ISSUE EVERY THURSDAY Henry Muchel, Charles Muchel, Editors and Producers THURSDAY APRIL 24, 1869 As esteemed contemporary at Santa Ana, which for some time past has been itching to make the acquaintance of prospective candidates for county offices this week trots out two candidates for Sheriff. Both have the distinction to reside in Anaheim. Each announcement is made, in all probability, without solicitation. As politics go in this age and generation, the naming of two candidates for this important office from one locality does not anger well for either, so far as success in the convention or at the polls is concerned. That either of them will be a candidate for the office is as yet a contingency sufficiently remote to make it appear in exceedingly bad taste for a professedly Republican newspaper to overlook the fact that Sheriff Harris has also announced himself as a candidate for re-election. Sheriff Harris' incumbency of his office has been alike creditable to himself and satisfactory to the people. To a majority of the people of this county his administration has not been such that it is necessary to cast about at this early day for candidates to take his place. Time was, and recently too, that our contemporary was full-time in its flattery of the Sheriff. What has changed the spirit of its dream we do not pretend to say. We believe, however, that if party nominations are to be made, efficient Republicans who now fill their offices acceptably ought to be renominated. Is this studious ignoring of Sheriff Harris claims due to the fact that the advertising of his office is distributed around among the newspapers of the county, instead of being crammed down the throat of a paper that late suffered with an oppressive consumptive rattle in its gallery? Our esteemed contemporary will observe the fact that its support will turn to dead sea apples when personal considerations are set up as the platform of the party. We say nothing against either of the candidates. But let us have an open and fair night. If candidates are to be announced, let no one be debarred because he has the adoption of his joint resolution requesting the President to negotiate with Mexico for the promotion of commercial and friendly relations and adjustment of boundary. He described the unsettled state of affairs in the free zone, pointed out the necessity for speedy adjustment of the boundary question, and referred to the increasing number of illegal entries of Chinese across the border. All these might be satisfactorily settled, he said, by negotiations with the Mexican government through the medium of a commission, to be appointed by the President. This commission could also ascertain and constrain the meaning of existing treaties and make necessary provision for reforming them. As to the Census. Editor GAZETTE — Regarding the coming census, I wish to ask, if that astonishing programme of questions (which the New York Sea declares to be unconstitutional) has been originated in the Republican Congress or the Harrison Administration. No government on earth, not even a nigger king in Africa, would dare to subject the people to such an inquisition. It is to be hoped that no one in this district will be found to be so utterly devoid of shams as to go about the county and ask the women how old they are, what sails them, how often divorced; and men and women, whether they are same or demented, crippled or paupers, if solvent or bankrupt. Anaheim, April 22:1 [Who the party responsible for the "as-nounishing programme" may be, is a question which we cannot answer at present. To be sure, some of the census questions are altogether unnecessary, not to say absurd, and it rests wholly with the individual whether an answer be given to them or not.—Ed.] Go Away from Home to Hear the News Santa Ana Free Press There is a rumor current to the effect that Col Mitchell of Anaheim is to be a candidate for the nomination for Sheriff of this county. Col Mitchell shall old timer in Orange county and his Republicanism is unquestioned. He would make a strong race of nominated. Another Candidate FOR SHERIF. Many of Fred C. Smythe's Anaheim and Santa Ana friends, it is reported, will endeavor to persuade him to make a race for the Republican nomination for Sheriff of Orange county. Fred has made a good Assessor and has the office in such shape that he could turn it over to his successor in perfect condition. He has a good record as a peace officer, made when this territory was the advertising of his office is distributed around among the newspapers of the county, instead of being crammed down the throat of a paper that late suffered with an oppose consumptive rattle in its gale. Judge Towner leavens in the case of the petition of our irrigation district to peace bonds come at last, and parties the hopes of our people, entertained as they have been for the past two years. That our irrigation district would be fought, step by step, by parties who oppose progress and the development of the country, was well settled in the minds of our irrigators even before the first petition for the formation of the district was presented to the Los Angeles Superior Court, over two years ago. But that the final outcome of the contest would be in favor of the district was also as well settled as that the day succeeds the night. In Judge Towner's court the district entered the most difficult stags of the legal fight against its existence. Here the minutest error or oversight on the part of the organizers of the district would have thrown the whole affair back for many months, with no satisfaction as to the date of an ultimate successful hearing. One of the items considered was course the printing of the district's advertisements, an extremely delicate and laborious job. That everything was found to be correct is exceedingly flattering to ourselves. No district in the State had been so accurately bounded, and the displacement of a single figure in the boundaries might work the most harmful of results. Notwithstanding that great care and watchfulness had been used in the preparation of this work, there was the other contingency that the opposition lawyers would have an especial eye to pick it to pieces. Now that all is found to be satisfactory, the result is, as we say, very flattering to ourselves. The petition thus favorably passed upon contemplates the usance of so much of the $600,000 bond issue as shall be necessary to complete our system of irrigation. It has been known for a long time past that the bonds can be sold, nearly at par, just as soon as they may be placed upon the market. There will