The financial condition of the city is printed this morning. We have $51,65 cash on hand, but the present Board of Trustees inherited an indebtedness of $2,430,63 from their predecessors. The city is now virtually out of debt. The Trustees have done exceedingly well to raise this not. While the board may possibly have been found fault with during the year, the fact remains that they have done their duty well, and received nothing for it. Let us do our hats to the honorable the Board of City Trustees—and may their tribe increase.
The visit, on Friday last, of Judge Brunson, attorney for the Southern California Railroad Company, was looked forward to with great curiosity by those of our citizens who take an interest in the matter of railroad taxation within the irrigation district. The argument of the learned jurist was distanced to by a large number of our citizens. His opening sentences, that he came animated with the kindliness of feelings, and that his company had never been delinquent in paying their taxes in California, inspired confidence in his hearers that no long drawn-out opposition to the district would be made by the company which he represented. His only objection to the district's assessment was that the levy had been made upon figures higher than those agreed upon by the State Board of Equalization. As it was clearly illegal, not to say absurd, to tax the railroad company more than the Constitution allowed, the reduction he asked for was, upon mature consideration, granted by the board. As no action in the premises could be taken at the special meeting of Friday, the whole matter went over to the meeting last Tuesday when the railroad company a check was tendered in payment of their taxes. That portion of their telegraph line located within the district is taxed at more than double the rate imposed elsewhere in Southern California, it being $75 per mile in the district and $35 elsewhere. As that matter should have been argued before the board when they sat as a Board of Equalization, however, the time for reducing the rate to comply with other assessments was past and the Directors felt that there could not be any action.

The remarkable state of the weather for weeks past at Lexington, Ky., has put all the fruit trees in bloom, with wild and cultivated plants blooming in great profusion. The fields are full of daisies in fall bloom. The thermometer is soaring in the 80s.
An artesian well was completed at Woolocket, South Dakota, last Thursday and broke loose on Saturday and threatened to float the town. A solid column of water as big as a man's body is thrown sixteen feet high from the top of the stand pipe. The engine-house is filling with quick sand and the lower parts of the town will soon be under water. No power can control the well at present. More water comes from it than runs in Jim river and the great roaring is heard for miles.
A detailed estimate of the orange crop of Southern California this season has been published, the estimates being based on reports gathered from sixty-seven principal orange growers and many orange-baying firms in this part of the State. It is estimated that the crop for Southern California amounts to 960,000 boxes, or 3,350 carloads. Of this, 550,000 boxes will come from Los Angeles county, 380,000 boxes from San Bernardino county, and 25,000 boxes from Ventura and San Diego counties.
The burning of thirty-two ponches of registered mail matter in the Union Pacific wreck is an unfortunate thing for the large number of people on the Pacific coast to whom such mail was addressed. The government is not liable for registered mail matter that may be lost or stolen. The only advantages of registration are that if the contents are stolen or lost through carelessness, the thief or negligent person can usually be detected and punished, and hence, barring accidents, registered letters and packages are generally safe. In sending money, a postal money order or a bank draft is far preferable to registration, because in case of destruction duplicates can be secured. The people of Southern California are not likely to lose much by the Union Pacific wreck, since nearly all Eastern mail for this section is brought over the southern routes.

A certain has been received at Santa Ana from the "Chief of the Section of Vegetable Pathology" at Washington in reference to the investigations into the vine disease carried on by the various Government experts sent here for that purpose. The "chief" conveys the consulting information that time is the important element in the work of investigation of which there can be no doubt, and just as soon as the Government experts find out the cause of the disease, just so soon will the people be given the information about it. This is just about what the people might have expected. Mr. Pierce, no one will attempt to deny, has worked assiduously in his endeavors to forerot out the cause of the disease, but he admits that he is, and of necessity he must be, altogether in the dark as to the probable outcome of his work. What the nature of the disease will be in the future, and what was the cause of it in the past, are alike sealed volumes to all of us, and we are forced to believe will so remain until the solution comes from our vineyardists themselves. More will come, we believe, from the experiment of Mr. Wehmeyer, who is planting out a new vineyard here, than from a dozen Government experts, even though they be as capable and thorough as Mr. Pierce. Mr. Wehmeyer believes the disease is past. He has been a close student of the nature of the vine, and is attempting to prove at his own expense that he is correct. That he may not err in his calculations is the hope of every one in the valley. We look to him and other enterprising men like him for the solution of the vexed question; not to the section of vegetable pathology at Washington.

Evergreens.
Ignorance in early days of their habits value and proper place put off the day of evergreens in this country nearly a century, and they are only just beginning to receive that intelligent consideration that they deserve. Planted in the seven by nine fenced-in front yards of former days, the very qualities that give to our larger evergreens their greatest value made them nuisances of a very pronounced type. They closed the parlor windows from light and air sight-seeing; they locked branches across the path, and were wholly out of place. After a few years of conflict, and a year or two of complete holding of the fort, they were shorn of their glory, trimmed to an unnightly, scarred and nudeous stem, a mere unmeaning blotch of green on the winter's brown landscape, and only exciting attention when the overhanging boughs shock snow down the back of some unweary visitor.
When people become familiar with best uses of evergreens, when they plant them for protection, as backgrounds and frames wherein to arrange beautiful pictures of lawn and flowers and bushes, then we will find them skirting the outer edges of grounds and developing their grandest beauty and symmetry. In pyramids of beauty they will rise from the winter's snow and their various shades of green will be noticed and admired. The single line planted merely to repel the winter's blast will gradually widen here and there into promontories and capes by the addition of new specimens, and these, as they grow, will form bays and gulfs and inlets of lawn, diversifying the outline and leading the owners to wonder how they ever contented themselves with a grass plat whose only boundary was a wooden fence, differing from the adjoining pasture merely in size, and styled a lawn through courtesy.

