THURSDAY. MARCH 7, 1856.
Is, as seems probable at present, the county is to be divided, Anaheim will sever with the city of Los Angeles a partnership arrangement dating back to the year 1857. In that year the settlement was in generous course of reclamation from the cactus patch, and a year or two after came the real occupation. In those days the pueblo was regarded as a city of some importance, but an intimate acquaintance between the two places did not ripen log many years thereafter. We did business principally with San Francisco, by way of Wilmington, a steamer making the trip every ten days or so. In later years our residents never lost sight of their love for the metropolis of the north, but gradually the pioneer colony became more and more walded to the City of the Angels, until at present, with abundant railroad communication between the two cities, our business and social relations are such that the thought of separation comes like something in the nature of a rule awakening. In those days, however, came also to the citizens of the rapidly growing colony of the south the thought of county division, and several times our people knocked at the doors of our legislative halls for admission as a county But the angelicity's love for us was strong enough each time to encompass our defeat, and it has been left to our vigorous neighbor to the south of us to accomplish that which, through repeated efforts and failures to obtain our part, we had well high given up as a thing of the past.
In the matter of county division, mereover, many of our residents would have favored dismemberment had the dividing line been placed say at New river, or on some other line north of Coyote creek. The new county is quite respectable among its sisters of the Golden State. With millions of taxable wealth and a population aggregating probably fifteen thousand, it is perhaps perfectly capable of taking care of itself.
In severing ourselves from Los Angeles, the imperial city of the south, we cannot but wish it ever continue in the lines of its precious growth, and that its prosperity may ever remain as at present, one of unexampled magnificence. It is impossible for us, also, to concede to the citizens of Santa Ana their just need of praise for their indomitable perseverance in the struggle only, instead of pieces of glass we are swallowed by an enormous coating of atmosphere. When we are on the earth's surface we are, as it were, inside the greenhouse, and we benefit by the interposition of the atmosphere and then we suffer from the cold. If we could imagine the earth to be stripped of its coat of air, then eternal front would reign over the whole earth as well as on the top of the mountains.
Is the New York Sun of February 24th a correspondent asks, "Where can I find an account of the life of Amberia G. Bierner?" and the intelligent editor answers, "We do not know: the only Bierne we ever heard of was W. H., otherwise known as 'Dad Grille,' who wrote sketches for a San Francisco paper." Mr. Bierne will probably appreciate the remark of Horace Greeley about the alarming increase of mose-colored jackets who answer correspondents in the daily newspapers—or something of the sort. And virtue is only triumphant in theatrical performances.
The Los Angeles Times, ever upon the alert for the ridiculous, plausively pipes:
It is said that the county divisions bill has obtained great strength in the Senate, and it looks as if it would pass. The opponents of the bill must wake up, if they want to defeat it.
This, when the bill had already passed its second reading in the Senate, and that unanimously, is grim humor indeed.

OFFICE AT THE POSTSELECTION IN THIS COUNTY OF LOS ANGELES, STATE OF CALIFORNIA
ANAHEIM COUNTY
LOCATION OF principal place of business
LOS ANGELES COUNTY, California
In severing ourselves from Los Angeles, the imperial city of the south, we cannot but wish it ever to continue in the line of its precious growth, and that its prosperity may ever remain at present, one of unexamined magnificence. It is impossible for us, also, not to concede to the citizens of Santa Ana their past meek of praise for their indomitable perseverance in the struggle which has just been crowned with success. Generally speaking, it is true that whenever our brethren upon the other side of the river set themselves to accomplish anything they want with that rugged tenacity of purpose which will always win in the long run. There is no denying the fact that they have set their hearts upon division, and the manner in which they have successfully worked their project is strikingly similar to the methods ever employed by a people who in fifteen years have reclaimed and established a beautiful thriving and vigorous city from the prairie's waste, and have made their valley to blossom as the rose.
In the contest over division we have taken the side of our citizens, who to a man were opposed to the project, but now that we have been unable to defer it, we turn from Los Angeles county to Orange county, and am merely hope our progress, while perhaps destined to be second to that of the older county, may never fail to be generous and lasting.
President Harrison was inducted into office on Monday. Never since General Grant reviewed the returning troops at the close of the rebellion there such a vast crowd of people at the national capital. The President's inaugural address is admirable and will meet with favor upon all sides. The following is a brief account of the imposing feature of the day.
