THURSDAY... JUNE 23, 1892.
The Board of Supervisors have decided to appropriate an amount equal to one-ninth of the amount appropriated by Los Angeles county for the maintenance of a county exhibit at the World's Fair. The appropriation is made conditional on the other five counties of Southern California doing well pre-rata. No further appropriation will be made for the permanent exhibit at Chicago. The sum appropriated for this classified exhibit will amount to $4,444. Los Angeles county appropriating $40,000. This action of the supervisors will meet with the approval of the people, many of whom signed the remonstrance against the $7,500 appropriation, especially as we were already making regular appropriations for the maintenance of the permanent exhibit at Chicago. The classified exhibit of the five southern counties will be a feature at Chicago, and it is needless to say that Orange county will outshine her sisters.
RICHARD GIRD will address a meeting of citizens on the best sugar question at Kroeger's Hall next Saturday afternoon. A letter has been received from him stating that he will be here on that day, and arrangements are being made to have a rousing outpouring of the people to meet him. To Mr. Gird, more than any other gentleman in the State, is due the credit of demonstrating the possibility of sugar production in this section. To his energy, enterprise and fore-sight is due the fact that China has to-day one of the most splendid sugar refineries in the world. How far-reaching are the results of this great enterprise shown in the fact that the refinery's output this season will aggregate one million dollars, three hundred thousand dollars of the amount being paid in bounties from the Government. Mr. Gird's monthly payroll amounts to $10,000, and he pays $5,000 monthly to laborers in the best fields. The output of sugar at Chino will exceed a hundred carloads per month. All this is due to the enterprise of the gentleman who will be with us on Saturday.
appropriated by Los Angeles county. The board heard arguments for and against the appropriation, after which, on motion of Supervisor Armor, they passed the following:
"The Board of Supervisors of Orange county, in Committee of the Whole, having had the advisability of making an appropriation for a World's Fair exhibit under consideration, beg leave to recommend:
"First—That no further appropriation be made for the permanent exhibit at Chicago.
Second—That whatever appropriation may be made by the Board of Supervisors shall be exclusively for a Southern California classified exhibit, with the privilege of affixing owner's and producer's name and place of residence.
Third—That not more than one-tenth of the amount expended for this exhibit shall be used for supervision, incidentals and the expenses outside the county, the balance to be used for purchase and collection of products within the county.
Fourth—That any appropriation made by this Board of Supervisors shall be made conditional on each one of the other five counties of Southern California doing equally as well pro-rata.
Fifth—That the Board of Supervisors appropriate, out of the general fund to be raised by the next tax levy an amount equal to one-ninth of the amount appropriated by Los Angeles county, to be expended in making and maintaining an exhibit of the products of Orange county at the World's Columbian Exposition, subject to the forgiving limitations and to the control of the Board of Supervisors."
The same was adopted, Supervisor Hawkins of Garden Grove being the only one to vote against it. The amount to be appropriated is $4,444.
The Sunday Law.
EDITOR GAZETTE. As there is being so much said and written at the present time in regard to religious legislation, especially in regard to a Sunday law, I would like with your permission to give a few thoughts on that subject. I have always doubted the wisdom or policy of discussing religious subjects in the papers, but as this being made a political issue and these are campaign times, the discussion may not be out of place.
It is an old and true saying that eternal vigilance is the price of liberty. It is claimed by the advocates of religious legislation that this is a Christian nation when it is a well-known fact that less than one-third of the population of the United States is even nominally Christian, and if any one can find a single sentence in the Constitution of the United States that would indicate in the least that this is a Christian government or universal satisfaction. We do to guarantee them every time, ready to refund the purchase factory results do not follow their remedies have won their grossly on their merits. W. Druggist.
CITY TRUST
A PATRIOTIC MEETING YEAR ONE HUNDRED DOLLARS ATED FOR THE CELEBRATE
The Board of City TrusteeULAR session yesterday afternoon Chairman Witte and Trustee Sohindler, Rust and Pellegrina.
The Finance Committee they had examined the various demands of the last meeting found to be correct.
The Committee on Public reported progress of work on Hall and cleaning streets.
The Chairman reported in the city's property at the city saying that all necessary steps taken to clear the title to the office.
The report of Expert Chynation into the books and a city was read, and referred to Committee.
The specifications for the worm Hermine street were road in. In matter of the new water works, Mr. des Grange secured the necessary data, and went over to a future meeting.
Mr. Sorenson appeared before on behalf of the Fourth of June Committee, in reference to more arches on the public street wise decorating the city for its celebration; he also asked for use of the fire apparatus of parade. The request was granted that the apparatus be returned taken away and the streets piled dition after the parade.
Marshal Steadman of the mittee, having encharge those funding funds for the celebration Fourth, appeared and asked for information from the city. The latter discussed the matter, $100 for the celebration.
The free use of water was sprinkledthe grounds where exercises are to be held; also, the route of march.

