The Weekly Gazette. ISSUED EVERY THURSDAY. Henry Kuchel, Charles Kuchel, Editors and Proprietors. THURSDAY...DECEMBER 1, 1822 THE SUGAR REFINERY. The meeting of the stockholders in the Co-operative Beet Sugar Rehnery, to be held at Krooger's Hall a week from next Saturday afternoon, will be one of the most important ever held in the history of this city. The objects of the meeting are, first, to take a vote on the issuance of bonds in the amount of $400,000 for the purpose of building and equipping the refinery, and, second, to decide the matter of the location of the factory. On the first proposition there is absolutely but one sentiment—that in favor of the bonds. It will be necessary to get a two-thirds majority of all the stockholders to favor the proposition in order to carry it, and therefore it is necessary that a full representation of shareholders be present. On the question of the location of the refinery, we think the stockholders will favor the selection of the site picked out by the people of this city below the Dreyfus winery, which is to be donated to the corporation free of charge, together with a sufficient volume of water to suit the requirements of the refinery. The people of this section favor the location, as do also the citizens of Westminster and Garden Grove. The location of the refinery at this point will give the people of those sections a railroad within sixty days after building operations on the refinery begin, and this will tend to give them an air of prosperity, together with the refinery, that will be simply unparalleled in their history. The location of the factory on section 19 or in that neighborhood will tend to take the railroad in that direction, and in that event the two localities may be left two miles or more out of its way. The people of the Grove and Westminster will consult their own interests by voting solidly for the location selected. It will bind the friendship of their association with this city, without the assistance of the people of which the refinery would never have been a possibility. of the other rural counties, the total valuation ranges from $33,000,000 in the case of Sacramento to $53,000,000 in the case of Santa Clara. The total indebtedness of the counties of California is very small, amounting, all told, including floating debt and accrued interest, to only $6,256,301. Of this $1,120,000 is charged to San Francisco, though the county is really out of debt, being its own creditor. Los Angeles owes something over $1,000,000 and Sacramento $652,724. Orange county is out of debt. Other counties whose credit is good and which might have been expected to anticipate the future for public improvements—such as Santa Clara, Sonoma, San Joaquin, San Diego, Marin and Monterey—only owe something like $200,000 each. Fresno, in which improvement has been very marked of late, is only indebted to the amount of $95,000. It is evident that in a short period, unless new issues of bonds are voted, all these counties will be out of debt and will be in a condition to borrow large sums at low rates of interest in case emergencies should arise. Not only in this State, but all over the country, the indebtedness of counties, which seemed so alarming a feature in the financial horizon some years ago that new constitutions adopted stringent provisions against its increase, will in a brief period be a thing of the past. Thanks, Old Man! Redlands Citrograph. The Anaheim Gazette has entered upon the twenty-third year of its existence. Well do we remember its start. At the time the writer was foreman of the job department of the Los Angeles daily Star, then owned and edited by Henry Hamilton, the brightest editorial writer in South California. We were requested to accept the foremanship of the new paper in the new colony of Anaheim at a big wage. The offer was refused because it was deemed too risky a venture to last long. What a change since then! THE GAZETTE has lived, while every paper in South California that was in existence then—except only the San Diego weekly Union—has passed over to the great journalistic graveyard. THE GAZETTE has done yoyeman service in the up-building of Anaheim, and we are glad to know that the people appreciate it at its true worth and patronize it liberally. Let there be a fall turnout of the stockholders. Let us vote for the bonds, and approve the seat selected for the refinery below this city. After the placing of the bonds—and the money is ready to-day—work on the big refinery buildings will begin at once, and there will be a boom in this valley, and Anaheim will proceed to get up at the head of the procession and stay until further orders. We have received the reports of Commissioners Bichowsky and Dowlen on the Vine in Southern California, giving what they are pleased to call the present state of the vineyards in this section. The Bichowsky person—as indeed does his partner in crime—expatiates at length upon what he terms the "Anaheim disease," when he knows or ought to know that the vine disease prevailed in every section of this and Los Angeles counties, besides in other localities in Southern California, and he should know that we object to having it called after this destined to be big railroad center and sugar factory town. Why he should call it the "Anaheim disease" is past finding out. Prof. Pierce, the only Government officer whose researches and study into the nature of the disease have amounted to anything in this connection, has the grace to give the blight the name of the California vine disease, which