WOMAN'S WORLD. CHARLES BRADLAUGH ON WOMAN SUFFRAGE IN ENGLAND. May Hold State Offices—Why Large Bouquets Are Fashionable—Margaret Fuller's Nieces—The Cleopatra Craze—Dancing Her Chosen Art. Personally, I hold, and always have held, with John Stuart Mill, "that women have as good a claim as men have, in point of personal right, to the suffrage, or to a place in the jury box." I am not disposed to help to withhold or delay them in the exercise of their right to the parliamentary suffrage on the ground that enfranchising legislation is temporarily inexpedient to the political party with which I am identified. I am assured by Henry Labouchere, my colleague in the representation of Northampton, and who, as far back as 1867, actually voted in favor of woman suffrage, that the effect of giving the women of Northampton the parliamentary suffrage would be to ensure my defeat in that borough at the next general election. If I knew this to be true it would not hinder me from casting my vote if favor of woman suffrage, even if my vote alone should be required to pass the bill. I deeply value the representation of Northampton, but the grant of the right of woman to the suffrage cannot be determined by the fact that if legalized her exercise of that right, according to her conscience, would be personally hostile to myself. Mr. W. Cremer, M.P., an old Chartist, a modern earnest Radical and a consistent advocate of peace, is a resolute opponent of the concession of the parliamentary suffrage to woman, on the avowed ground that women are anti-Radical. Mr. Mill, forty years since, arguing with the Chartists, wrote that "To declare that a voice in the government is the right of all, and to demand it only for a part—the part, namely, to which the claimant himself belongs—is to renounce even the appearance of principle. The Chartist who denies the suffrage to women is a Chartist only because he is not a lord; he is one of those levelers who would level down to themselves."—Charles Bradlaugh. TRANSPORTATION. FIRE NATION OF Los Arrays Capital Stock Reserve United States May Hold State Offices. It may be that the present legislature of Kansas will give to women greater political privileges than they have hitherto enjoyed. The bill pending in the legislature confers the right to hold office as well as to vote in other than municipal affairs. The author of the bill is Representative Soupene, of Potawatomi county. It gives unlimited suffrage to women of legal age, and confers upon them the right to hold any office in the gift of the people of Kansas. Under the existing law the women already enjoy municipal suffrage, and have for three or four years enjoyed the privilege of voting for city and school officers and of participating in city conventions and school elections. In a dozen instances the women have secured entire control of the government of small cities in Kansas by the election of mayor and councilmen of their own sex. In five counties the office of superintendent of schools is now filled by women, and at the late state election one of the candidates on the people's state ticket was a woman, but she was defeated. The general sentiment in Kansas has always been very strong for female suffrage. The members of the Farmers' Alliance are nearly all committed to the cause of equal and universal suffrage. The Alliance controls the lower branch of the legislature, and Mr. Soupene's bill may pass that body. It is quite possible that the senate may also pass it, as no partisan politics are involved in the matter—Kansas State Journal. Why Large Bouquets Are Fashionable. Everybody remembers that the fashion of carrying large bouquets at balls, etc., fell some time ago into a more than innocuous desuetude. The florists were in despair. Finally one of them, whose name really ought to be mentioned for his cleverness, went to two immensely fashionable women and volunteered to furnish them, absolutely without money and without price, with the very hand-somest bouquets possible, provided the ladies would carry the bouquets at parties, dances, etc. He guaranteed to give them whatever flowers they desired to match their gowns, and even to "throw in" the yards and yards of lovely ribbon that now is needed to gild the lily and paint the rose. Of course these two ladies accepted, and straightway it became good form to carry the largest bouquet you could get. At all the recent balls, dinners and dances the belles have carried from one to four bouquets each. One of the loveliest seen this winter and by actual All Important Points in Europe, Apply to W. It cost a sum large enough to maintain a working girl in perfect comfort for six months.—New York Continent. The Russians Good Linguists. Charles Emory Smith, United States minister to Russia, speaking of incidents of his residence abroad, said: "I should say that the Russians were a contented people, and I may add, from what I saw, the stories of the nihillistic societies are greatly exaggerated. Of course, it must be remembered that I am judging only from cities like St. Petersburg, whose population is 1,000,-000, and Moscow, whose population is 800,000, while the total population of the country is something over 100,000,000." "Did you find any difficulty with the language?" he was asked. "I did not have to try," said Mr. Smith with a smile. "Russian children generally have a German nurse, an English governess, and French tutor, so that by the time that they appear in society they are masters of these languages. The czar himself speaks English remarkably well."—Philadelphia Times. Cycles in a Fire Department. The Houston fire department has organized a cycle corps. The members carry on their wheels axes, ropes, hooks, hose and other light apparatus. At a recent trial of this novel fire company the results were shown to be most satisfactory.—Outing. J.M.
