VOTE FOR THE HONDS
From facts gathered in conversation with our citizens we are satisfied the water bonds will carry, notwithstanding the opposition to their issue which it may apologize would come from certain quarters. Our people appreciate the fact that, to vote against the bonds after the countless agitation to get our irrigation district even under a slight headway, would be an act of unspeakable delay, it not of crime. We harrassed the Board of Supervisors to death for any year with petitions praying for the formation of the district. We voted the district down once because its bond laries had been tampered with. Each unsuccessful attempt of our people to pass the district through the Supervisors was regarded by all as little short of disaster. When finally the district was formed and approved by the voters great good to the valley was confidently predicted alike by our people and those who visited us. The next step of importance was the bond issue. The amount was fixed at $900,000 by the Directors of the district in reference to the wishes of a meeting of irrigators held here three weeks ago, when that amount was unanimously agreed upon.
We are informed that a few statesmen are opposing the bonds because they consider the amount too high. That all of our readers may understand the question, we say again that the bond issue, be it large or small, is not so in the last year that the entire amount will not be sold at once, but in small parcels as the money may be needed. If the expense of the district require, say four hundred thousand dollars, the two hundred thousand remaining will be untouched. Just as the expenses of the district are, so will the tax levy be. The bond issue represents simply the limit to which the Directors may go in their expenditure, and the amount is always placed at an outside figure. Several citizens

NEWS IN BRIEF.
Dynamite exploded in a cartridge factory at Antwerp, Belgium on Friday killing 390 people and wounding 1,000 others. The factory had been condemned some time ago, but work continued until the loss will be several months of dollars.
The steamer Amon, long a well-known vessel among travelers, was wrecked in a gale at Nahua bay, Alaska, on the morning of August 26th. The vessel was broken in the middle and is a total loss. She was valued at $100,000. The passengers and crew were saved.
Sylvestre Morales, the noted outlaw, was captured last Friday afternoon at the head of Alanotes Bay, five miles from Long Beach. Keno Wilson, Constable of Occamada, John McGaryin and Manuel Cassala had for several days been watching for Morales near Old Alamitos ranch, where the outlaw's sister lives and where it was thought he was being sheltered. On several occasions they saw a woman carrying a basket supposed to contain food. About 4 o'clock on Friday afternoon they saw a man come out of the brush near the head of the bay and approaching the water stooped down to wash his hands. Immediately the men recognized him as Morales the outlaw and besieged their Winchester at him and ordered him to throw up his hands. Morales raised one hand slowly, when Wilson shouted for him to hold up both and both the outlaw's hands went up. The men then advanced upon him and while McGaryin and Cassala moved him Wilson placed the handcuffs on him. Morales was not armed. The abducted girl was found with him. Both were taken to San Luis Rey, where Morales will answer to the charge of killing Henry Charles.

The bond issue of $600,000 will not increase taxes. The expenses of the district remain precisely the same, whether bonds are issued for one half or twice that amount. We must organize the district and rely upon the integrity of the Directors for the proper disbursement of the funds. They are men of intelligence, themselves under bonds of $25,000 each. There will be no string or corrupt practices whatsoever. The people rule this district, and their will is the sovereign power. If you have been contemplating the casting of your ballot against the bonds on account of the size of issue, think again and reflect that the bonds will be sold only in quantities sufficient to carry on the needs of the district. Do not lament to men who opposed the formation of our irrigation district, who oppose the bonds, and stand ready to oppose any and all proposals that may conduce to the goal of the valley. The bonds first, last and all the time! Vote to favor of them.
We are greatly amused to hear, snow and again, that editorial expressions in these columns spring from this party and from that. This facetiousness is complimentary exceedingly. We do the work ourselves and would advise our friends to bank on it at every opportunity. We hold ourselves ready to divide the spoils—only this and nothing more.

The Board of Directors of Anaheim Irrigation District, in Orange county, State of California, having at a regular meeting held by and board at their office in said district on the 31 day of September, 1889, estimated and determined that the sum of Six Hundred Thousand Dollars is necessary to be raised for the purpose of purchasing and constructing the necessary irrigation canals and works and acquiring the necessary property and rights therefor for the use and benefit of said Anaheim Irrigation District, and other raise carrying out the provisions of the Act of the legislature of the State of California, entitled "An Act to provide for the organization and government of irrigation districts, and to provide for the acquisition of water and other property, and for the distribution of water thereby for irrigation purposes," approved March 7, 1887, and of the Act amendatory of and supplemental to said Act, passed at the Twenty-eighth session of the Legislature of the State of California, and approved February 16, 1889.

Polls will be opened at one hour after sunrise of the morning of the said day of election, and will be kept open until midday when the polls will be closed.
