THE WRIGHT HILL
Opinions of the Provisions of the Act
Pledition Upon the Adoption by the Public Qualifications and Bounds of Officers' Organization and Province of the Board of Treasurer—Board.
This will be found a synopsis of the provisions of the Act.
Within an irrigation district, and be for a change of boundaries of any district, by including other lands thereunto amendment relates to appoint office in case of vacancies, the apportioned real property and the collection assessments. The Wright bill, approved March 7, 1857, for the organization and governance districts and for the seafloor water and other property, and institution of water for irrigating purposes. Whenever a petition signed by fifty owners lands susceptible of one irrigation from a common source the same system of works desire to irrigate the same, they petition for an irrigation district under sections of the Act and when organized district shall have the powers conferred may hereafter be conferred upon districts. When the petition calling organization of the district has been presented to the Board-ofSuperior has been the case with the Anadroit, an election is called for. The partitioned into five districts, each which elects a Director. A two-thirds of the entire district is necessary information of the same. Said bonds and the interest thereto shall be paid by revenue derived from an annual assessment upon the real property of the district; and all real property in the district shall be liable to be assessed for such payment. The Assessor must between the first Monday in March, and the first Monday in June of each year assess all property in the district. He shall be allowed as many deputies, to be appointed by him, as will be necessary, in the judgment of the directors, to enable him to complete the assessment within the time prescribed. The compensation must not exceed $5 per day for each deputy.
The Board of Directors sit as a Board of Equalization, and levy an assessment to pay interest on bonds upon the presentation of the coupons due to the Treasurer. He shall pay the same from the Bond Fund. Whenever after ten years from the issuance of said bonds, said fund shall amount to the sum of $10,000 the Board of Directors may direct the Treasurer to pay such an amount of said bonds not due as the money in said bonds upon the presentation of these years.

An election shall be held in such on the first Wednesday in April on the first Wednesday in April year thereafter, at which an Collector and a Treasurer, and a five Directors for the district shall The person receiving the high-rate of votes for any office to be filed election, is elected thereto. Within after receiving their certificates of nomination provided for, said officer take and subscribe the official oath same in the office of the Board. Fifteen days before any election for this Act, subsequent to the order of any district, the Secretary of Directors shall cause notices to three public places in each elector, of the time and place of hold election, and shall also post a general of the same in the office of said Board, shall be established and kept at some place to be determined by said Board. On the polling places of each precinct, to the time for posting the notices, must appoint for each precinct, electors thereof, one Inspector and Idea, who shall constitute a Board of for such a precinct. If the Board appoint a Board of Election, or the appointed do not attend at the polls on the morning of election, hours of the precinct present at that appoint the Board, or supply the absent member thereof. The Directors must, in its order ap- ply the Board of Election, designate the place within the precinct where the must be held. Board of Directors must declare elected having the highest number of ten for each office to be filled. They must immediately make out and to each person a certificate of election and authenticated with the board. In case of a vacancy in of Assessor, Collector or Treas- vacancy shall be filled by appointing the Board of Directors. In case of in the office of a member of the Directors the vacancy shall be filled by the Board of Supervisors. First Monday in May next following action the Board of Directors shall organize as a board, elect a President number and appoint a Secretary, and shall have the power, and it shall duty to manage and conduct the and affairs of the district, make and all necessary contracts, employ and such agents, officers and employees as required, and prescribe their duties, which can be by laws, rules and regulations.
March, and the first Monday in June of each year assess all property in the district. The bill contains extended sections relating to bids for construction of canals, awarding of contracts, payment of claims, the manner of raising funds for payment of officers, etc. Each director shall receive as compensation $4 per day and mileage at the rate of twenty cents per mile, in attending meetings, and actual and necessary expenses paid while engaged in official business under the order of the board.
County Division Meeting at Garden Grove
As per announcement a mass meeting of the citizens of Garden Grove was held in the schoolhouse to discuss county division on Saturday evening last. On motion, Dr. Head was elected chairman and N. A. Beckett Secretary. Col. E. E. Edwards and V. Montgomery of Santa Ana addressed the meeting. Col. Edwards, in a very able address, gave the history of the county division bill and showed us the necessity of prompt action in the coming contest. Mr. Montgomery followed in a clear and satisfactory manner, showing people that their taxes need no greater in the proposed new county than they would be if we remain as we are. Both speakers were well received and the following resolution was unanimously adopted:
WHEREAS As a report has been circulated by those opposed to county division, that people of Garden Grove and vicinity are opposed to the creation of the county of Orange,
WHEREAS As after a full discussion of the subject, and after mature reflection, we have become convinced that it will be to the best interests of the people residing within the limits of said new county to organize the same; and therefore, be it
Resolved That we, the citizens of Garden Grove do most heartily endorse and approve the Act of the Legislature creating the county of Orange, and in saying this we believe that we do but voice the sentiment of a very large majority of the people residing in this vicinity.

