The physician makes use of his authority to suggest the idea of an inevitable, uncontainable cure, and the paralysis is curved accordingly. This cure, as well as the development of functional disturbance, was directly affected by an idea. An idea may therefore, be according to circumstances, a pathogenic and a therapeutic agent. This notion is not new, but since it was misinterpreted, it has remained unfruitful.
The most important of the organic disturbances produced by an idea is an experiment on venation performed by Porachon, a chemist at Charmes. He applied some postage stamps to the left shoulder of a hypothetical subject, keeping them in their place with some strips of dischylon and a compass at the same time he suggested to the subject that he had applied a blister. The subject was watched, and when twenty hours had elapsed the dressing, which had remained untouched, was removed. The epidermis to which it had been applied was kept and dead and of a yellowish-white color, and this region of the skin was puffy and surrounded by an intensely red zone.
It was in 1830 that Russell Reynolds first noted the existence of motor and sensory disturbances, developed under the influence of an idea. The motor disturbance sometimes consists in spasms, in ataxic or incoordinated movements, and more frequently in paralysis which affects the upper limbs. Erb gives to these symptoms the name of imaginative paraplegia. An ordinance to prevent the spread tree, fruit tree and vine pests, and to provide for irrigation.
The Board of Trustees of the city herein do ordain as follows:
Section 1.—All fruit trees, vines infested by the insect known as moth, cottony common scale-, and kindred noxious insects, their papery, or any disease liable to repiration, are hereby declared a public See 2.—All fruit trees, vine plants, cuttings, grafts and saplings fruit boxes and packages or any to be used in orchards, introduce the city limits from other places wine, which are infested or infected of said insects, their lava or paper of them, or by any disease liable contagion, are hereby declared an nuisance.
See 3.—One or more inspector pests and a Quarantine Guardian appointed by the Board of Trustees shall be the duty of the Inspector Pasta to examine all fruit trees, vines within the city limits, known with any of this insect mentioned one of this ordinance, and if found no infested or infested, he shall give in writing to the owner or occupant land in which said insects are found infect such trees, fruit trees or vines ten days after said notice is served said owners or occupants who shall infect the same within ten days a notice is served shall be guilty of insignoration and on conviction thereof issued by a fine of not less than two dollars nor more than one hundred for each offense.
Should said infested or infected fruit trees or vines be not dressed within said ten days, the Inspector forthwith report the same to the QGuardian in writing, giving the name of occupant or owner, and her kind of infested or infested vines. The Inspector and QGuardian shall then proceed to treat and thoroughly disinfect such infected trees, fruit trees or vines cost of such disinfection shall be the owner of the trees, fruit trees no disinfected. It shall be the duty Quarantine Guardian to serve up owner a written statement of the such disinfection, and make a demission for the payment of such costs such demand be not paid within after the service of such demand, if the duty of said Quarantine Guardian statute legal proceedings for the recourse costs of such disinfection. of such lands may petition the board of District to be included within their district, and after giving this notice of the time for hearing such petitions the board shall, if they deem it for the interests of the district, order that the boundaries of the district be changed as to include the land mentioned in the petition, or some part thereof, but if the board deems it not for the interest of the district, the petition may be rejected. If there should be filled with the board objects which include such lands, the board, it is favorable to the resolution of such lands, small adopt a resolution into effect, and then call an election for the voters of the district to determine the fate of the petition. In case of the inclusion exclusion of any lands within any district by proceedings under the above act, the Board of Directors, at least thirty days prior to the next succession election, shall divide such district into five divisions, and one director, ball overseer, be elected by each division. Electors are called only when objections are filed with the board, otherwise the Board acts of itself. If it should agree with the objectors then the petition for inclusion or exclusion of lands will be rejected without submitting the matter to a vote of the electors of the district. The electors called when the Board of Directors are in favor of the petition and objections are filed to such petition.
With the abscense were read a third time and passed in the Senate on Tuesday. As they originated in the Assembly, they are now in force. Briefly on the same day introduced a bill amounting to irrigation districts. As we have not been able to see any of the bill, this change cannot be shown in this week's issue.
