The Weekly Gazette. ISSUED EVERY THURSDAY. Henry Knox, Charles Knox, Kerrons are Procurers. THURSDAY. FEBRUARY 12, 1800. It is quite impossible that our esteemed contemporary, the Los Angeles Times, whose disclosures on the states of county division finances have created such a stir in this county during the week, may have been incorrectly informed in the premises. It is likely, also, that the statement furnished by Commissioner Knox and printed in our columns this morning may be otherwise than satisfactory to our Commissioners, and that a re-inventory of county property, more in keeping with a decent regard for the feelings of the taxpayers of Orange county, may considerably lower the amount of our obligation to Los Angeles; if, indeed, a total wiping out of the indebtedness be not altogether impossible—not to speak of the possibility of bringing the Imperial county out in our debt. However, if the amount of our liability to Los Angeles is to be $60,000 or $70,000, it will, as our contemporary truthfully observes, be a matter of some surprise to a large number of people hereaway. We await an answer from our friends, the pro-division statesmen at Santa Ana. In the pamphlet, by the way, giving reasons for county division, circulated by our Santa Ana friends in May last, the people were assured that change county would receive no less than $444 from Los Angeles in the event of division. At that time the Times urged the amount owing the proposed county at between $75,000 and $100,000, which by the terms of the Orange county bill, it said, Los Angeles would be compelled to pay in cash. Continuing, it said: "So large a sum cannot be taken out of the current funds, and the result is that the county will be obliged to borrow to pay the debt to the new county." In the pamphlet, "Reason against Division," on the other hand, the statement is made that the debt to the old county would be $60,000 in the event of division. Both these estimates were made, presumably after careful and minute investigation. Yet the discrepancy amounts to simmers Knox and Johnson. The Orange county representatives come up so often as they think their presence is required, and are here to attend the regular weekly meetings. Capt. Knox exhibited the pay roll for January, which amounts to $573, and a bill for stationary accounting to $93 40. The commissioners draw $5 a day for actual service, and during January, Commissioners Knox and Johnson put in 23 days each. The Orange county commissioners, Richard Kraus and James McFadden, draw $5 per day and express whenever they come up on official business. While the statement is not given as official, the following may be taken as about the way in which the accounts between the two sessions will stand: Total assets total value Cash in January March 11, 1800 less interest and sinking fund Bridge $750,000 The proportion of these assets allocated to Orange county, on the basis of the assessment of 1898, is about one to ten, which would make Orange county's share $79,000. The joint indebtedness is figured as follows: Bonds and interest Loss cash in interest and sinking fund Remainder Orange county's one tenth of this is $66.00. The charges against Orange county will be: One tenth of debt Bridge $8,000 Real estate in Orange county $4,000 Proportion of cost of running the two counties, March 11, 1899 to Aug. 1, 1899 (about) $20,000 Tax From which deduct Orange county's share of amounts $840,000 These figures are of course only approximate, and are given in round numbers. The probabilities are that Orange county will come out in Los Angeles county's debt from sixty to seventy thousand dollars. This will be a surprise to some of the people. A considerable part of the commission's work is concerning an exact basis of division according to the assessment rolls of 1898. Each item of assessment has to be reviewed carefully, and, in some cases, when the division line has been run through properties, a part is set off to Los Angeles and a part to Orange county. For this purpose accurate maps have to be made of the country contiguous to the dividing line. Two errors in the assessment books have been discovered, which change the footings about $160,000. When the work of adjusting the assessments is completed and written up in books provided for the purpose, the matter of division will be speedily settled. The Editorial Association is in session at San Bernardino. The members are having a great time taking in the sights and drinking salads reminiscent in the morning. In this issue will be found a communication from a non resident property owner in the Anaheim Irrigation District, in which a question is raised as to the legality of property on which the defendant taxes have not been paid, belonging to non-residents who have not been notified of the time of its delinquency. Our defendant has evidently overlooked the advertisement of November 14th last, calling attention to the taxes referred to, and warning all that the same penalty would be deferred December 31st, when a penalty of two percent would be added. Nevertheless, his pledge is well taken, it would appear, in reference to the desirability of notifying non-residents by mail of their tax liability. This was thought of by the Collector at the time, but the spirit of the law having been complied with by advertising, no mail communication was reported to. The resignation of Director Ryan from the Board of Directors of the Anaheim Irrigation District is to be deplored. Mr. Ryan is known of excellent qualities, and his labor must well be spared at this juncture. He teachers his resignation because the Directors refuse to commit themselves to policy of advancement. There has been a plenty of backing in the seasons of the board, which the people have it in their power to act at rest in April by the election of a board of conservatives thinkers to carry on the work of the district. Mr. Ryan's resignation should not be accepted, and the board may profitably place themselves in line with his policy. Captain E. B. Spiekman of A Company, San Diego, was elected Colonel of the new Ninth regiment at the election in Los Angeles last Saturday. Captain George L. Bryant of E Company, San Bernardino, was elected Lieutenant-Colonel, and Captain C. S. McKalvey of F Company, Santa Ana, was elected Major. Colonel Spiekman tendered the officers of the new regiment and others a banquet in the evening. San Diego has been based upon as the regimental headquarter. The Seventh regiment, to which the Anaheim company is attached, and the Ninth comprise the First brigade, with headquarters at Los Angeles, under command of Brigadier General Johnson.