sight is due the fact that China has to-day one of the most splendid sugar refineries in the world. How far-reaching are the results of this great enterprise is shown in the fact that the refinery's output this season will aggregate one million dollars, three hundred thousand dollars of the amount being paid in bonuses from the Government. Mr. Gird's monthly payroll amounts to $10,000, and he pays $5,000 monthly to laborers in the best fields. The output of sugar at Chino will exceed a hundred carloads per month. All this is due to the enterprise of the gentleman who will be with us on Saturday. Mr. Gird made the refinery corporation a land donation amounting to a quarter of a million dollars, besides holding out other inducements for them to establish their works at Chino. He is reaping the benefit of his foresight, and is to-day doing more for Southern California than probably any man in the country.
It is a great privilege to hear what this gentleman has to say upon the sugar beet question. He takes an active interest in our projected refinery, and is doing all he can to help the good work along. The meeting should be attended by every farmer in the county. What Mr. Gird has done at Chino, we can do here. We must have the refinery, and to those who have not yet clearly seen their way to taking stock in the corporation, Mr. Gird will demonstrate the practicability as well as the desirability of no doing.
We are glad to be able to say that Mr. Sandilanda has decided to cast his lot with us, and has purchased the McCullough place at Placentia, comprising twenty acres, for $7,000. Now all that is necessary to complete the picture is for Lieut. Halpin to also purchase a place here and settle down with us—which we think he will shortly do. Mr. Sandilanda gets a good place, and Placentia gets a good citizen. Both gentlemen will doubtless be instrumental in directing quite a number of desirable English emigrants out this way. We take great pleasure in tendering their friends a welcome to our midst in advance.
The officers of several counties having petitioned Governor Markham to convene a special session of the Legislature on account of the Supreme Court decision in reference to extra deputies, the Governor proposes to send a letter to the boards of supervisors, inquiring as to what extent public business will be retarded by a negative decision. The inquiry is made because of the fact that in the petition it is stated that public business has been increased to such an extent in some of the counties that there will be a great hardship unless relief is granted. The Governor prefers facts and figures, instead of a general statement.

Washington said in reply to a speechon religious legislation: "Every good citizen is responsible for God alone for his religious faith and should be protected in his right to worship God in accordance with the dictates of his own conscience." Articles 2 of the treaty with Tripoli says this government is in no sense founded on the Christian religion. Christ himself said His kingdom was not of this world, and never during his stay on earth attempted to force his religion on others by law or even asked protection of law. But he was perceived by the religious fanatics of his time for violating their Sabbath law, just as some of our best citizens in some of the States are persecuted and would be in this State if we had a Sunday law. I have yet to read of a single case of arrest and punishment for violating the Sunday law. The law is simply one religious party fighting another. All the Sunday law we need is a law to protect every man in the enjoyment of his Sabbath in his own way, so long as he does not interfere with, the equal rights of others. I am glad to see that the Republican party in its platform has declared in favor of religious liberty and opposed to religious legalization, and hope it will firmly stand by its principles. Why can't men enjoy their great liberty without seeking to destroy the happiness of others?

The preamble to the Constitution says, "We, the people of the United States, in order to form a more perfect union, establish justice, insure domestic tranquility, provide for the common defense, promote the general welfare and secure the blessing of liberty to ourselves and our posterity, do ordain and establish this Constitution for the United States of America." Now, is there anything in that that would indicate to any mind that we were going to have a religious government? In fact I have not been able to find one word on the subject of religion In it. The word religion, God, heaven or hell is not once found in all the original Constitution, showing conclusively that the framers of that instrument purposely omitted all reference to religion. The first place I find any reference to religion is in the first amendment to the Constitution, which says: "Congress shall make no law respecting the establishment of religion or prohibiting the free exercise thereof."

CAMILLE FLAMMARION, the eminent French astronomer, is of the opinion that the inhabitants of the planet Mars are endeavoring to open up communication with the earth. He argues that as Mars is much older than our earth, its inhabitants must have made much greater progress than we in the arts and sciences, and that they have probably been signaling at us for the last 100,000 years. Flammarion says that in the newly constructed map of Mars there are observable in several places small dots, by the side of which the astronomer notes the presence of luminous spots that shine like snow under the rays of the sun. It is not probable that these spots are due to the presence of snow, since some are situated near the equator while others are in high latitudes. Nor can they be mountain peaks, for they are close to the seas and symmetrically disposed with reference to certain rectilinear canals. Furthermore, several among them appear to mark parallels of latitude and meridians, and in examining them one is inevitably reminded of geodistical signs. The close observer can distinctly trace triangles, squares and rectangles formed by these luminous spots. If methodical changes be discovered in course of a few years, or even centuries, it will be hard to resist the conclusion that the guess of the Parisian writer is a correct one, and then will begin the effort to reciprocate.
No nomination had been made at Chicago up to the hour of going to press, but it looked very much like Cleveland.

The Supervisors on Monday passed the appropriation for making a display at the World's Fair at Chicago.
