A WORD TO THE MILITARY
The members of B Company, San Diego, a crack company of the seventh regiment, are at loggerheads with their Captain and at courtmartial will be probably brought against him to oust him from the company. This evening, we understand, there is also a Court of Inquiry to sit in investigation of the books and accounts of B Company, the investigation having been called by the Captain to right certain rumors that have been charged against him by members of his company. What has come over the National Guard, anyway? When Gunn was B Company's commander, there was no getting around the fact that the company was one of the best in the State. In an evil hour Nerney was elected, and from that time B Company's fortunes have been rather on the downward grade.
At the recent Encampment at Pacific Beach there was much complaint against the action of several officers who left their private soldiers to "trustle", while they lived on the fat of the land. Although the military is fashioned after the army in many respects, it is absurd to suppose that private, simply because of their rank, are not entitled to consideration and respect at the hands of their commanding officers, when looking for information or seeking to right a wrong; when doing as much among regulars would bring the private a kick and a curse. A private in this military stands upon equal footing with his Captain, and may be sometimes intellectually his superior many times over. Hardly so in the army. The militia captain should, moreover, court the last inquiry into its accounts by members of his company. When he represents the business to have been properly managed, and in the same breath denies access to the books of the company, he lay himself open to that successful contradiction which will land him in short order exactly where Capone once stood.
Each of our rechardists should be suppressed with a spraying pump, which may be used whenever the necessity should arise. It is a single tree in one's orchard should show the least sign of the pest the apparatus should be brought out and the tree sprayed. Even though the tree be not infested with bugs, spraying is considered by many, and certainly not without valid reason, to be decidedly beneficial in its nature, imparting always strength, cleanliness and vigor to the tree. That is an excellent idea which our Phi-centra correspondent suggests, that Los Angeles, San Bernardino, San Diego, Orange and the other counties of the Southern citrus belt appropriate a sufficient sum to send Prof. Coquillette to explore the islands of Polynesia and Micronesia, in the South Pacific, and the islands that dot the China seas, in search of a parasite to destroy the red scale. There is no doubt that the parasite can be found. To our mind, in Micronesia, embracing the Caroline, Marshall, Pelow, Gilbert and other groups, where citrus culture has flourished for ages, will the parasite be found. It should be a voyage of absorbing interest, this pilgrimage of Prof. Coquillette's in the distant southern seas in search of the microscopically that scientists have reason to believe exists in that portion of the world. And it is one tremendous import to our people. Possibly the Government may in time undertake the matter of finding the parasite, but our orange growers should be given protection against, and local appropriations are necessary to bring that about. The time is ripe for the supervisors of the southern counties to act in the matter.
