REASONS AGAINST ITS FORMATION.
Detailed Statement of the Matter
After Courts Investigation by Lawsuits and High Trialation the Involvement Result Means and Matters
The following argument concerns the enforcement of the county of Orange in regard to a thorough investigation of the solicitation of our citizens. It is hoped a careful reading will be given to this matter, and that each voter will study the matter for himself:
In these times when money is tight and farmer and mechanic and the wage labor generally receive but mongre returns reward for their skill and enterprise, there are many who are not able even to earn employment through ever so anxious endeavor, in order to supply those dependent on them with the bare necessities of life, acquisition of county division carries with it the solution of the tax problem, and it becomes a matter of the primest importance to every one having not only the interest of the people, but his own interests as well, at heart, to weigh carefully the arguments and reasons adduced in favor of division and extra, and not too hastily decide a question which will entail upon the community a keen retarding every development and progress.
It is a fact demonstrated by political economy and the experience of men everywhere, that the times are good and money is plenty, and labor remunerative, in the proportion that the farmer receives good prices for products, and the mechanic and laborer steadily employment at good wages. It then that the business man sees good jobs and prosperity reigns supreme. And it is worthy that the prosperity of the business man depends entirely upon the wage earner and the farmer, and in proportion as he must eke out his existence he must charge upon the farmer and artisan the expenses of that existence. In other words, increased taxation will ultimately fall upon the farmer and not the business man, because the latter will enhance the price of his goods in proportion to the increased expenses of his business and subsistence. On the other hand, no one knows better than the former himself, that he must take what he does.
In determining this item of jury and witnesses' fees and mileage and so of the grand jury we must consider that the statement that the largest is for mileage, as shown in the pamphlet above spoken of, is not strictly correct, because the most of the jury and witnesses are from the city of Los Angeles and are not entitled to any mileage or do not get any at all. The proposed county is 22 miles in breadth-and 40 miles in length. And the mileage will not be an inconsiderable item, for most of the jurors and witnesses will come not from the city but from the country, and so with the witnesses certainly used.
The figures thus show a difference of 745 98 from the figures given in let entitled "Reasons in favor of vision," and there were $2,205 51 than stated theravil, and of the county got more in cash and cross-

We deny that it is a fact, or that the past
years, or even ten years, have so proven
that the county's administration of affairs
not economical or honest, but on the contract we say that if the administration is
honest, please to point to the items.
This serious reflection upon the entire officials of the county to call them thieves in a
much, without specifying the parties and
times and the occasions. Let us have
tactics and if upon examination any one is
seen a thief we will see what can be done,
until then we must most emphatically
such wild assertions.
As to the charge of the uneconomical administration of the affairs, we submit the following:
That as shown by the reports of the State
Board of Equalization on page 43 of the year
1857, giving the rates of taxation of the
counties for the years since 1870, we find
that during the last ten years the rate of
this county, exclusive of State rate, has designed, with one or two exceptions, constantly from year to year, with a rate in the
county in 1879 of — cents on the $100;
it was 60 cents on the $100. It is also
known that from the same list, taking the
year 1886, being the latest accessible to us,
there were just two counties which had a
rate of taxation than the county of Los
Angeles had last year. Now what is the
reason thus teaches us? It is that if the
county is not divided taxes will be less each
year for the county; that the affairs are not
only honestly but economically administered;
that there cannot be any great stealing, of
which, by the way, there is no proof, and
without evidence no same man can believe
with a charge, but on the other hand the
books and the prosperous condition of the
county's business show strict economy and
uncommon degree of integrity.
It is asserted with much positiveness that
the taxable wealth of the proposed county is
$11,212,733, exclusive of personal property.
The following will show the true facts:

"I certify herewith that the valuation I made from the books of this office, showing the taxable value of the proposed county of Orange and amounting to $11,212,733, includes all personal property therein and not deducting the 10 per cent discount made by the State Board of Equalization.
"(Signed) W. J. A. Smith."
The ten per cent reduced the assessments to about the sum of $9,502,000, or a fraction over this sum, making the total value not one ninth but one-twelfth, and a half of the total value of the entire county for last year. Since then conditions of affairs have changed very materially in this respect, and with the decreased values of real estate, not only of farm property but of town property as well.

