Our Relations With Chile. Although the Chilean complication has settled down somewhat lately, the investigation into the assault upon the American sailors at Valparaiso, now being carried on at Mare Island, where the warship Baltimore is lying, has served to excite war talk again. The assault upon the Americans was premidated, and was but little less than a butchery. A naval officer of prominence said at Washington on Tuesday: "The public should be acquainted with the gravity of the Chilean controversy. The investigation at Mare Island is developing startling facts and it will be for us to appreciate the situation thoroughly. The evidence taken shows conclusively that the assault was a prearranged affair, and the inquiry at Valparaiso the merest farce. I am thoroughly convinced that the assault was premeditated and intended as an insult to this Government." It was learned Tuesday afternoon beyond the possibility of doubt that the Navy Department since the receipt of the news of the Mare Island inquiry has redoubled preparations for trouble. The activity at the navy yard in Washington has increased. The Navy Department is pushing every means of saving time. The Navy Department is informed that the U. S. S. Chicago, Admiral Walker’s flagship, arrived at Montevideo Monday morning. The other vessels of the squadron, the Atlanta and the Bannington, were last reported at Bahia. They expected to join the Chicago at Montevideo. Their future movements will be governed entirely by circumstances. They were ordered to proceed to Montevideo and await further orders. In case of necessity they will be ordered to Chile, but unless such necessity arises they will remain on duty in the South Atlantic. Some Foreign Notes. Queen Victoria's list of guests and household orders are all typewritten. An herb has been discovered in Yucatan which is said to be a specific for insanity. The troops in the south of Russia are ordered to send in their sword blades to be sharpened. Travelers in Italy are again warned of the danger of having their trunks robbed on the railways. An ocean pier at Pueblo Columbia, near Savannah, will when finished be 400 feet long, built entirely of iron and steel, with a double line of rails. The cargo ship of the future will in some opinions be a five-masted vessel with auxiliary steam, such as is now building on the Clyde. She will carry 6,000 tons. A new method of ship signaling at night has an arrangement of electric lights in the shape of the letters desired, each group constituting a system by itself which it can shine alone. Ebers has written a novel in two volumes entitled "Per Aspera." It is a story of Alexandria when the Egyptians began to doubt their old gods, under the influence of the Christians. A Pompeian palace in the Avenue Montaigne, originally built for the late Prince Napoleon, was sold in 1886 to M. de Lesseps for 900,000 francs. It has just been sold again for 1,800,000 francs. Rosa Bouheur has finished the largest animal picture ever painted. It is called "Le Papiquage," and represents ten horses large as life, trotting over the threshing floor still used in parts of Southern Europe. The grip cannot be avoided, in the first place, if a person has to go out of doors; and as to curing it, of course the remedies are as various as the different forms of the disease. Much depends upon the age and previous condition of the person afflicted. But there are several general rules which are very necessary to follow and will produce good results no matter what form the disease takes. In the first instance, when a person first feels shivery, chilly, feverish, etc., he should go immediately to bed. There is nothing so good as cuddling up sungly and warmly in bed and remaining there until the fever is dissipated. After this point has been reached a certain amount of nutritious food should be taken at regular intervals, although the patient will not have much appetite. The food should be taken, however, and at regular intervals, either liquid or substantial, if the patient can take the latter. Again, in almost every case, alcohol in one form or another is very necessary and stimulating, and should be taken, say in punch form, in small doses; and last of all and fully as important when you think you are well don't force your energies. Don't go out too soon, but remain in bed for a day or two and thoroughly regain your strength, the same as you would if you were recovering from a very severe illness. These are the essential rules which will apply to every case; but as regards medicants there is no rule, as this is entirely governed by the nature of the case. Greeley's Masterful Speech. Our cheeks mantle with shame that any official of Orange county should descend so low as to appeal to the lowest and most brutal passions of the human breast for the purpose of carrying a point! Nothing in the annals of anarchism could be worse than this! Will Santa Ana permit herself to be played upon and her jealousy fanned into a flame by every demagogue who wishes to use her? Have we not declared over and over that we merely wish to discuss and protect our mutual interests, those of the whole county? When will Santa Ana feel so secure and at the same time be so disposed to deal justly that she can say: 'Come, let us reason together over this matter.'" PEACH YELLOWS.