is eminently fit and proper, doing away as it does with the coupling of the blight to an especial locality, to its evident detriment. We have spoken of this matter before, and we repeat now, what we have also said in previous issues, that the researches of Bichowsky and Dowlen, and the whole lot of the rest of them—always with the single honorable exception of Prof. Pierce—amount to less than nothing at all and are sometimes a positive injury to the people. Abolish the Bichowsky and Dowlen persons, and their commissions. Abolish their commissions and give them a hundred days at hard labor! Coroner Ey leaves with his family on Monday next for Santa Ana, where he will in future reside. He has been a resident of this city for upwards of nineteen years, and during that time has occupied many offices of public trust. Last week our friends, the Kuchel Bros. of Anaheim, celebrated the twenty-third birthday of their excellent paper, THE ANAHEIM GAZETTE. We are glad to note that their columns show proof of well deserved success, for THE GAZETTE is one of the best edited of our exchanges. It is the second oldest paper in Southern California and bids fair to enjoy a long and successful life. Very Flattering Indeed. Arusa Pomotrople. The publishers of the ANAHEIM GAZETTE have begun the twenty-third year of its publication. It is not flattering to say that THE GAZETTE boys get up one of the best papers in the south, as it is the most oldest in this part of the State. As an exchange we value it highly; as a local news purveyor it has no superior. The Latest Pension Report. The annual report of Assistant Secretary of the Interior Bussey has just been issued, and is very lengthy. It deals exclusively with the work of the Board of Pension Appeals and with the purchase of Indian supplies at the Government warehouse in New York. The report shows that on July 1, 1891, there were 5,030 appealed pension cases on file with the board, and on June 30, 1892, these had been reduced to 4,349. There were 4,258 appeals filed during the year. Of 4,939 cases acted upon during this time, the decisions of the commissioner were sustained in 3,365; action was reversed in 464 cases, 201 were dismissed, and 409 cases reconsidered by the Commissioner pending appeal. In the discussion of the pension law General Bussey calls attention to several defects in pension legislation and makes numerous suggestions for amendment. On June 30, 1892, there were on the pension rolls the names of 885,036 pensioners, 173,123 more than were carried on the same rolls at the end of the preceding fiscal year, and 457,050 more than were on the rolls on June 30, 1887. During the last three months, from within a radius of five miles of Whittier, 2,000-000 pounds of English walnuts have been shipped, bringing an average of 8 cents per pound. The first carload of oranges for the season was shipped from Riverside to San Francisco last week. Freddie (meditatively). We join with them in wishing that his shadow may never grow less, and that his lines may be cast in pleasant places. Mr. Ey has a card in another column expressing his sentiments on taking his departure from our midst. The State Controller has prepared a statement of the taxable property in its various forms in each county of the State, with the indebtedness. From this it appears that the value of all forms of property owned in California is $1,275,810,228. Exclusive of railroads, the total valuation of property is $1,233,660,228; the railroads are valued at $41,956,000. Of the aggregate the bulk is real estate, which is valued at $797,221,036. With improvements valued at $249,630,321. The total amount of personal property, including money, is $187,008,874—considerably less than the sum expended on improvements in real estate. Of the total amount of property of all kinds in the State $412,647,076, or one-third, is in San Francisco, and one-fourth of the total population resides in that city. The total valuation of Los Angeles county is $80,000,000, and of Orange county $10,000,000. Alameda is the second county in the State in point of wealth, having $89,000,000 of taxable property. In counties like Fresno, San Joaquin, Santa Clara and Sacramento, which come after Los Angeles and Alameda, but ahead in radius of five miles of Whittier, 2,000 pounds of English walnuts have been shipped, bringing an average of 8 cents per pound. Shipping in San Francisco bay had a lively time Sunday night and Monday. The weather had been stormy for a day or two Previous, and Sunday night before midnight furious gale commenced which seemed to increase in intensity until noon on Monday. This is because of the manner in which the returns have been sent in. Up to the present time there are no returns whatever of the vote for Presidential Electors from the counties of San Francisco, San Mateo, San Diego, Lassen, Inyo and Colusa. The returns from San Luis Obispo give the Harrison Electors one vote, and several counties heard from say nothing at all as to the vote on constitutional amendments and propositions. The Spanish agricultural council is again discussing means of putting an end to the ravages of phylloxera in Spanish vineyards. At a meeting of the council several speakers expressed regret that Spanish wine growers neglected to appeal for funds to enable them to adopt systematic means to combat the pest. Vineyards covering 300,000 acres have been destroyed, and 63,000 acres more are invaded by the pest. The council suggests that the only remedy will be found in the propagation of American vines.
