The Weekly Gazette. ISSUED EVERY THURSDAY. Henry Kuchel, Charles Kuchel, Editors and Proprietors. THURSDAY...SEPTEMBER 17, 1891. INQUIRY into the cause of the stoppage of work at the fruit dryer develops the fact that the Eastern market is so glutted with fruit of all kinds that the attempt to dry fruit here for shipment East will be a losing venture. It is said that the apricota dried here a couple of months ago are at present in cold storage in Chicago, the business being altogether overdone. While we cannot expect the fruit drying company to lose money on the dryer, still its inaction is to be deplored. It should be running day in and day out. That is what our people expected of it when they subscribed money for its erection. But of course if it cannot be run except at a loss, we cannot expect it to run at all. At the railroad meeting at Westminster last Wednesday night a committee of citizens of Anaheim, Westminster and Garden Grove was appointed to confer with the Terminal people in regard to having their road traverse the sections named. Considerable enthusiasm was manifested, and it was agreed that a combined effort should be made to have the railroad come this way. There is no reason why it should not. We have the finest country here out of doors, and the road would traverse one of the richest sections of California. The committee is composed of Messrs. A. Rimpan and Ey of Anaheim, Messrs. Beckett and Pierce of Garden Grove, and Messrs. Bonham and McFadden of Westminster. They will confer with the Terminal people without delay, inform them of our advantages and endeavor to enter into negotiations for the speedy construction of the road. We were surprised to learn on Friday that the local militiaman had looked upon our remarks about Colonel Schreiber as necessitating a series of resolutions disclaiming responsibility for their publication, and inputting to us a premise which we did not make. The information on which we based our statement that Colonel Schreiber had been given by a member of the munications poured in at the rate of more than 3,500 per day. The receipt of every one was acknowledged, but it is physically impossible at once to give the status of the case to which they relate. Some are reached more rapidly than others, which accounts for the fact that definite replies to some letters are received in a shorter space of time than others. Members of Congress alone sent nearly 155,000 communications regarding pension claims last year. The probability of the departure of the Itata from San Diego for Chile is causing a large number of applications for passage upon her by refugees who fled to escape from Balmaceda's barbarism. Among them is Senior Vicuna, a nephew of President elect Vicuna, who is an ardent Congressionalist, notwithstanding his relationship to the President-elect. He displeased Balmaceda, fled to Panama and thence to San Francisco, finally going to San Diego, taking quarters with Captain Mannzen. Captain Krug, Captain of the port of Iquique, will also be one of the passengers. Captain Mauzzen is now at Los Angeles attending court. The postponement of the case for ten days was a disappointment to him, as he had hoped that matters would soon be fixed up so that he could return home. Before the Itata sails many of the crew who faithfully stuck to the noted vessel through all her adventures will take vacations ashore for a short time and then return to Chile to rejoice with the refugees. Mr. Hall Was Violently Opposed to Irrigation Districts. Axusa Pomotrople. In the summer of 1888 Wm. Ham Hall and the writer spent a day or so exploring the San Gabriel and visiting the different systems of this valley. Mr. Hall was then State Engineer and was violently opposed to the formation of irrigation districts, giving various reasons why the Wright law was dangerous and unconstitutional, most of which have been found fallacious. He has since been designated by the banks of the State as the proper person to pass upon the stability and general standing of districts offering bonds for sale. Anaheim is one of the fortunate who cannot sell her bonds and is now entertaining a proposition from Mr. Hall to report upon the water works and prospects, for the sum of $750 and $250 more for printing the report, which he insists upon having done in San Francisco. In addition to this Anaheim district must secure the favorable opinion as to the legality of the bonds from Wilson & Wilson San or after the first Monday in January and will be delinquent on the lace in April next thereafter, at 6 o'clock and that unless paid prior thereafter will be added to the amount thereof. That all taxes may be paid by the first installment as herein provided and payable. Sec. 3764. 