The locust and acacia are condemned as oak trees because of the number of insects they harbor, mostly of the resin species. The acacia, especially seems to be the natural name for numbers of pests, bark lice and cankers. A report comes from Fresno that the acalyptus tree is a breeding place for pests, though it does not seem to be so in this valley. The latter, however, has one quality that ought to prevent it from being platted in yards, or even in a town. It is a gross feeder. Everything within a hundred feet must suffer from starvation. Along the highway or in gulches or ravines, where the land cannot be cultivated the eucalyptus will amply repay for planting. The California black walnut is a quick grower, makes a good shade, and has no insect parasites. The native pepper or laurel tree makes a good shade, but it abounds in scales, even in the dense woods. The Mexican pepper also forms a dense shade, but limits its use.

Oranges are now being moved from Florida in bulk the same as potatoes. The cars are piled about three feet deep with oranges. Paper is run around the sides of the car and the door is covered with fine marsh grass. These carloads of loose oranges now come regularly to Baltimore from Orlando Station, on the South Florida Railroad. They have attracted much attention at Calvert Station, where they are unloaded. This new method of moving them does away with the old idea of wrapping them in paper and excluding the air as much as possible. Several varieties come in a car, partitions of thin boards being put up. The last car to Baltimore contained 42,000 oranges, and had been six days making the trip. The freight on the car was $155.
A Sound Legal Opinion.

A ordinance to prevent the operating of tree, fruit tree and vine pests, and diseases, and to provide for their extirpation.
The Board of Traders of the city of Anaheim do ordain as follows:
Section 1.—All fruit trees, trees and infested by the insect known as Culmeth, cottony cannon snail, red scale and kindred noxious insects, their larvae or eggs, or any disease liable to spread contaminate, are hereby declared a public nuisance.
2.—All fruit trees, vines, fruit, nuts, cuttings, grafts and seeds, and all plant boxes and packages or any appliance used in orchards, introduced within city limits from other places or otherwise, which are infested or infected by any and all insects, their larvae or pupae, or any them, or by any disease liable to spread contaminate, are hereby declared a public nuisance.
3.—One or more inspectors of fruit trees and a Quarantine Guardian shall be appointed by the Board of Traders. It will be the duty of the Inspector of Fruit trees to examine all fruit trees, trees and plants within the city limits, known, leased or reported to be infested or infected by any of the insects mentioned in section 3 of this ordinance, and if found by him infested or infested, he shall give notice to the owner or occupant of the land in which said insects are found, to dissect such trees, fruit trees or vines within days after said notice is served. All owners or occupants who shall not dissect the same within ten days after said notice is served shall be guilty of a misdemeanor, and on conviction thereof be punished by a fine of not less than twenty-five dollars nor more than one hundred dollars each offense.
Should said infested or infected trees, fruit trees or vines be not disinfected within ten days, the Inspector shall with report the same to the Quarantine Guardian in writing, giving the locality, name of occupant or owner, and the number and kind of infected or infected trees or vines. The Inspector and Quarantine Guardian shall then proceed to the locality thoroughly disinfect such infested or infected trees, fruit trees or vines, and the such disinfection shall be borne by owner of the trees, fruit trees or vines disinfected. It shall be the duty of the Quarantine Guardian to serve upon such owner a written statement of the cost of disinfection, and make a demand upon for the payment of such cost, and it will demand be not paid within ten days for the service of such demand, it shall be duty of said Quarantine Guardian to initiate legal proceedings for the recovery of costs of such disinfection. Thursday, the 28th Day of February, A. D. 1889.
At the hour of 10 o'clock in the forenoon of that day, commence to sell the real estate upon which such taxes are a lien; at public auction for and due account, of such deficient taxes thereon, in front of the City hall in the City of Anaheim, County of Los Angeles, State of California, and that I will continue such sale from day to day. (Sundays and legal holidays excepted), according to the adjournments, and between the hours of 10 o'clock A.M. and 3 o'clock P.M. of each day of sale, and at the same place, until the whole property hereinbefore set forth, or so much thereof as may be necessary, shall be sold; and that I will sell the smallest quantity of each piece or parcel of property liable for such taxes that will be taken by any person for the amount, in legal coin of the United States, of the taxes and costs remaining due and unpaid thereon, together with the sum of fifty (50) cents provided by law for the certificate of sale in duplicate in each and every case.
CONDITIONS.
The real property will be sold subject to reemption within twelve months from the date of the sale; but, if not redeemed, conveyances absolute in form of the property sold will be executed to the purchasers thereof, as provided by law.