In mentioning the levee work of Engineer Wood last week, of course there was no disposition to behalt the work of Engineer Kellogg, done on the same spot the week before. That the work of the latter gentleman was illicitous so far as it went, there is no disposition to deny. He and his man succeeded in turning the runaway current back into the river, and thus prevented the threatening danger. The levee, however, was purely temporary, and subsequently Engineer Wood was detailed to perform further work upon it. The work of the latter gentleman, excellent as it is, should we believe, be itself supplemented by additional labor in order to do away with all possibility of danger. A complete and permanent levee should be put in for the entire distance between the two bridges. This is respectfully suggested to the Board of Supervisors as being in their province to perform. But the work already done by both engineers is as good as could have been expected in view of the limited amount of money at command. These remarks are called up by a conversation had with Mr. Kellogg, who considers a misconstruction was placed upon our article on the levee last week by several of his friends in town. This misconstruction is altogether uncalled for, we take it, but nevertheless in deference to the latter gentleman we take the first opportunity to say that no reflection was intended to be cast upon his labor by us in speaking of the recent levee work at the river.

You are hereby required to appear in an action brought against you by the above named plaintiff in the Superior Court of the county of Orange, State of California, and to answer the Complaint filed within ten days (inclusive of the day of service) after the service on you of this summum—if served within this county; or if served elsewhere, within thirty days—or judgment by default will be taken against you according to the prayer of said Complaint.
The said action is brought to obtain a decree of this Court for the foreclosure of a mortgage described in the said Complaint, and executed by the said A. W. Forbes on the 2nd day of March, A.D. 1888, to secure the payment of one promissory note of same date for $133 33, with interest at 8 per cent per annum from date until paid, Interest payable semi-annually, and if not so paid be compounded semi-annually; said note being due six months after date; that the premises conveyed by said mortgage may be sold, and the proceeds applied to the payment of said note, with interest therein provided and as above mentioned; $10 attorney's fees and costs of suit, and in case such proceeds are not sufficient to pay the sum, then to obtain an execution against said A. Notice is hereby given that at a meeting of the Board of Directors held on the 5th day of January, 1880, an amendment of sixty cents (60c.) per share was levied on the subscribed Capital Stock of the Corporation, payable at one to the Secretary at his office, Room 77, Phillip's block, No. 1, northwest corner of Spring and Franklin streets, Los Angeles, California.
All stock upon which this amendment shall remain unpaid on the 29th day of February, 1880, will be delivered and advertised for sale as public auction, and make payment in made before will be sold on Monday, the 10th day of March, 1880, to pay the delinquent amount, together with costs of advertising and expenses of sale.

To Stockholders in the Anaheim Street Our Company.
Notice is hereby given that the regular annual meeting of the Anaheim Street Our Company will be held at the office of the company secretary on January 5th, 1880, at 1:00 p.m., at Anaheim Street, Los Angeles, California.
The balance has been expended for repairing streets, bridges, hauling and other incidental expenses. The $100 mentioned in the property accounts have been expended in making two payments on the new fire engine bought by the city. Licenses of all kinds netted the city the sum of $2,063.84. For taxes the sum of $3,168.25 was paid into the City Treasury.

The city owes to Geo. Armbruster $1000.00 for engine to D. D. Hayes... 200.00 for sidewalks to S. Littlefield... 400.00
Total... $1600.00
BILLS RECEIVABLE.
The sum of $68.55 are payable to the city by various parties.
SUPPLEMENTARY STATEMENT.
Concerning the supplementary statement I would say, that of the $1,134.25 expended for the water works, 1,400 feet of new 2-inch pipe including a fireplug on Lemon street, have been laid from the corner of Los Angeles, along Chartree street to Lemon street, extending 300 feet on Lemon street, at a total cost of $215 for fitting, tools, etc., the sum of $50.56 has been expanded and the remainder for running expenses.
The road account is charged with the sum of $1534.91, of which has been expended for the grading of Broadway extension, $120; for the grading of Citron street, $20; for new street lanterns, posts, etc., $83.92; for wooden culvert, bridges, etc., $102.33; asphaltum culvert, owner of Center and Palm streets, $20; asphaltum culvert, corner of Center and West streets, $90; sidewalks, S. S. Fisherman and Mrs. Kail, $400; for tenant, $24.90; for labor to prevent overflow of the river, $200.
Total... $916.91. The remainder of the above stated amount has been expended for repairs on streets, etc.
The property account has been charged with $250, of which $230 have been paid to D. D. Hayes for balance due on fire engine and $20 for the lot on Broadway bought from Mr. L. Bale.
Bills Payable—None except the current monthly expense.
Bills Receivable—Payable in the city by county portion, $88.11.
