Our highly esteemed contemporary, the Santa Ana Blade, which gets the rattles every time anything about the twilight patient is mentioned, and whose championship of Wall, Jones & Bishop clearly entitles it to a generous share of the fat in the skillet, at the time of the final reckoning, vouchsafes the following information about what it thinks of us, together with what the patentees are doing this warm weather:
The Anaxikim Gazette is still fighting Mosura, Wall, Jones & Bishop's patent process for annihilating the scale-bug, imagining, we suppose that it is doing them a great injury. Those gentlemen are resting perfectly easy, knowing their rights.
This, we submit, is the unkindest out of all. As if the truth-were calculated to do an injury to any one who had come hastily by his possessions. That is the richest yet, excepting the misstatement that we are fighting the process to annihilate the scale. We are doing nothing of the kind, but we object to the scheme of paying Wall, Jones and Bishop $10,000 for a patent taken out to prohibit the people from fumigating. That is what we object to—and object to strenuously. That the Blade should favor this scheme to rob the people is strange—very strange indeed, Wall, Jones and Bishop have no right to the patent, the process is unpatentable and the whole thing is so surcharged with fraud that the patentess must be frosty-blooded indeed to be resting perfectly easy under it these warm days. That the Blade should also appear to be "resting perfectly easy" is only to be accounted for by its evident proximity to the aforesaid very mildly referred to substance in the skillet.
We confess to having unconsciously misrepresented Director Strain of the water company in the matter of the overplus of water he has been receiving from the company's ditches during the dry spell. Last week we said he had been delivered thirty-eight and one-half hours more of water than he was four feet. The water reared terrifically as it came down the canyon. The streets present the appearance of a volcanic eruption. The damage will reach $10,000. The water receded in three hours, but indications are that another flood will come, and people are ready to flee to the bills at a minute's notice.
We have sent out a number of bills for delinquent subscriptions, which we trust will meet with a prompt response. Nothing personal is intended, but we need the money. Every subscriber knowing himself to be in arrears will confer a favor by remitting the amount of his bill.
If the Editorial Association's trip to Flagstaff is to be abandoned after all, as now seems probable, let the editors go to Coronado for a change. The Executive Committee should never have thought of going to Arizona these warm days, anyhow—the protoplasmic sardines. Some editors are prejudiced against going to Coronado because they had so much trouble lighting the electric burners with matches on the occasion of the other visit, but they shouldn't hold the hotel accountable for what they didn't know about civilization. All hands and the oak—and Soip Craig—to Coronado.
PROP. RILEY's article on the twilight patient, printed on the first page this morning, throws some light on the fraudulent affair. The patent is nothing more or less than a deliberate steal, and no man with a particle of decency about him would favor paying Wall, Jones & Bishop $10,000 for it. The Horticultural Commissioners, at their meeting in Los Angeles to-morrow, to consider this patent, should weigh Prof. Riley's words well. The patent is a fraud. We should combine to knock it out.
Irrigation Bonds.
A committee of the Chamber of Commerce of San Francisco, to whom had been referred the question of the value and validity of district irrigation bonds issued under the irrigation laws of the State, report as follows:
"Your committee is fully satisfied and convinced that with the proper and customary examination by the investor or party representing him of the prior compliance with all the conditions required by law, and also of the character of the land which it is proposed six feet high. This certainly prouds doubt that gypsum will redeem if it is only applied."
The Potato Market.

The so-called glut in the pot has received a good deal of attention the past week, and it has been said that choice potatoes were not for but a few cents a sock or no spice the alleged over-supply, to pay roundly for this staple food. Choice potatoes are rare Western Addition at $1 30 for about 60 pounds. It is true that eradication of half decayed undesirable potatoes in the main is fine article good prices must.

We confess to having unconsciously misrepresented Director Strain of the water company in the matter of the overplus of water he has been receiving from the company's ditches during the dry spell. Last week we said he had been delivered thirty-eight and one-half hours more of water than he was entitled to. We make haste to say that we have no designs against the gentleman or his property—we do not care to drown him out or subject his place to a flood. We should have said that, instead of thirty-sight and one-half hours of overplus water, Mr. Strain had received five and one-half hours of water more than his stock is entitled to—which is of course just that much more than he should have been given. Mr. Strain is only human and altogether bad enough without our painting him beyond the limits of his deserves. We make haste to assure him that we are cognizant of our mistake, take this means to rectify it and hope that his place hasn't been entirely swept away by the flood, or that his over-irrigated trees may not suffer with gum disease.
A delegation of Eastern sugar men will arrive in this State about the middle of next month on a visit to the Chino sugar factory. Already the enterprising San Diego people have tendered them accommodations at the Coronado Hotel and will show them over their back country. It would be a splendid thing if we could show these Easterners what we can do in beet raising. As they are desirous of seeing the country, we suggest that an invitation be tendered them to stop over here for a day, and that their attention be called to our advantages.
The Christian Union thinks that self repression is the special danger of sensitive and refined natures. This can scarcely be called a danger, but rather a virtue. Of course if it degenerates into unreasonable silence and timidity, it is a fault. For there should be enough of self-assertion in every nature to secure to it all its rights. But sensitive people, as a rule, are most jealous of all their rights and are as apt to speak out as are the heavier, plegmatic and less sensitive. If, as the Union says, one finds himself tending to silence and repression, it is his duty to labor to overcome the tendency. It is a relief and an aid to talk to friends of matters that closely concern or are personal to one, and the true friend listens with patience and pours in the balm of counsel and the oil of sympathy.
The extraordinary precaution taken in England by the police to prevent assault upon the German Emperor while in country have not been paralleled at any words well. The patent is a fraud. We should combine to knock it out.