Since then conditions of affairs have changed very materially in this respect, and with the decreased values of real estate, not only of farm property but of town property as well. There has been a large amount of city property within the proposed county turned into a storage and this year it is assessed as such and in almost all town lots which were assessed at one hundred dollars per lot are now assessed at $25, a decrease of $75 per lot. For example in Fullerton and the Santa Fe tract in Anaheim. The towns of Carlton and Richfield are no more, save in memory and resolution, and their assessments, even as acreage, will be very small. So with other places.
There is another circumstance in the difference between last year and this, in the taxable value, and a highly important one to be taken into consideration by all taxpayers as well as others having their own interests at stake. That is the fact that last year vineyards by the thousands of acres were assessed as property and this year they are not assessed, because they have all died.
In view of all these things is there any one who can with intelligent contradiction show that the taxable wealth for this year will be more than $8,000,000? It is the opinion of Mr. Mason, our assessor, that it will not be over this sum in the proposed county this year, and it is certain that he is far more qualified to give such an opinion intelligently than any other man in Los Angeles county.
In the city of Los Angeles the taxable wealth last year was $38,000,000. This year is will be between $50,000,000 and $60,000,000, an increase of at least $12,000,-000, the increase alone more than the wealth of Orange county, while its wealth has decreased. So is evident that if the county remains intact the district forming the proposed county has about one-third of the wealth of the county, and consequently will bear not even two-thirds of the county's expense of what it paid last year. The proposed county's proportion of the business done in the offices of the County Court and Sheriff is about one-fifth. This is the opinion of a gentleman who is well qualified to give such opinions; more so than any other person. The far greater part of the business in the counties from Los Angeles city and from Pasadena and the country thereabout. The use receipts of the Clerk amounted to $25,188.90 for the year 1985. The same receipts of the Clerk amounted to $28,449.90.

COUNTY REVISION
A simple annual account of district was held at King's Hall on Thursday evening in its late afternoon. Over fifty people from each town council. W. M. McHillian one member and Victor Montgomery of Thorns has the first question. Mr. ordinance at length mentions the shaking tide from his point of view. Upon invitation Mr. Lennard of District Council attended the meeting attended by Mr. Montgomery. Professor Miner of District Council presented with an appeal to the government to allow that the proposed county of Orange admitted a larger than the average settlement.
That doesn't give a dig but something and someone Ridley and which amounted to about 10,000 people from here in attendance. The Anaheim issue handled the session with media. Quite a number of people from Westminster and the adjourning country were attending the arrival of the Anaheim delegation, when they all repaired to the hall to listen to the arguments of the speakers. Judge McCoy was called to the Chair and it was announced that John Hunter would address the meeting. The speaker dwelt at length on the subject of county division. Louis Leclair followed and presented an array of facts and figures to the detriment of the idea of division. The speaker was cordially received by the people, and doubtless gained many votes by his address. B. F. Porter was then introduced as the next speaker and thought that county division with the present boundaries would be raining to the people. The lateness of the hour prevented others from speaking on the subject, when Dr. Head of Garden Grove was called upon and gave a brief version of the other side of the question, when the meeting dispersed.
"Hurrah for Orange county," yelled a pumpkin-roller when the crowd had reached the street.
When you divide the county I'll eat
On the item of Justicees and Constables which sets forth that the people of Orange County paid more than was received on this bill, it is only necessary to say one word. The law governing this matter is now changed that no Constable or Justice receives more than $1,000 per annum for all services performed in criminal cases and cases in which people of this State are parties, or interested. The pro divisionists attempt to create and make prejudice against Los Angeles County in stating that the city of Los Angeles exceeds so much more than she pays, and it has seen that the argument has now no application because the law under which these officers were allowed to do this has been repealed and fairness might have increased the divisionists to make this statement. The acts of 1887 on page 187, sec. 13, in relation to the fees of 5th class county officers, of which rank Los Angeles County is one.
It is stated that two responsible abstracts have agreed to copy the records for 20,000, and have offered a bond for $20,000 for the faithful performance of the work. Nothing is said in regard to the books, maps, or fees of the Recorder, who by the orange county act gets 25 cents for each increment certified by him as correct. Besides there are the books, maps and the fees of the Recorder.
Now we must remember that the bill process only for the transcription of the records the office of the Recorder. There is no division made for transcribing the records the Clerk's office, and nothing is said on this point. Future legislation is needed to this, and as it stands there is only a half job to be done.
The estimate of Frank Gibson, the former center of Los Angeles county, made at instance of the Santa Anaite, for the transcription of the records of the Recorder's office and exclusive of any other office, but inclusive of the maps and books and the fees certifying to their correctness was $50. At the very least calculation. Why did authors of the pamphlet in question not rate the result of their application to Mr. Johnson? His estimate did not suit their purpose, but instead they say that two responsible abstract firms have agreed to the transcribing for $25,000, but they are silent as the cost of books and maps.
It is very silly to say that it is not necessary to copy the records of this county, but it can be done to suit the finances and convenience of Orange county. If they are transcribed it is better to do it at once and not later because the people of Orange county get the benefit of it at once, which is great deal in the course of a few years. He travel to Los Angeles is considerable if the transcribing is to be paid for it and be better at once.
Besides the records of the Recorder's offices the Clerk's records must be also transcribed at a cost of not less than $50,000, which is also the opinion of Mr. Gibson, taking a total of $100,000 for transcribing records of the two offices, one as necessary as the other. What San Benito county is not to the purpose; the question what Orange county does is more to the point.