With wonderful patience the expectant spectators wanted for the procession to day while the inauguration ceremonies were in progress. The rain had abated somewhat and taken the form of a line, driving mist. Despite all the untoward surroundings the crowd preserved and humor. Finally the heads of the great procession turned into Pennsylvania avenue on the march to the White House, an interest ceased in all else. Forty-eight years ago William Henry Harrison on his white horse headed a procession of 4,000 patrons on the same route. At that day Admiral Porter (then a lieutenant) said it was the finest pagan in the world. To day probably 40,000 men were in line to honor the grandson, many of them coming from sections of the country which in 1841 were trackless areas of uninhabited territory. The elements warred upon them, but they held their own bravely. Looking eastward from the Treasury, with the Capitol forming a hazy, yet still background, the sight was inspiring. The broad expanse of avenue glistened beneath the dull sky. Gen. Beaver rode in advance, and his head was uncovered in awkward gesture of the greeting of the great multitude. The long line of troops and militia aid civilians with hammers and guiding flying in the northern wind completely filled the vision. Over all was heard the continuous roar mails by the voices of thousands and thousands of spectators as they sheared the Presidential party or greeted a particularly looking body of people.
The managers of the San Bernardino Citrus Fair had a jolly time and wound up with $500 surplus in the treasury.
Nearly all the pepper trees that were planted for shade in the streets of Burbank have been killed by gophers.
A flock of wild greeks settled on a forty-sure wheat field near Willow, one day last week, and picked it clean in two hours.
Mrs. Caterone tried to smuggle 14 pounds of opium into Port Townsend last week, but she was searched, and the contraband stuff was found in her hostle.
Water for city purposes was introduced into Merced Thursday night from Yosemite Lake through a line of pipes seven miles long with a pressure of eighty feet.
During an experiment Saturday, Edison, the inventor, nearly lost his eyesight. Chemicals on the stove ran over, and his eyes were badly injured.
San Luis Obispo is the leading dairying county of California, having produced over three million pounds of butter and more than one million pounds of cheese past year.
The Vine Springs Winery at Columbia, Tulahuna county owned by C. F. McPherson, was burned last week with 19,000 gallons of wine. The loss is $30,000, with $10,000 insurance.
The Governorship of West Virginia is claimed by three persons, and each was determined to hold the office on Monday. Gen. Goff, Republican candidate, who claims to be elected; Gov. Wilson, whose term has expired, but who claims to hold over, and President Carr of the State Senate, are the parties who will fight it out.
David S. Terry, who was released from jail on Saturday night on the expiration of his six months' sentence for contempt of court, was rearrested on Monday four indictments found by the Grand Jury some time ago, the general charges being assault on court officials. Terry secured bondsmen in sums of $2,500 on each indictment, and was again released.
A Mrs. Stufford of Elgartown Maas., went to Washington on Monday, having with her first American flag ever used, which was carried in the inaugural procession. The bullet-holes have been patched up and the emblem is one of great value, having an eventful history. Her husband advised her to send it by express, but she would not do so for fear of it being lost, and she will deliver it in person. She has been offered on several occasions over $1,000 for it.
The bill before the Arizona Legislature making train robbery a capital crime has become a law and the hope is expressed that California and Texas will pass similar acts. That would tend to make travel much safer over the Southern Pacific, and the example would be likely to spread to other Western States and Territories where train robbery is practiced. Even Mexico is more stringent in her legislation. Those caught in the act these are executed on the spot. It has had a good effect in checking crime.
A son of General Sigel, who held a position in the Pension Office in New York City, has been detected in dishonest practices which will permanently disguise him. His father was as noted for his rungged honesty as for his bravery. The incident only serves to emphasize the fact that the virtues of the father do not always descend to the son, and perhaps it points the moral that it is not always a good idea to honor or place confidence in a man simply because his father may have performed distinguished services for his country.
A case interesting to pedagogues was decided at Garvanzza, a little town just seat of Los Angeles, a few days ago. Lilian Bowers is a pretty girl who teaches in the public school there. She is young, handsome and sweet to look at, but has a decided sense of the dignity of her position and the progresives of teachers. Willie Krockundall is a

When the head of the procession reached the Treasury a halt was called and the Presidential party in its own carriages turned off and drove rapidly to the White House. When a heavy luncheon had been taken, the party with the exception of Cleveland, repaired to the reviewing stand, and the President and Vice-President had their first view of the grand pageant in which they had taken so conspicuous a part. When they took places at the front of the stand and they were at once recognized by the crowd gathered beneath them and a mighty shoot rent the air. The stand was elaborately decorated with flags and hunting and presented a pretty picture desnite the rain. It was thronged with ladies in gay costumes and army and navy officers in full uniforms. Many diplomats and prominent officials and their families were scattered in the throng. The review began immediately after the President's arrival and was indeed a beautiful spectacle.