A committee of the Chamber of Commerce of San Francisco, to whom had been referred the question of the value and validity of district irrigation bonds issued under the irrigation laws of the State, report as follows:
"Your committee is fully satisfied and convinced that with the proper and customary examination by the investor or party representing him of the prior compliance with all the conditions required by law, and also of the character of the land which it is proposed to bond and the supply of water available, irrigation bonds issued under the Wright law are as good security and as safe an investment as any bonds issued under the statute. With this decision as a good conclusion, we respectfully recommend the adoption of the honorable board of trustees of the following:
"Resolved, That the trustees of the Chamber of Commerce of San Francisco, after careful investigation of the conditions connected therewith, are of the opinion that bonds issued by the irrigation districts in the State of California under the Wright irrigation law, are a safe investment and an excellent security to investors, providing the two following conditions precedent are complied with: First, a careful investigation as to the compliance with the requirements of the law prior to the issue of said bonds; second, an examination of the character of the lanes on which it is proposed to issue said bonds and the facility for obtaining water supply.
With these qualifications, which should control all investments with real estate security, we can confidently recommend these bonds to capitalists as worthy of their confidence, both principal and interest being as secure as any investment can be made by legal enactment and intrinsic merit."
Upon reading of the report by the secretary of the chamber it was unanimously adopted.
The Chamber of Commerce took its time in looking into and scrutinizing the subject of irrigation bonds, and the uniquified opinion which it now expresses derives additional value from that fact. The restrictions which it puts upon investment in bonds are only such as any prudent man prescribes for himself before making an investment of any kind.
Inquiry as to a compliance with the existing law and a careful examination of the character of the security offered are or should be the first steps in every transaction where money is to change hands. One who lends money on mortgages satisfies himself of the mortgage's title and of the value of the land before he concludes the transaction, and that is exactly what the Chamber of Commerce recommends in the case of investment in irrigation bonds.
California must not become impatient if capitalists elsewhere do not jump at the opportunity of investment offered them. We must recollect that irrigation under the present system is a new thing; that the East has a very imperfect idea of irrigation at beat, and that capital is timid about getting out of the beaten track. All that is necessary is to go right on with the work, and the merits of the system must win public confidence. When that is once established the bonds of the solid districts will be sought as eagerly as Government or State securities.

It appears that every person suspected of radical socialism or anarchist tendencies was shadowed day and night. Men in disguise watched every bridge over which the royal party passed; when the Emperor rode by rail every rod of track was under watch and guard, and every tunnel searched before and after the passage of the train, as were all road crossings. The station-masters were given special instructions, and the force of guards on the train was doubled. Wherever the royal party went it was surrounded by a cordon of mounted and foot soldiery, and the houses it occupied were guarded from garrat to cellar. When the Emperor slept and when he ate guards were almost at elbow touch. If monarchs are in such dangers as all this precautionary activity manifests when they visit so free and peaceful land as England, what must be their surroundings at home? What is there in Europes monarchial systems to indicate their permanency if they are subject to such perils as the English proclamations confess?
The town of Austin, Nevada, was visited by a cloudburst on Tuesday, and great damage was done. Clouds overhung the mountain tops for several days, and shortly after 2 o'clock Tuesday afternoon the steam whistles gave the people warning. In three minutes the moving waters from the summit of the mountain had reached the town, coming wave over wave, carrying everything before them, including boulders weighing a ton. The City Railway was torn from its bad, awnings were torn down and water mains were uprooted from three feet under ground. The majority of business houses are filled with mud to a depth of three or

The old corvette Brooklyn was burnt for the old metal in her on Massachusetts Bay the other day. Next to Farragut's flagship Hartford, now at Mare Island, the Brooklyn was the most famous of the fleet which forced the defenses of New Orleans and Mobile and did so much service on the Lower Mississippi and the Gulf. She balked only once, for a moment. Passing the Mobile forts a monitor was blown up by a torpedo. The Brooklyn cheeked her way and reported "torpedoes" to Farragut, who was next in line with the Hartford. "Blank the torpedoes!" Go ahead!" answered the Admiral—and she went. The Brooklyn and her sister ships, when built in the early fifties, were in advance of European naval ideas. Our new ships are beginning to assume a corresponding position.
Henry M. Stanley, the famous traveler, and his wife, formerly Miss Dorothea Tenant, have separated. He left London about a fortnight ago, and after going to Paris he went to Switzerland. He proposes to extend his trip to Australia, where he will remain several months.
As it has been already announced that his wife would not accompany him, but would stay in London, it is probable they desire to attract as little attention as possible to their separation. The cause of this is said to be due to the positive nature of both husband and wife, which, owing to the many years they lived alone, renders it difficult for them to conform to the peculiar views of each other.