soon be an era of development in irrigation works here that will lend a complete transformation scene to the valley. Of course the Yorbas may appeal the case to the Supreme Court. In conversation with Judge Towner last Saturday, however, he informed us that, judging from information in his possession, it is entirely probable that no appeal will be taken from his decision. The Republicans of this county might do worse than give Mr. Smythe the nomination. "ALL ARE WELL KNOWS," EIC. Hon. Richard Melrose is spoken of as a candidate for the Republican nomination for County Superintendent of Public Instruction and his friends think he will make a strong race for the place on the ticket. The incumbent of the office, Professor Greeley, it is presumed, will also enter the list for a renomination and Professor Keran is also spoken of in relation to that office. As all are well known and quite popular gentlemen the contest will be an exciting one from the start and the county will be sure to get a reliable and competent officer. MR. KNOWLTON CALLS. O.V. Knowlton of Anaheim was in the city today on business connected with his trade, and during the day he made a pleasant call on the Free Press. Mr. Knowlton is taking a great interest in the replanting of vines in that section of the county, and he states that upon examination of the vineyard of Muscat grapes set out by Mrs. Collins of Anaheim last spring, they are found to be thriving as well as if there had never been any vine disease in the county. Those planted this season are also looking well at present, but to those planted last year the vineyardists are looking as a fair test. Waterman Out of the Race. A dispatch from Sacramento, dated last Monday, contains the following information: Concerning the rumor that Governor Waterman had decided to withdraw from the gubernatorial contest, Secretary Boruck said today: "It is a fact that Governor Waterman is not a candidate for re-election, and will not be. He has had the subject under consideration for at least two months, and has been ready at any time during that period to make the announcement." Secretary Boruck said business considerations prompted the Governor to retire from the canvass, as his private and business interests had suffered materially since he had been in the Governor's office. "Is he in favor of any particular candidate for Governor?" was asked. "No, emphatically no," was the reply. "Will the Governor return to San Bernardino at the close of his term?" As to that, I cannot say. The Governor has long had a desire to establish a banking institution in San Francisco, with a capital of $1,000,000, and I am under the impression that he will turn his attention to that." Ex-Judge R.B.Carpenter of Los Angeles, who is now in San Francisco, in response to a question as to what he thought of the announcement that Governor Waterman had declined to permit his name to go before the election to proposition nothing to move with Company or Pamela. Is reference to the candidacy of Mr. Melrose for the office of Superintendent of Public Instruction of this county, as announced by the Santa Ana Free Press, that gentleman informs us that the report is premature—in fact, absurd. His qualifications for the office, he further informs us, are on a par with his qualifications to be a Professor of Volapuk or of astronomy, consequently our contemporary has been misinformed, that is all. A report comes from Sacramento that Waterman has decided not to be a candidate for re-election to the Governorship. Congressman Markham of Pasadena is undoubtedly the "coming man" for the place. It has been apparent for many weeks that the Markham rose is indigenous to the political atmosphere of California, and it has been blossoming out until its fragrance permeates the length and breadth of the Republican party in this State. One report has it that Waterman has sunk $150,000 in a Los Angeles newspaper, but no one can vouch for the truthfulness of the statement. Running for Governor is an expensive luxury. It is hinted that the Governor is desirous of going to the United States Senate and has resigned from the Gubernatorial race in order to enter the fight for the Senatorship. Representative Vandeverd of California appeared before the House Committee on Foreign Affairs Monday morning to advocate As he in favor of any particular candidate for Governor? was asked. No, emphatically no," was the reply. Will the Governor return to San Bernardino at the close of his term? As to that, I cannot say. The Governor has long had a desire to establish a banking institution in San Francisco, with a capital of $1,000,000, and I am under the impression that he will turn his attention to that." Ex-Judge R. B. Carpenter of Los Angeles, who is now in San Francisco, in response to a question as to what he thought of the announcement that Governor Waterman had declined to permit his name to go before the convention, said: "It is definite and certain that Governor Waterman is out of the race, and such being the case, it makes the nomination of Colonel H. H. Markham for Governor a certainty, for while there are other gentlemen in California who have been named by their friends favorably for that office, it is conceded that Southern California is entitled to the candidate if the party there can unite on one man. The withdrawal of Governor Waterman accomplishes that result, and the trend of public opinion is so shown throughout the State toward Markham, that it is impossible that either of the gentlemen named will make such headway against him, and the entry of a dark horse will be impossible. Markham will grow every day from now until the date of the election. He has never been an office-seeker. He was a brave soldier in the war, a good citizen in peace and is a man of ability and affairs and of high personal character and social standing. He is possessed of a good address and common sense, and will make a strong candidate, and one of the best Governors the State has ever had." Colonel Markham, in an interview at San Francisco last week, talked as follows of his candidacy: "I make no secret of the fact that I would be pleased to accept the nomination for Governor at the next convention, provided my friends and the members of the Republican party throughout the State generally are satisfied that the ticket will win with my name at the head of it. If the certificate of election to every State chair in the Union were put on that table and I were invited to take my choice, I would unhesitatingly select one that would make me the Chief Executive of California. While I fully appreciate