Liberal Lectures.
S. P. Putnam, President of the California Secular Union, is expected here on the evenings of April 15th, 16th and 17th, to deliver a course of three lectures at Reiser's Music Hall. Subject on 15th, "The Sunday and the Sabbath," 16th, "Robert Elsmer;" 17th, "The Inspiration of Liberalism." On the afternoon of the 17th, commencing at 3 P.M., a conference will be held of one hour. From 4 to 5 o'clock a volunteer matinee of home talent will be given to amuse t red mothers, weary men and active children. All are invited to join in helping the cause of liberal ideas. In case of a vacancy in the office of Assessor, Collector or Treasurer, vacancy shall be filled by appointing the Board of Directors. In case of an office in the office of a member of the Directors, the vacancy shall be filled by appointment to the Board of Supervisors.
First Monday in May next following election the Board of Directors shall organize as a board, elect a President and shall have the power, and it shall duty to manage and conduct the affairs of the district, make and all necessary contracts, employ and such agents, officers and employees required, and prescribe their duties, equable by laws, rules and regulations for distribution and use of water in the owners of said lands, and general perform all such acts as shall be necessary to fully carry out the purposes of the Act.
The said by-laws, rules and regulations must be printed in convenient form for distribution in the district. All waters distributed for irrigation purposes shall be questioned ratably to each landowner upon the basis of the ratio which the assessment owner for district purpose within said district bears to whole sum assessed upon the district. Any irrigator may assign the right to the whole or any portion of the water as appropriated to him.
The Board of Directors have the right to acquire either by purchase or condemnation, all lands and waters and other property necessary for the construction, new supply, maintenance, repair and improvement of and canal or canals and works, including works constructed and being constructed by private owners, lands for reservoirs, for the storage of useful waters, and all necessary apparatus. In case of lease bonds of the district are to be used in payment at their par value; and in case of condemnation the board shall proceed under the proper provisions of the Code of Civil Procedure.
Section 15 of the bill reads: For the purpose of constructing necessary irrigation canals and works and acquiring the necessary property and rights therein; and otherwise carrying out the provisions of this Act, the Board of Directors may make district funds as soon after such a district has been organized as may be practicable, estimate and determine the amount of money necessary to be raised, and shall immediately call a special session at which shall be submitted to the district of each processing the qualifications prescribed by this Act, that question whether such bends of said district shall be issued in amount or determined. If such bends must be presented to said district for approval, also by publication public notice notices must be made by said district for at least three public meetings. The meeting should be held on Tuesday, Thursday, Friday and Saturday. By order Executive Committee C.S.U. L. & K PARKER.

On Monday—all Fool's Day—Agent Aguilar, of Newhall, an inveterate joker, and a pleasant young man, taughed Agent Needham, of San Fernando, a message, to be delivered immediately, as it was very important. Mr. Needham, ever willing to accommodate, used every endeavor to find the party addressed, and after rushing over town for about two hours in the hot sun, returned to the offices and informed Mr. Aguilar that the party could not be found; the resort came "April Fool." Agent Needham dispatched an "expense bill" to Agent Aguilar for 25 cents for the message and 75 cents for expense of delivery, and Agent Aguilar will have to pay it. Data of fun; hey Ramon?

At Patricia Grove on the evening of the 3d instant George R. Holmes and Miss Minnie F. McCobb were named in the holy body of matrimony. The happy people will reside in Anaheim, and have already gone to homekeeping.

M. A. Cox, the extensive seed merchant in San Francisco, was in town on Tuesday to take occasion to Carroll's Evergreen Nursery. Mr. heard of the fame of these nurseries and verons occasions had been told they largest in Southern California. He now surprised at the extent of the orla, nursery, etc., and pronounced the largest on the Pacific Coast. As is well acquainted with every nurse on the Coast, his verdict of Mr. nurseries must be exceedingly good to that gentleman. Besides own-largest nurseries on the coast, it is that at no distant day Mr. Carrollage extensively in the seed-raising industry.

During the storm of Tuesday afternoon hall fell to the depth of over an inch at Lionel Browning's place at Fullerton. A large pailful was brought into town yesterday and passaby for a short time indulged in an 'ld fashioned "snowballing."
William Schumacher, who for the past few months has kept the markets supplied with excellent game and fish from Newport, is expecting a new fish net from the East, upon the arrival of which he will be in position to supply everybody with any quantity of the finny tribe.
On the first and second pages of this issue we reprint the article of Prof. Nagie upon the culture of sugar beets, which appeared last week in the San Francisco Enval Press. This is the most extensive presentation of facts in regard to the industry which has yet appeared.
In a barroom scrimmage at Fullerton last Saturday evening, a young man of that place, whose name is withheld," knocked out" two belligants who attempted to annihilate him. The young fellow now enjoys the reputation of being the boss pagillist of this section.
The Supervisors visited Azusa on Tuesday for the purpose of inspecting the water district. If the Azansis regale the board with cold tarkey and fine old wine, like the Anaheimers did two weeks ago, they will have their new water district formed without delay. The Supervisors are good people.
A alight shower of rain fall on Monday afternoon, the gauge showing the precipitation to have been .06. On Tuesday afternoon we had a gentle thunder shower, when 10 of an inch fell. Yesterday afternoon there were light showers, and the indications were last evening that we should have a heavy downpour during the night.
Theo...Kling advertises his Palace Most Market, which will be opened on Monday morning in Mitchell's block, opposing the postoffice. At present Mr. Kling's plan of business is in Odd Fellow's buildings in Los Angeles street. There were 855 votes cast at the election of Ana on Monday, being 249 more than cast at the city election one year. The tickets were so badly scratched that it was very slow, the task not finished until 6 o'clock on Tuesday. The People's ticket was unanimous result being somewhat of a surprise.