1. Believing we have done Colonel Schreiber an injustice, we cheerfully tender him the amende honorable. Our esteemed cold-water contemporary, the Herald of Santa Ana, commenting on our statement that we have forty men over here better qualified than Capt. Ed'ards to go to the Salt Lake irrigation convention, considers that if a "free junket" be the "true idea" of a delegate's duties we might furnish four hundred men for the job quite as easily as forty. Could our esteemed contemporary give us a nursery rhyme of the Clock Robin species on what Beaumont might do under similar circumstances? The Committee of Arrangements for holding an irrigation convention in San Francisco September 21st reports that Orange county, with three delegates, has not yet been heard from. Here is a chance for Captain Ed'ards to distinguish himself. After he gets back from Salt Lake, he ought to be given a chance to taper off at San Francisco. He knows as much about immigration as he does of irrigation anyhow. Never wore our streets in such positively disgraceful condition. The effect upon strangers of the large patches of sunflowers is enough to drive them away. Our City Fathers should recover from their seeming demoralization and at least have the weeds chopped down. It may be this is the best way out of the difficulty and likely is the only way. But it seems that the people are being compelled to pay a heavy fee for a very small job and then take their chances of selling the securities afterward. This matter is of importance to every irrigation district in the State and it is undoubtedly a mistaken business policy for Anaheim, or any other district which can give such substantial backing to its bonds, to practically bribe adventitious authorities to pass favorably upon securities which must if legal, soon become marketable wherever stocks are in demand. Cleann the Streets! The Anaheim correspondent of the Los Angeles Express writes very truthfully as follows: The one thing which strikes the attention of visitors to our part of the State most unfavorably is the unsightly condition of many of our streets and roads; and all criticisms upon this point are well deserved. Many of our highways that, with little work and attention, would be things of beauty, are allowed by neglect to present a shameful appearance. No town or city in this part of the State is excepted in these remarks. An ordinance should be passed and strictly enforced by every incorporated city and by the Supervisors of every county, compelling the cleaning and keeping clean of all public streets and sidewalks. Residents who take pride in the appearance of their property do such work freely and gladly; others should be made to do it by law. In the case of non-residents, the City Council or the Board of Supervisors could have the work done and assess the cost to the owner in the same manner as other improvements. More attractive to strangers than fine buildings, more important than nice parks and gardens, a better advertisement than flaming posters and gandy circulars, are clean, well-kitted highways of travel. "Me Too!" Here, But We've Got These Fellews Down in the Book! Santa Ana Herald. The Standard and the Press are making considerable complaint about political peril of officials whom they helped to elect. The Herald may say "me too," as some of those for whom it worked the hardest have never since given it a dollar's worth of work, but the Herald can stand it if they can. As Sepulveda Would Say, Nossir! Santa Ana Blade. Say, neighbor, did you serve in the Confederate army, and are you opposing Colonel (net Captain, please.) Edwards from pure political causeness? Now, do not deny the soft impeachment! The irrigation convention was called to order at Salt Lake City on Tuesday. Governor Thomas of Utah welcomed the delegates in a lengthy speech. C.C. While our assessment roll was raised by the State Board of Equalization by some $875,000, our taxes will be but slightly increased if at all, owing to the large raise in the other counties. San Francisco's raise of nearly $100,000,000 will ease matters in the interior counties, and even if she ignores the raise and takes the matter into the courts, she will find that she must pay her share of the taxes just the same as the other counties. A curious thing about the horizontal raise is that the taxes of the Southern Pacific Railroad are lowered some $12,000 thereby. This curious coming about was caused by the raise being made in counties where the railroad has little if any property. The enormous raise in San Francisco is responsible for it in great part. REPLYING to a query from General Enoch, Congressman-elect from Ohio, as to why, there was not a uniformity in answers to his calls for the status of pension claims, Commissioner Raum has written General Enoch a lengthy letter pertaining to the settlement of claims in the pension bureau. In his letter Commissioner Raum states he is doing all he can to secure the prompt adjudication of all claims. On the first of July there were 523,787 claimants who had never been pensioned, and 395,689 claims for increase, making a total of 919,476 pending claims. The bureau is doing its best, but it is practically impossible to bring all these cases to immediate settlement. New claims are to a great extent given precedence over claims for increase. In addition to the letters of inquiry, etc., from members, the office last year received over 1,270,166 communication from claimants, their friends and attorneys, inquiring regarding their claims.