the great honor such a position would confer, I would not stand in the way of any other man whom the leaders of my party might conclude combined more elements of political strength." In order to be on the safe side the owners of the Bear Valley reservoir, in San Bernardino county, have drawn off the water that it stands only forty feet deep at the dam. Every vineyard in Talara and Pruno counties that is not protected by wire fencing is suffering from the ravages of rabbits. They eat the tender shoots off the moment they put in an appearance. There are to be elected this year six members of Congress, a Chief Justice and three Associate Justices, a Governor and a full set of State officers in California, twenty Senators from the even districts, a fall Assembly, Superior Judge and all the county officers, including Amador and Superintendent of Schools. The culminating content will be over the United States Senatorship in the Legislature, which will assemble on the first Monday in January. The Republicans have fourteenth out of the twenty holdover Senators. Senator McComas holds over. Near a colored baptizing, given in Buck creek, near Springfield, Ohio, on Sunday afternoon, part of a bridge, loaded down with spectators, collapsed. Four persons were injured fatally, and over fifty more received severe injuries. There were about six hundred people on the bridge, which had been condemned and afterwards repaired, and which spane a mill-race in addition to crossing the creek. It was one of the foot bridges on the race part that gave way. Screama, yella, shrieks and groans were commingled. Last week the Escondido Irrigation District voted on the insurance of bonds to the extent of $250,000. The voting of these bonds was simply the ratification of a proposition for the district to take water from the Pamo Water Company. Just before the election the Pamo Company withdraw their proposition and the people, of course, had nothing to do but defeat their bonds, which they did by a vote of 162 to 14. The next move will be an offer from the San Luis Rey Company and probably another offer from the Pamo Company. The Senate Immigration Committee went down New York bay on Monday and surprised the Captain of the incoming steamer Pietavia by visiting the steamer before she reached the dock. They compelled the Captain to show them the sternage. There were 589 Italian immigrants aboard. Members of the committee say that such stench and filth were terrible. The number is rapidly increasing. The fortunes of a hundred or two of the richest men in the country are but as a mere aggregate among the marriage banks or otherwise in the hands of the industrial clauses of the country. It is not slipping out of their hands, but is increasing every year. Amethyst Eastern Water Company. The Board of Directors of the A. U. W. Co. met at the office of the irrigation district on Saturday last. Present, Mamra, Scharen, Korn, Kroeger, Crowther, Porter and Gardiner; absent, McDermont. The Secretary and Superintendent made their semi-monthly reports, which were accepted and ordered filed. The motion made by Mr. Crowther at the last regular meeting—that Engineer Kellogg be instructed to draft a map of the obstructions placed in both canals of this company by the Southern California Railroad, at the various crossings of mid canals, and that the same be sent to Engineer Perria accompanied by an emphatic letter from the Secretary to have the obstructions removed by the railroad—not having been complied with on the part of the engineer of the company, he further moved that the name be completed within a few days, and his previous motion be complied with to the letter Carried. Concerning the above resolution, it is in order to say that Mr. Kellogg is now making preparations to comply with the lease. Under instructions from the Committee on Branch Ditches, Mr. Porter moved that the shite of the line of ditch to R. J. Northam's property be made into the barrance Carried. Bills were audited, approved and ordered paid, and the meeting adjourned. The bullion redemption features of the Window bill are also attacked, the Senator declaring its object is to make gold the sole standard of money. What the advocates of silver want, the Senator concludes, is a constant and regular supply of money to meet the legitimate demands of the country, and they do not want to place it in the power of the bankers or treasury officials to expand or contract the currency to meet the demands of the speculators in property of money. The fallacy is clearly shown by the immense deposits which have been made in the savings banks of the country within the past few years. Thus, on the 1st of January, 1890, the deposits held in the savings banks of New York amounted to $550,000,000. These deposits had been increasing at the rate of $23,000,000 a year. It is shown that not only in New York, but in many of the other States the ratio of deposits in savings banks had exceeded the ratio of gains in population. Of course, not every depositor in such institutions is a wage-worker; but the great majority are. Thus in the New York institutes the average account is $387 10, and the number of depositors is set down at 1,420,997. The savings banks of the country are nearly everywhere increasing their deposits. The wage-workers are increasing their wealth. Admitting that there is a strong tendency toward the accumulation of immense capital in the hands of a few men, there is another class of facts which takes away a great deal of this significance. All these tendencies are balanced by the vast aggregate accumulations of workingmen in the savings banks of the country. The individual wealth is not alone represented there. It is found in the rapid gain of homesteads, both in town and country. The wage-workers are constantly drawing out large aggregate names for city lots, the erection of houses and the purchase of small farms in the country. If it is true that rich are growing richer, it is not true that the poor are continually growing poorer. For the most part, the industrious poor are continually bettering their condition. That is the case which has the largest representation in the savings banks. It amounts to only a few hundred dollars for each person, but the tendency is constantly upward. The man who gather wealth by speculative ventures are only a handful as compared with the millions who are gathering it by the slow process of toll. The record of the savings bank shows that the wealth of the country is not in the hands of a few men, and the facts do not warrant the influence that is going there for the purpose.
