster and alightly over $15,000,000, or at the rate of $180,000,000 per annum. The public debt was increased $518,283 during the month.
THE LEVEE.
REPORT OF THE COMMITEE ON THE WORK ACCOMPLISHED AND THE AMOUNTS COLLECTED IN PAYMENT OF THE SAME.
The committee who have had charge of the construction of the levee on the river for the protection of our common property, submit the following report for the benefit of all interested parties: We have constructed a levee over 4,000 feet in length, extending in a straight line from the Chinese garden to the west end of the county bridge, and in addition to this a wing or jetty has been built about 200 yards above the upper end of the levee. This jetty is about 800 feet in length. The object of its construction is to divert the main current and make it follow the center of the river. This wing is constructed by first making a ditch, with a ditch crowder, 8 feet wide on top and 2 feet deep; in this ditch is placed a double row of fasciines. These fasciines are bundles of brush one foot in diameter, firmly drawn together with levers and bound with wire at intervals of 3 feet. Their average length is 18 feet. A row of stakes is then driven on each side of the fasciines 6-feet apart, and a barbed wire is then stretched tightly over the brush and secured with staples, the wire being passed diagonally across the brush from side to side.
The main levee is made in the following manner: A ditch is made 12 feet wide on top and 2 feet deep, converging to a point at the bottom. A layer of brush one foot in thickness is placed on the slope of the ditch opposite the river channel, with the tops up the stream (in direction of the approaching current); this gives the brush an inline or dip of 30 degrees. After this is completed a supplementary ditch of the same dimensions, excepting that it is 3 feet in depth, and is made on the inside, next to the river, the dirt of one bank being thrown upon the brush. A second layer of brush is then placed on top first layer in exactly the same way as the first. A third layer of brush bound in bundles one foot in thickness is then placed at right angles to layer No. 2 and en top of same, with butts down stream. A double row of fasciines is then placed longitudinally, in the direction of the levee with the tops up stream. Sand is then scraped on top of the brush to weight it down and pack the whole mass firmly too.

The semi-annual statement of the financial condition of the Bank of Anaheim appears elsewhere in this morning's issue. As usual with previous reports of the condition of this sterling institution, the present statement shows the bank to be in sound financial condition, with good resources, and with probably a larger volume of business than it has yet enjoyed at any time in its history. Under the sagacious management of Mr. James and Cashier Horr the bank has become thoroughly identified with the business interests of this section, and has taken no small part in the development of the same.
In reference to the matter of the alteration between Messrs. Ryan and Porter at the meeting of Directors in the irrigation district two weeks ago, and which has since given rise to some comment, Mr. Ryan informs us that his apology was extended only on Mr. Porter's withdrawing the remarks applied to him on that occasion. The matter was called up by the first-named gentleman at the Director's meeting held on Tuesday, when the contretemps was explained satisfactorily to all parties. Mr. Porter had withdrawn the offensive remarks applied to Mr. Ryan, and Mr. Ryan had thereunto tendered Mr. Porter an

A double row of fascines is then placed longitudinally, in the direction of the leaves with the tops up stream. Sand is then scraped on top of the brush to weight it down and pack the whole mass firmly together. To finish the work a row of willow-takes 7 feet in length is driven through the center of the leaves.
The aggregate cost of the whole work is $1,561.09, which has been raised from the following sources:
In cash—Southern Pacific Railroad Company, $150; Southern California Railroad Company, $100; County Board of Supervisors, $580; town of Anaheim, $200; and subscriptions from the following citizens: A. Total subscription, $1,561.25. Leaving a balance of 60, which it is proposed to raise by a public entertainment.
In addition to the above the committee has done a great deal of work soliciting these subscriptions, getting the forces together and keeping them continuously at work. It is a great surprise to them that the people as a rule have manifested such a lack of interest in view of the necessity for the work, which is apparent to the most casual observer, and they especially request those who are skeptical in regard to the matter 'to go and examine for themselves.

The Southern California Editorial Association meets at Santa Ana on the 10th 11th and 12th of this month. Several excursions have been planned for the visiting scribes among the balance being a visit to old Mexico, where the visitors will be treated to a bull's head breakfast, and the fun of witnessing a bull fight, in which at least a half-dozen natives will be killed. Other interesting sights are promised the visitors.

The matter was called up by the first-named gentleman at the Director's meeting held on Tuesday, when the contretemps was explained satisfactorily to all parties. Mr. Porter had withdrawn the offensive remarks applied to Mr. Ryan, and Mr. Ryan had thereupon tendered Mr. Porter an apology for what in the heat of the moment had escaped him. The matter is of small consequence, and now that the two gentlemen have arrived at a satisfactory understanding we hope there will be an end to it.
The Christmas number of that beat of all San Francisco weeklies, the News Letter, a copy of which has reached us, is probably the most attractive number ever issued by that publication. The contents are varied and interesting, the illustrations being for the most part especial features of the number. A colored plate, entitled "Christmas Morning," accompanies it, and is in itself a very beautiful work of art. The News Letter is to be congratulated on its splendid accomplishment, which compares favorably with the holiday numbers of the more pretentious Eastern magazines.
A new Board of Directors will be elected in the irrigation district on the first Wednesday of February. As yet it is impossible to say who will be candidates, but the claims of several gentlemen are being pressed by their friends. No one should be chosen director except he be a tried and true supporter of the district system of irrigation. Caucuses will probably be held in the various precincts in a few days, and announcement of the nominations made. Besides five Directors, a Collector, Assessor and Treasurer will be chosen.
The public debt statement, issued Tuesday, shows a loss in cash in the Treasury at Washington during December of $1,000,000, making the net cash about $29,000,000. The pension payments during December were

"My adopted boy, aged 14 years, suffered terribly from scrofaula sores on his leg, which spread till they at one time formed one great sore from the calf of his leg up to his thigh, partially covered with scab, and discharging matter continually. The muscles became contracted so that his leg was drawn up and he could hardly walk. We tried everything we could hear of, without success, until we began giving him Hood's Sarsaparilla. In just a month, after he had taken two-thirds of a bottle, the sores entirely healed, his leg is perfectly straight, and he Can Walk as Well as Ever.
Hood's Sarsaparilla is the best medicine I ever saw for serofolous humor. It has done its work more than satisfactorily." William BANDREL, Rockdale, Milam County, Texas.
