New Postal Cards.
The Government has issued two new styles of postal cards of different sizes, the larger being intended to meet the demands of business and the other—a sort of ladies' card—being suitable for brief messages of a social nature.
The larger card is an inch longer and three-fourths of an inch wider than the old card. In one corner is a picture of Grant. Across the upper face are the following words: "Postal card, 1 cent, United States of America." This side is for the address only."
The type used is bolder and larger, while the paper—Manila—is a trille尔er than the old style and is thicker and of a smoother gloss. It is large enough to contain from seventy words. The second variety is hardened with a black powder.

Congressman Caminiti has prepared a list of great importance to the horticulturists of California. It will prohibit the interstate transportation of trees, plants, vines and nursery stock infected with scale insect codin moth or other pests, with their or larvae.
The bill provides heavy penalties for violations of the law and covers every loophole of escape so well that violations will be tremendously hazardous. Owners or agents wield licentiousness by the honor of the Chesterfieldian gentleman which he made his guiding star. He was patient, tasteful, painstaking taking, courageous. The trovement has issued two new styles of postal cards of different sizes, the larger being intended to meet the demands of business and the other—a sort of ladies' card—being suitable for brief messages of a social nature.
The larger card is an inch longer and three-fourths of an inch wider than the old card. In one corner is a picture of Grant. Across the upper face are the following words: "Postal card, 1 cent. United States of America." This side is for the address only."
The type used is bolder and larger, while the paper—Manila—is a trifle yellower than the old style and is thicker and of a smoother gloss. It is large enough to contain from savety to eighty words. The second variety is a handsome white card, half an inch shorter and of the same width as the one now in use. The lettering is substantially the same on the larger card, except that blue ink is used in place of black. The scrollwork about the lettering is very artistic, and under Grant's picture is a wreath. The paper is what book-men call half-linen, has a fine gloss and is of a pearl rather than a plain white color. It is eminently a ladies' card.
In 1874 91,000,000 postal cards were issued, in 1880 the number was 273,000,000, in 1889, 386,808,500. Since 1889 there has been a notable falling off in the use of the postcard, though these new varieties may revive its waning popularity.

Of Interest to Horticulturists.
Congressman Caminetti has prepared a list of great importance to the horticulturalists in California. It will prohibit the interstate transportation of trees, plants, vines and nursery stock infected with scale insect codlin moth or other pests, with their epilogue or larvae.
The bill provides heavy penalties for violations of the law and covers every loop of escape as well that violations will be treemely hazardous. Owners or agents who ship infected trees or plants are liable to fine of $1,000 or imprisonment for one year or both. Railroad ship, steamship, express or other transportation companies, if caught in the act of shipping such trees or plants from one State or Territory into another also liable to pay a penalty of $1,000. It not necessary to convict them of a specific act of carrying from one State to another but if dangerous trees are found in their possession, consigned to another State or Territory, sufficient proof will have been required to convict. The penalty will be severed by a civil action brought in the United States Circuit Court. Foreign railroads or steamship companies are equally liable.
To add to the strugginess of the law ductors, masterts captains or agents whose care infected plants are found can be fined $220 each, or imprisoned for the months, or both. The Department of Agriculture is empowered to prepare rules which transportation companies and their officers and agents as well as United States officers can guard against the violation of the act. The department may also appraise agents whose duty it shall be to enforce law where States—as in case of California—have boards or commissions empowered to guard against the introduction of horticultural pests. The Department of Agriculture may appoint some board or commission provided no expense is incurred by the United States in so doing.
Guarding Against Importing Disease Tree Stock.
Several members of the Association Horticultural Commissioners of Southern California met in Los Angeles on the 13th Hiram Hamilton of Orange, Dr. N. Claflin of Riverside, M. Collins of Outer Massre. Rice and McIntyre of Ventura, M. Muscott of San Bernardino, and John Scott of Los Angeles were present.
The question of guarding by arrest into importation into Southern California occurred tree stock from the East was discussed at some length. There is great danger that diseased stock will find its way into this area unless vigorous measures are resorted to. It was finally decided to pass the following resolution:
Resolved That we will place in quarantine all peach, plum, pruno or almond trees at all deciduous trees on peach or plum roots; buds, pits or roots of the same that may shipped into our counties from east of Rocky Mountains, and demand from owner or person wishing to bring them in the county adjudicating establish the following points, to wit:
First That a certain person grew trees or buds, pits etc., under quarantine Second That they were grown in a location at least one hundred miles from any trees located to be infested with yellow or rose petals Third That the grown of the trees buds, pits etc., has not used or bought buds or petals or roses above named trees framed with wallpaper.

Character of Aaron Burr.
Aaron Burr was an ambitious man, specious, scheming, unscrupulous. His tastes were military, and he had only entered upon the law when the condition of the country had removed all chances for advancement in the camp. He had carried with him from the field a soldier's weakened moral convictions, and his contact with professional practice had no tendency to strengthen them. The active temperament of his father predominated over the reflective faculties inherited through his mother. He was strong in his passions, and missing the control of religious principle, was not restrained from

The yellows or rosettes have caused widespread disaster among fruit growers in many parts of the East. Hundreds of orchards have been wiped out and scores of fruit growers bankrupted. The action of the co-missioners is timely, and it is to be hoped that stand they have taken will be vigorous maintained.

Cape Horn by an American squadron bound von Schmidt and his famous hunting dog "Tippary." The Count is president of the San Joaquin Gun Club, and for past six years "Tippy," as he is familiarly called, has at the persistent request of the presidents been the only retriever allowed on the grounds. Several members have each season offered to introduce other dogs—and indeed have attempted so do—but for some cause or other, says the Los Angeles Times, "Tippy" has always held the field alone. In duck hunting the Count invariably has his dog first pick up his own ducks and then visits the other blinds, kindly working "Tippy," so as to ostensibly hunt the lost and crippled ducks belonging to the others. It occurred to one of Los Angeles members that the Count, instead of working his dog, was working his friends, so he concluded to quietly investigate the matter, and with other members found all along the swamp secret nooks known only to the Count and "Tippy," and on each hunt, when the dog was supposed to be in one blind and with his master, the faithful and intelligent creature would, at his master's commands, be sneaking around other blinds, quietly securing most of the fallen birds, and after carrying them to their secret places, unobserved, would come out and make a great show of retrieving. On his way into the camp it has been the time-honored custom of the Count to pick up the ducks thus secured by his dog, and so, with perhaps a less number of shots, he has never failed to show at least as many birds as the others do.

A Warning to Fruit Growers-Danger of Introduction to California-Warning to Intending Purchasers.

WHEREAS We are informed that some nurservmen through the scarcity of peach stocks for budding prunes, have contracted for large lots of Eastern peach stock for budding purposes for next season's delivery; and whereas, there is great danger of introducing into this State the Yellows, a deadly disease to peach, on said roots, and on peach trees imported from the Eastern States; and while they may not have the disease in the localities where they get this stock, but we have no guarantee that the Eastern growers may not get trees grown in intested sections to supply California demands; therefore, be it Resolved: That we warn intending purchasers of the danger of getting trees infected with the Yellows and other tree diseases and pests not known in this State; and be it further Resolved: That we call the attention of all the Boards of County Horticultural Commissioners and Quarantine Guardians throughout the State to this danger, and urge the rigid enforcement of the law in all such cases.

A strange Vision.