On Tuesday evening as anti-division meeting was held in the schoolhouse at Garden Grove. A delegation of citizens attended from Anaheim, and the military band enlivened the occasion with music. A large attendance was present from the Grove and adjacent precincts. R. Q. Wickham called the meeting to order and Dr. Head was chosen Chairman. Capt. S. O. Wood was first speaker, and in a short address he clearly showed the folly of dividing the county at this time. L. Lockel next delivered an extended argument upon the subject, going over the entire matter in detail and showing the expense account to be very much in excess of the figures presented by the adherents of division.
His speech had a marked impression and it is safe to say many converts to his side were made among the listeners. B. F. Porter next spoke of the fare of fixing the dividing line at Coyote creek and dwelt at some length upon the increased rate of taxation sure to result in the event of division. Calls were made for Mr. Montgomery of Santa Ana, when that gentleman argued the question in favor of the new county. Col. Measmore of Orange also favored the new county in a short speech. When a final reply was being made to the latter speaker some frisky Groelte was indiscreet enough to allow a large tin can filled with broken glass to gently glide down the winding stair that leads to the hall in which the speaking was progressing. There are twenty-one steps in the staircase, and the noise can better be imagined than described. It was awful. When the meeting adjourned a crowd of boys gave three cheers for division. But it was noticed that the addresses against division had tallied effect, and where a few days ago it was claimed not a vesta would be cast against division, it is confidently believed that on election day many citizens will so understand the question as to vote a majority against the new county.

Besides the records of the Recorder's office, the Clerk's records must be also transferred at a cost of not less than $50,000, which is also the opinion of Mr. Gibson, making a total of $100,000 for transcribing records of the two offices, one as necessary as the other. What San Benito county is not to the purpose; the question what all Orange county do is more to the purpose, and then what is the probable cost of doing so?
The two items of Great Register and printing are put at $1,500 and $2,000 respectively. These are denied by the pamphlet division; we submit that they are as near and more likely correct than the other figures.
It is stated that the rent will be $2,000 when it is considered that until the county buildings are put up there are offices to be provided for about fourteen different officers, including the courtroom, and also for the old and hospital, the figures $3,000 would mean reasonable, 14 offices at an average of 10 per month would make $1,680 for the ear. In this courtroom is put at $10, when there are the offices of the County Park and the Recorder which are also set up at the same figures and which must be large rooms or suite of rooms. So that the average of $10 per month is low, when there are the jail and hospital rent times and these we estimate at my $1,220 year. Making at the lowest $3,000 for alone instead of $2,000, and the result will show that the rent will be over rather than under this figure. The language on two paragraph fourth would seem to indicate that the rent of the courtroom alone will cost $2,000. See the pamphlet on county division.
The next item on the many pages states that it is not true that organizing the new entity will be $10,000 or only expensive in this area are the two elements on both there is another provision which is contained in the general law of the State being a general law like Legislature has power to override it by any special law it is section 97th of the Public Law Code which reads as follows:
