The following transfers of real estate have been recorded during the week: George P. Wilshire and Anna M. Wilshire to E. R. Amerigo—Lot 31, block 28, Fullerton; $300. North and East streets, Anaheim; $3,500. the cost of pension allowances during the first four months of this fiscal year as basis of calculation, the Commissioner estimates that a deficiency appropriation of $10,508,621 will be necessary to supply the needed funds. An estimate of $165,000 is submitted for the next fiscal year. The Commissioner says, however, that since as many pension allowances were made the year as last, this will not be enough. Under the dependent and disability act, 920,957 claims were filed, of which 403,884 have been allowed. Pension payments under the law to September 30th amounted to $76,494,443. The Commissioner heartily commends the disability act. The Commissioner admits that since the passage of the law there has been a great deal of unfavorable comment upon the pension system in general, and that it has been said that the country is in danger of being bankrupted by extravagant and undeserving pension legislation. "But," he comments, "a casual consideration of the great change in most of the lives of these men and their conditions to which military life in time of war must suggest that the strain upon the life power of the soldier was so great as to make permanent inroads upon his vital forces, which would necessarily result in the development of a number of ailments and disabilities beyond the reach of medicine." It is this class of citizens who now constitute the great body of those who are on the pension rolls. Good health and ability to perform labor were their capital. When these were gone they were in a great measure deprived of the means of support. A large proportion of the men who carried muskets have been unable to keep up with their neighbors who remained at home, in the great struggle of life, and the claims of these persons for assistance from the Government rests upon the broadest foundation of justice." The Commissioner says that the policy of the office for three years has been to use the larger part of the force on original claims, believing that it is just and proper that those who never received a pension should have their cases considered in advance of those persons seeking increase of pension. Sold at Reid's drug store. Good Form. Nothing is in worse taste than to appear absent-minded in company. To be absent-minded is to be thinking, and society has no use for people who think. Never congratulate the bride at a wedding. It is bad form. Congratulate the groom, and passing to the bride, assume a cultured, judicial air, and in the low, modulated tone of a benevolent divorce court Judge, mildly wish her happiness. When dining in a private house if you fold your napkin it will indicate that you have no servants at home; if you do not fold it the hostess will think you have no sense. Most society people prefer the latter course. When taking your seat in a private house, or rising from it, never touch the chair with your hands. This is imperative. The reason is that it is unnatural to guide or help yourself with your hands, and anything that is unnatural or idiotic generally is good form. A Sure Cure for Piles. John Thomas, who was appointed by the Board of Supervisors of Inyo county as Inspector of Elections for Cerro Gordo precinct, has made affidavit to Governor Markham that an election in that precinct was prevented by loss or destruction of the ballots. John N. Yandell, candidate for County Clerk, Recorder and Auditor, made application for an order for a new election, and the Governor has issued a proclamation calling an election to be held in that precinct on the 13th instant, and offering a reward of $100 for the arrest and conviction of the parties who are responsible for the loss or destruction of the ballots on November 8th. During the past fiscal year 224,027 certificates were issued in original cases, and 79,981 in increased claims. The Commissioner is of the opinion that if this policy were followed until the close of the fiscal year 1894, the adjudication of original claims will be substantially completed, and at the close of 1894 the highest number of pensioners ever to be on the rolls will have been placed there. There are now 449,876 original claims pending. The revolutionary and 1812 war rolls are rapidly dwindling. Only twenty wailows and two daughters are on the former roll. Survivors of the war of 1812 on the rolls now number only 185 against 284 the year before. Raum closes with a comparative statement of the work done under the Cleveland and Harrison administrations. He says that the total number of original certificates issued from March 4, 1889 to October 31, 1892 was 520,563, and the total number of pension certificates of all classes issued during said period was 835,048, while during the period from March 4, 1885, to October 31, 1888, the number of original certificates issued was 183,769, and the total number of certificates issued during that period was 402,385. The average cost to the Government of each certificate granted during Cleveland's administration was $21.35, and during the present administration $10.41. According to the report of the American Consul at Nogales, seventy-five carloads of Mexican oranges were shipped through that point to the United States during the past season. The total is not great, but it is increasing. It is