COUNTY DIVE first Developments at Sacramento. The Amendments to the Bill Adopted in the Assembly - The Bill Now in the Senate Santa Ana Residents of the Capital Although no startling developments have been to the surface during the week,ATCH received from Assemblyman Tazday stated the amendments in these columns last week had been by the Assembly on the second reading of the bill, and that the instrument would bind that afternoon on third-reading. He says: Believing that the passage through the Assembly of California of what is known as the Glena County Bill, without the request of a single man in the county and against the current protections of the sitting member, to be without a parallel in the history of the United States, we offer the above reward. Senator White has telegraphed to President Jones, of the Los Angeles Chamber of Commerce, an inquiry as to whether a bill to allow the proposed county of Orange to come into existence on a favorable vote of the section which wishes to secede would satisfy the people of Los Angeles. He also asked whether it was wish of this section that no division whatever should take place. After interviewing a number of prominent people, Manager Jones telegraphed back that the northern half of the county was opposed to division, however the arrangement might be brought about. The Senate Committee on Counties and County Boundaries have made two reports on the proposition to create the county of Glenn, the majority against it. THE DRY SPELL. February Locked Forward to for considerable Rain. Last month was one of the dryest Januaries on record; indeed it has but one parallel since the American occupation—in 1859. The total precipitation was only .11 inches against an average of 2.03 for the past eighteen years. Complaints of want of rain comes from the Sacramento and San Joquin valleys, and likewise from the Santa Clara and other Coast valleys. Unless February and March make up the deficiency ranchers will be disappointed, and at least a partial drop failure will enause. There is, happily, a law of compensation in meteorology which may at least to a certain extent be relied on by the farmer. A wet year is generally though not always, followed by a dry one, and vice versa; and a dry January generally, though not always, insures a wet February and March. The past month having been one of the dryest on record, we look at the same month in the preceding year to apply this theory, and find it to be credited with 4.53 inches of rain. Last December we had 4.34 inches, and the December of the preceding year was almost barren of moisture. Nearly fourteen inches of rain fell last year after January 1st. In February of last year we had 7.50 of an inch rain, but during February of the year before from the 5th to the 21st, we had here that spring should be of good length because by drought or "wet". It is unmistakably admissible to see how in this situation, as it holds the blunders or opaque to the eye, so as it is not marked off by rain but remains for a long time to perform its good affairs. rose man More About the Vine Disease A correspondent of the Los Angeles Times writes as follows regarding the vine disease and its treatment which is just now being discussed by every vineyardist in this section. Quite a percentage of the vines of Southern California have succumbed to the "vine disease." To my personal knowledge several vineyards, in which the sickness was hardly perceptible in 1887, were so badly affected last year that the crop of grapes was a failure, and more than half the vines were, to all appearance, little better than dead. Unless something is done this year we will have very few healthy vines by next autumn. If the open weather continues, the vines will begin to bud in a very short time, and it will then be too late to apply the strong solutions of bluestone (sulphate of copper) or of coppera (sulphate of iron) that have been recommended as efficient in preventing the attack of the disease. Investigation has shown the presence of fungal growth on the leaves, canes and roots of the diseased vines, though it has not yet been determined whether the disease is traceable to the fungi or whether the latter (with the germs of which the atmosphere is always full) attack the vines because they are weak and sickly and present conditions favorable to their growth. In any event it is advisable to treat all vines with some wash that will destroy and protect from the fungoid germa. The fact that farmers soak their seed grain in a solution of bluestone and thus prevent the attack of smut in the subsequent crop, should be sufficient encouragement to induce the vineyardists to try it on their vines. Every one should try it for himself, and immediately. There is no time to waste in waiting to see how it will work on somebody else's vines. You may lose your own trees in the meantime. Now as to preparations. Mr. Miranda of Pomona claims to have been very successful last year with the following: Two pouncha bluestones, dissolved in a bucket of hot water; three pounds lime, which should be slaked in three gallons of water, and the whole strudged in fifty gallons water. He suggests that a much stronger preparation be used now while the vines are dormant. Jacob Sohram, the celebrated vineyardist of Schramburg, Napa county, told a gentleman from here, a few days ago, that he used, without absolute success, a coppera solution, which was better than one of bullestone. Copperas—salibate of iron—is not only excellent as a fungus destructor, but also acts as a valuable fertilizer. Mr. Sohram's formula is as follows: Ten pounds of copperas dissolved in boiling water, and then diluted to 50 gallons with cold water. He applies to the vines with a sponge tied on the end of short stick with copper wire. (Iron wire would soon be "waken" by the solution). It might be well to suggest only when the subject is in a growing state, so that the bark peels readily from the wood. Budding, as the name imports, is the insertion of a bud of one kind of a tree into the bark of another. It is an expedition way of increasing any improved variety of fruit to an almost unlimited extent, as every bud from growing shoots is, as it were, available, from which an independent plant can be grown. In this respect it is similar to raising plants from cuttings, where in many things every eye may be made to produce a new plant. Grafting has to have two or more buds. In the apple, pear and peach the stock usually used is the produce of the respective fruits raised from seed. In the rose in Europe the common dogrose, manitou bounsoats and other strong growers are the general stock. Any person having a vigorous climbing ree of the Queen of Prairies can easily enclose it by inserting buds of other choice kinds of roses. The time to bud is, when the bark will peel from the stock and is in a half-ripe state, the sort from which the bud is obtained being also in the same condition, the bud itself being fairly formed and plump and round in appearance. If budded early in the season some things will push the bud into growth at once. The general practice is to bud so that the bud remains dormant until spring. The stock and bud being in a vigorous growth and in condition, an incision is made lengthwise through the bark of the stock at right angles, forming the letter T. A bud is taken from a shock, each leave having been cut a short distance above the bud. The bud is shaded off the action an inch or an inch and a half in length, with a small part of the wood directly beneath the bud. This wood is left in by the best budders in this country, but removed in the old, but their moist climate favors this better than ours. The edges of the bark are then raised a little and the bud pushed downward under the bark. A bandage of bass, soft string or other substance is wrapped around, covering all but the bud. Rosarians generally use woollen yarn for string, as less likely to cut and wound the tender shoots. To prevent the bud drying up the leaf is cut out, leaving little exposed to wither, which would be fatal. Usually in ten days or two weeks the junction is sufficiently formed to sever the bandage. When in vigorous growth, if this is not attended to, the tie is apt to cut into the stock. An examination will readily show if the junction is formed, or if the ligature is cutting into the stock. If everything is in shape, in the spring the stock is cut off a couple of inches above the inserted bad. This causes the bad to push. If on a young stock, no other bud is allowed to grow itself, finally forming the tree or bush. If it is a fancy of inserting another kind into a growing bank as tree, then that particular branch will have to be given up to the newcomer. OF HONOR.