An exchange gives the following reason why it is cold in the mountains: Go into a greenhouse on a sunshiny day, and we find the temperature there much hotter than outside. The glass will allow the hot sunbeams to enter, but it refuses to allow them out again with equal freedom, and consequently the temperature rises. Our whole earth is in this way to be likened to a greenhouse,
A scrap of Paper Boves Her Life.
It was just an ordinary scrap of wrapping paper, but it saved her life. She was in the last stages of consumption, told by physicians that she was incurable and could live only a short time; she weighed less than seventy pounds. On a place of wrapping paper she read of Dr. King's New Discovery, and got a sample bottle; it helped her, she bought a large bottle, it helped her more bought another and grew better fast, continued its use and is now strong, healthy, rosy, plump, weighing 140 pounds. Aneanhe do awear that between the first Monday of March and the first Mourlay of May, 1888, I have made diligent inquiry and examination to ascertain all the property within the city subject to taxation and that I have assessed it on the assessment book equally and uniformly according to the best of my judgment, information and belief at its full cash value and that I have faithfully complied with all the duties imposed on the Ascensor under the revenue ordinance and that I have not imposed any unjust assessment through malice or ill-will nor allowed any one to escape a just and equal assessment through favor or reward." But the failure to take or subscribe such an affidavit will not in any manner affect the validity of the assessment.
Sec. 15.—As soon as completed the assessment book together with the statements must be delivered to the Clark of the Board of Trustees who must immediately give notice thereof of the time the board will meet to equalize assessments, by publication in a newspaper printed in the city, and in the meantime the assessment book must remain in his office for the inspection of all persons interested.
Sec. 16.—Land once described on the assessment book need not be described the second time but any person claiming the name and desiring to be assessed therefor may have his name inserted with that of the parson to whom such land is assessed.
Sec. 17.—The Board of Trustees must meet on the second Wednesday of May in each year to examine the assessment book and to equalize assessments of property in said city. It must continue in session for that purpose from day to day until the business of equalization is disposed of, but not later than the fourth Wednesday in May.
Sec. 18.—The Board has power to determine all complaints in regard to the assessed value of property and may, except as prohibited in this ordinance, correct any valuation by adding or deducting such sum as may be necessary to make it conform to the annual cash value.
Sec. 19.—In all cases where the board either adds to or decreases or alters the valuation made by the Ascensor, the Clark of the board must note down and preserve substantially the evidence upon which such addition, decrease or alteration was based.
Sec. 20.—During the session of the board it may direct the Ascensor to assess any taxable property that has caused assessment or to add to the account of property when a false or incomplete list has been rendered and to make and enter new measurements (at the same time marking previous entries) when any assessment made by him is deemed by the board an incomplete or to render doubtful the collection of the tax. But the Clark must notify all persons interested by other departures in the provision or express, personal and intentional, at least three days before taking action against the day when the matter will be investigated.
Sec. 21.—The board must send an email to all persons involved in the case may be: city office, City Clerk, President of the Board of Trustees.
SEC. 22.—The Marshal must collect in addition to the taxes due on the delinquent list and five per cent added thereto, fifty cents on each lot, piece or tract of land separately assessed and on each assessment of personal property, one-half of which must go to the city and the other half to the Marshal in full for preparing the list.
SEC. 23.—On the day fixed for the sale or on some subsequent day to which he may have postponed it, of which he must give notice, the Marshal between the hours of 10 A.M. and 3 P.M. must commence the sale of the property advertised, commencing at the head of the list and continuing alphastically or in the numerical order of the lots and blocks until completed.
SEC. 24.—He may postpone the day of commending the sale or the sale from day to day, but the sale must be completed within one week from the day first fixed.
SEC. 25.—If the purchaser does not pay the taxes and costs including fifty cents to the Marshal for duplicate certificate of sale before 10 o'clock A.M. of the following day her party on the next sale day before the regular sale must be resold for taxes and costs.
SEC. 26.—The bid of any person refusing to make the payment for property purchased by him must not be received on the sale of any property advertised in the delinquent list of that year.
SEC. 27.—After receiving the amount of the taxes and costs, the Marshal must make out in duplicate a certificate, dated on the day of sale, stating (when known) the name of the person assessed, a description of the land sold, the amount paid therefor, that it was sold for taxes, giving the amount and year of the assessment, and specifying the time when the purchaser will be entitled to a deed.
SEC. 28.—The certificates must be signed by the Marshal and one copy delivered to the purchaser and the other filed in office of the City Clerk.
SEC. 29.—The Marshal before delivering any certificate must in a book enter a description of the land sold corresponding with the description in the civilist, the date of sale, the purchaser's name and amount paid, regularly numberedthe description onthe marginofthe bookandapresumngnumberoneachcertificate.Suchbookmustbeopentopublicinspectionwithoutfeesduringofficehourswhennotinanimaluse.
