COAST NEWS BOILED DOWN Madame Modjeska, who has been seriously ill at Philadelphia, is reported better. Two San Bernardino Supervisors resigned their seats last week. Action has begun against the remaining three for accepting free passes on railroads, which disqualifies them from holding office. A disastrous windstorm prevailed in the San Gabriel valley last Thursday. At Pasadena churches were unroofed and steeples blown down. At Riverside considerable damage was done to the orange crop. Wine-makers of the upper Napa valley held an important meeting at St. Helena Saturday afternoon and signed a pledge not to sell good sound dry wines of 1891 below 15 cents at the depot, net cash, without commission. The industry seems to be at the turning point for the better now and our wine men are realizing the importance of holding the product of 1891 for a fair price. Acting Deputy Grand Chief Ramsey of the Order of Railroad Telegraphers of North America, has issued an order for a strike of all the members on the entire Pacific system of the Southern Pacific company, beginning Tuesday morning. The grievances are said to be the Southern Pacific's opposition to the order of telegraphers, and its demand that telegraphers sign an affidavit that they are not members and will not become members of the order. The British steamship Zambesi from Hong-kong arrived at Astoria last Thursday night, having in tow the disabled whaleback steamer Charles W. Wetmore. The Zambesi found the Wetmore thirty miles south of the entrance to the Columbia. Though able to steam, the whaleback had no way of steering, her rudder having dropped off. Captain Edwards of the Zambesi has entered claims for salvage and damage before Vice-Consul Cherry. The claims for salvage will be one-third of the value of the whaleback and her cargo. This will aggregate $200,000. Captain Hastings of the Wetmore says that two weeks ago, off the Galápagos islands, the rudder began to drop off piece by piece as the rivets fell out, but he hoped to make his destination. The Southern Pacific has suddenly put a large force of men to work driving a row of piles in a southerly direction from the present terminus of its wharf at San Pedro. The water on which this extension of the Southern Pacific Company's wharf is being built is claimed by the city of San Pedro, and the municipal authorities were about ready to build a small piece of wharf there for a boat landing and ferry alip. The action of the Southern Pacific people in extending their wharves at this time when they have more wharfs room than they have from Montt he commenced preparing for death and began writing instructions disposing of all of his personal affairs, and when the time arrived for him to surrender he killed himself, knowing he could not receive justice." PEACH YELLOWS. A Warning to Fruit Growers—Danger of Introduction to California-Warning to Intending Purchasers. By B. M. Lelong, Secretary of the State Board of Horticulture. Whereas, We are informed that some nurserymen, through the scarcity of peach stocks for budding prunes, have contracted for large lots of Eastern peach stock for budding purposes for next season's delivery; and whereas, there is great danger of introducing into this State the Yellows, a deadly disease to the peach, on said roots, and on peach trees imported from the Eastern States; and while they may not have the disease in the localities where they get this stock, but we have no guarantee that the Eastern growers may not get trees grown in infested sections to supply California demands; therefore, be it resolved, That we warn intending purchasers of the danger of getting trees infected with the Yellows and other tree diseases and pests not known in this State; and be it further Resolved, That we call the attention of all the Boards of County Horticultural Commissioners and Quarantine Guardians throughout the State to this danger, and urge the rigid enforcement of the law in all such cases. Taxes in the Irrigation District are now due and payable to me at my office on Los Angeles street. Taxes become delinquent December 31st, when the delinquent penalty will be added. The action of the Southern Pacific people in extending their wharves at this time when they have more wharf room than they have use for is evidently for the purpose of preventing the city from using any portion of the water front which may be available for a ferry landing. A committee of the Board of Trustees went to Los Angeles for the purpose of getting legal advice as to what can be done to prevent the Southern Pacific Company from taking possession of the disputed water frontage. Two Supervisors of San Bernardino county resigned their positions last week. Great excitement exists regarding the cause of their motion. The county, months ago, refused to vote bonds for a $305,000 building. In spite of this action three Supervisors have threatened to erect the courthouse with funds from the annual tax. The board unanimously voted to erect a jail, nobody objecting, and ordered bids advertised for. It was found, so a Riverside dispatch says, that three members had privately changed the specifications, by which only a portion of the jail will be built; leaving a $40,000 balance, which they hoped to use on a courthouse. A resolution demanding that action be taken only as voted was denied passage, and Supervisor Glass of the Redlands district and Gracelon of the Riverside district promptly resigned. The action was unanimously approved by their district. If the remaining members persist litigation will result. It is proposed at Fresno to organize an immense rabbit drive on the plains west of the city for December 23d. Several companies are at the head of the movement and the citizens in general will take part. The purpose is to kill from 5,000 to 10,000 rabbits and send them to the poor at San Francisco for Christmas dinner. Rabbit drives have been customary each winter at Fresno for several years and the greatest success has always attended them. More than 12,000 were killed in one drive some years ago. Hundreds of men form in lines and march forward, driving the rabbits before them into an enclosure, where they are killed. Vineyards are infested by rabbits to such an extent that something must be done to rid the country of the pest. The people have taken with enthusiasm to the plan of organizing an immense drive and send the game to such in San Francisco as seldom get anything of the sort. Thus the weather should be favorable the catch will not fall below 10,000. The line of men engaged in the drive will form in the shape of a crescent and extend ten miles, sweeping the rabbits before them into a corral already prepared. The Miners' Association of Placer county has issued an address to the people of California in which they make a strong appeal for the right to resume the business of placer mining, providing the farms in the valleys below are first protected from injury by the debris. They claim that it is a great injustice to them as individuals and the destruction of one of the greatest industries in the State to prohibit gravel mining until every alternative has been tried. They show that there are 1,117,000,000 cubic yards of surfeit. Taxes in the Irrigation District are now due and payable to me at my office on Los Angeles street. They are confident that the valley farms might be protected and that gravel mining might be prosecuted, yielding $10,000,000 in gold annually. Such a sum as that would make quite a difference in the affairs of the Pacific coast. It would seem only fair to give gravel miners a chance for their white alley. A miners' convention is called to be held in San Francisco January 20th. Each county in the State is entitled to thirty delegates, except San Francisco, which is allotted sixty. J. Perkins Shanks, an American engineer, who for the past twenty-two years has resided in Chile, and who arrived at Seattle a few days ago, tells this story of how Balmaceda was betrayed. He said: "Balmaceda was betrayed by the Argentine Minister, Senor Uribirru, in Santiago, in this manner: When Balmaceda sent his Minister to request the hospitality of Senor Uribirru to shelter him against the attack of the insurgents, it was agreed that Balmaceda should arrive at the Argentine Legation at 4 o'clock in the morning. When he arrived he was met by the Senor, and on entering, he met face to face the wife of his most bitter enemy, Mrs. Carlos Walker-Martinez, who had taken refuge in the same Legation, fearing an attempt on her life on the part of the Balmacedans. Great confusion followed the meeting and the lady was compelled to take a solemn oath not to divulge the whereabouts of Balmaceda. But she entered into an intrigue with the Argentine Minister to betray Balmaceda to George Montt. Word was sent notifying Montt of Balmaceda's hiding-place. Montt immediately took steps to induce the ex-Diotator to surrender himself peacefully to the newly constituted authorities, promising every guarantee of fair and just trial.