a gain of 17% per cent over the shipments of the preceding year. It is understood that the whole Sonora crop for the coming season is under contract to American dealers and that the industry is extending. A peculiar feature of the last season's shipments is that eight carloads were sent to Los Angeles and three to San Francisco. Evidently Sonora oranges have some competitive advantages if they can thus invade our citrus territory. The bulk of the remainder of the shipments went to Denver, St. Joseph and Western points. Clifford, New Cassel, Win., was troubled with Neuralgia and Rheumatism, his stomach was disordered, his liver was affected to an alarming degree, appetite fell away, and he was terribly reduced in flesh and strength. The annual report of the Commissioner of Pensions, Green B. Raum, shows that there were on the pension rolls June 30th last 876,068 pensioners, an increase during the year of 199,908. There were added to the rolls during the year 222,937 new pensioners, and 2,477 pensioners previously dropped were restored to the pension lists. During the year 25,306 persons were dropped from the rolls. The total amount expended for pensions during the year was $139,035,612. From translations from German newspapers we take the following interesting items on the sugar crop of the past season. It will be seen that the comparisons with the crop of past seasons is extremely favorable: In October there were operating in France 366 beet sugar factories against 368 during last year. The refineries worked up 2,116,700 tons of beets, producing 187,600 tons of raw or brown sugar against 1,884,-100 tons of beets, giving 172,400 tons of sugar in 1891. The sugar contents of this year's crop are on an average 8.86 per cent, against 9.14 per cent in 1891, equal to .28 per cent, or a trille over 4 per cent less than last year. The total stock of sugar on November 12th amounted to 85,069 tons against 40,125 tons in 1891 and 55,860 tons in 1890. The price of delivery by the factories was for brown sugar of 88 degrees, 38.50 fractions per cental of 100 kilos, equal to 220 pounds, or 3/4 cents per pound. The following are reports from two of the largest sugar refineries in Germany: Klein Wanzleben Company. This factory has worked up 413,960 centsals, equal to 41,396 meter tons (ton of 2,200 pounds). The yield of sugar was 49,310 centals, equal to 4,931 meter tons, besides 852 tons of molasses. This means a product of very nearly 12 per cent of sugar. Ofstein factory, near Worms. The profits of this factory this year amounted to 308,046 marks, against 272,317 marks for 1891. Out of these profits a large amount will be turned into the sinking fund, besides a dividend of 20 per cent, and 13 per cent will be paid to the shareholders, there being two classes of shares—preferred and common. This company at the close of the business year had a credit in bank of 636,490 marks, with liabilities of 75,305 marks. Its reserve fund besides amounted to 249,122 marks, nearly 40 per cent of its capital stock of 1,000,000 marks, or $250,000. The beets worked up this year amounted to 70,660 meter tons, or an average of 709 tons per day, the campaign being of just 100 days duration. ROLL OF HONOR GRAMMAR DEPARTMENT—NINTH YEAR. The manufacturer, by fixing the price of sugar, and in most places of beets, insures the success of his enterprise. Besides experienced men are generally at the head of our sugar factories. But it is the farmer who must test the adaptability of his soil for best culture, learn the best variety of beets to plant on his particular soil, and then learn from experience, as he can from nothing, how to plant, cultivate and harvest to attain the best results. This has no better illustration than on the Chino ranch. Every farmer here will say now, at the end of the second boot season here, he has a stock of valuable information on the subject, which has cost him considerable money. In other words, his profits from the first season's crop were very much curtailed because he did not understand the best methods of handling it. Every farmer coming in hereafter, of course, will profit to a certain extent from this experience. Yet he will have many things to learn for himself. Best culture is essentially an intensive culture, requiring skill and experience to obtain good results. And therein lies the argument why the farmer should receive the benefit of a State bounty on boots. Make it possible for the farmers to expend time and money to bring best culture up to a high standard by resummaring them for it; then when they become experts, so to speak, at the business, they will ask no assistance. This cannot be considered a new departure or without precedent in the annals of our State. We are expending tens of thousands of dollars of public money annually in aid of our fruit industries, which we boast of as wonderfully profitable to the producer. In order that our orange industry may be preserved, the State has sent representatives abroad to investigate scale parasites; our public money is being used every day for new insecticides and spraying compounds, horticultural commissioners and post inspectors. Our vineyard interests have received extensive State aid. And other industries have been acquired. The report of the American states seventy-five carloads of twenty-five shipped through that real States during the past total is not great, but it is ingrain of 173 per cent over the preceding year.
