THURSDAY... FEBRUARY 4, 1892.
The stockholders in the Co operative Beet Sugar Company are to be congratulated on their felicitous selection of a Board of Directors. Their choice was a very happy one indeed, and we have as a result a board competent to manage the affairs of any corporation in the State. This admirable selection is capped by the Directors electing Mr. Fowler President. Mr. Fowler, in technical parlance, is a man that will do to bet on. Clear-headed, experienced and energetic, he is ably seconded by his distinguished confreres of the board. The success or failure of the enterprise will be in no small part due to the Board of Directors; but looking over the list of names of those composing the board, we feel satisfied that the affairs of the corporation have been placed in able hands.
The circulation of a disguiting anonymous circular, attempting to east discredit upon the Cooperative Sugar Refinery, some time during the late hours of Sunday night, so that it could be found plentifully scattered around town in time for Monday morning's meeting, was the most outragious piece of villainy ever attempted in the world. Of course it had no effect upon the meeting, but the thought that such vipers as the authors of it are harbored in a respectable community is enough to disgust one with mankind. A coat of tar and feathers would fit them well.
The Supreme Court recently held that the payment of salaries from the county treasury to deputy county officers in Marin county was unconstitutional, holding that the same applied to a number of other counties in the State, among them being the county of Orange. It is held, in short, that county officials in these counties must pay their own deputies. Our Board of Supervisors, acting upon this suggestion, have referred the question to the District Attorney for the purpose of for their speedy sale. And we believe the bonds of the Anaheim district will be among the very first to be sold. At least our bonds are rated by money lenders as the beat in the market. Mr. Huntington ought to be able to get par for them.
Republican County Central Committee.
The Republican County Central Committee met at the office of Lawyer Marks at Santa Ana last Saturday afternoon, to organize for the coming campaign. Chairman Ludlow tendered his resignation in the interests of harmony, and J. W. Ballard was chosen in his stead. S. O. Wood resigned as Secretary, it being necessary for him to be away from the county more or less of the time. I. G. Marks was elected in his stead. Cap. Wood also resigned as committeeman from Anaheim, and Arthur Lewis was appointed to till the vacancy. Charley Norman was appointed committeeman from West Anaheim, vice Hounsem, retired.
A committee was appointed to draft a constitution and by laws, and the meeting adjourned to the call of the chair.

The Supreme Court recently held that the payment of salaries from the county treasury to deputy county officers in Marin county was unconstitutional, holding that the same applied to a number of other counties in the State, among them being the county of Orange. It is held, in short, that county officers in these counties must pay their own deputies. Our Board of Supervisors, acting upon this suggestion, have referred the question of the scope and effect of this decision to the District Attorney for the purpose of ascertaining how far the decision affects this county. The decision, it may be remarked, is viewed by our county officials with no little dissatisfaction and concern, and District Attorney Sanborn's decision is looked for with much solicitude. However, it is difficult to see what else we are to do but to obey the mandate of the Supreme Court. The county officers must pay their deputies out of their own fat salaries. But how are we to get the money back already paid these deputies from the county treasury? Perhaps the people might make a dicker with the officers to serve for a time for nothing to make things even. Verily, the people have their innings once in a while themselves!
The esteemed Horrible Sight of Santa Ana, which has already experienced the disadvantages of being dead, and is now experiencing the disadvantages of having besieged, explains that its "census figures" not taken from the census reprints after all. Of course not, also this destined to be big railroad center would appear to better advantage in the list of the other big towns in the county. The fault with the Horrible Sight's figures is that they are inappropriately headed. They should be headed, not figures from the census, but, what they ought to be according to the Horrible Sight's ideas. The Horrible Sight possesses a keen and cold-blooded nerve, as well as a capacity for carring on the death rate, that is positively amazing to see. But it makes some people's systems weary.
A convention of Fruit-Producers of California is called to assemble under the auspices of the State Board of Horticulture, at Fresno, on February 18, for the purpose of considering the advisability of organizing into one organization to better control and market their products, and such other business as may come before the meeting. The State Fruit Growers' Convention, held at Marysville, in November last, adopted a plan for the profitable disposition of dried fruits. In adopting the plan, the Convention recognized therein the probable solution of this most difficult problem connected with our fruit industry. All producers of dried fruits, raisins, etc., are invited to be present.

C. P. HUNTINGTON, whom Gem. Willey went to New York to confer with in regard to the negotiability of irrigation bonds, and who has taken an active interest in that class of securities, has written a letter regarding them to W. H. Mills of the Southern Pacific Railroad, as follows:
New York, Jan 16, 1892.
Dear Mr. Mills: H. I. Willey has called upon me twice and I find him a very pleasant gentleman. We have had several talks on the subject of irrigation in California. I have given him my views very fully. I have said to him that it would be very much to the interest of California if the irrigation districts could be so consolidated as to issue one bond; that is, all the local bonds be as collateral to this one issue in some trust company, then issuing one bond, a collateral trust. I think this would sell very much higher than any one of the "individual" bonds, so to speak, and would cost very much less to market. Then I said to him that I thought if it were done by some trust company here, letting them furnish some competent engineer to review their present surveys and superintend the work, so as to see that the money paid by the people who bought the bonds went into the work, it would be much to the interest of the State. Of course, it goes without saying that I shall do all that I can to market these bonds, and that, too, at the highest rates at which they can be sold. By the highest rates I mean the rates that ought to be obtained for a first-class security; but I myself must be satisfied that they are really a first-class security before I can recommend them. Simply to show that the water and the land are there and that the latter can be benefited by bringing the water onto it is not sufficient. It must be shown that the money paid for this irrigation is to go into the project, and not into the pockets of a few who are manipulating the schemes. I have very clear and distinct views myself upon these questions and shall endeavor to impress them upon the investing public whenever I am satisfied that they will make no mistake in putting their money into these securities. Very truly,
C. P. HUNTINGTON.
The fact that Mr. Huntington has taken hold of this class of securities augurs well
