The Weekly Gazette. ISSUED EVERY THURSDAY. Memry Muckett, Charles Muckett, Emmy and Pamelaus. THURSDAY... SEPTEMBER 29, 1856. OUR WATER DISTRICT FIRST PROSPERITY AFTERWARD. The petition of our irrigators, praying the Board of Supervisors to be formed into a district under the Wright Act, is printed in another column this morning. The description of boundaries is minute and voluminous. The bond for the district will be prepared with care, and all matters of detail attended to with the purpose that our third attempt in this matter shall be crowned with success. No other district in California has been reduced to the necessity of petitioning three times in order that the regulations of the Act might prevail. No other district in the State has been combatted with such portenticity and set determination. That our people, nothing daunted, have petitioned and petitioned again is evidence of itself as to the unanimity of purpose upon their part to leave the wilderness of their water bickering, lawsuits and expenditures, and to enter upon the broad highway that leads to advancement and prosperity. That patent fact will illustrate to the world that our people are alive not only to the crying necessities of our valley, but are keenly aware of the reasons that have conspired to retard our growth commensurate with that of some nay, all of our robust neighbors throughout the county. Once the second city in the county, which in late years has acquired such imperial growth, Anahaim is now content to repose far down upon the ladder at development. Had its privilege of offering to the thousands of newsomers the advantages which were denied us through the instable condition of our water affairs, Anahaim would still lay claim, we have no doubt, to the title of the second city of the county). Paaslena, Pomona and Monruvia are splendid cities of magnificent failure, but not even one of them can show the reassuring possibilities of our own imperial valley. Snow us the community in this State which has been shaken as Anahaim, and its very blood thrown into the hands of a robust and enterprising rival. Kipatianam has always been considered the curse of the State. What valley has felt its blighting effects as we have? For ten years past, at the time when the first sugar of awakening were obliterated of our own city—we do not care for any additional taxes part now, thank you. The people of Azna, it would seem, are determined to incorporate themselves into an irrigation district under the provisions of the Wright bill. The Azna News is doing woman service to the matter, each same continuing reviews of the inconceivable benefit to accuse to their people by virtue of the legislative enactment. Azna is the second locality in the county to embrace the faith of the Wright Act. They have had all and that "water troubles," there has been that prohibits waste of the life giving flank that has characterized repairmen throughout the State, and now the people are determined that customs which "anticipate" the civilization of the State shall cease to exist. The bond for the formation of the Azna district has been approved by the Board of Supervisee, and their petition will be heard on the 25th mutant. Let us hope their water district may be formed and that the committees of their citizens to appear before the Supervisors along with the petition may be successful in their endeavours to form themselves into an irrigation district, which will at once set aside their terminable water disputes and build up tax favored section of the county. Professor Barnack comet has a hard been reckoned up, and we know what it is. It appears to be almost equitable from the sun and earth, but in the course which was taking toward its perennial it seems to pass us an route. It is near 170,000,000 miles from us, and as if it had at the rate of 3,000,000 impulse a day, it should be pretty near upon by the middle of November. Time was when such a prophet had warned nervous people to hop over earthly confines in order to be prepared for anything that might happen; but we see a hardened race nowadays, and we think take any attack incomprehensible. A low hurried age ago the people of Constantinople and their prayers constantig in consequence of the appearance of a line ornament which threaten to pay them a visit, but since the comet of 1750 actually passed between the satellites of Japan without deflecting those small orbits from their course, people are not so easily frightened. GODDESSEB OF THE GARDEN Women Who Watch the Press Congress—Two Opposite Cities Women make up the upper and home. Nearly every day they grow a fashionable minnow in a great variety of forms known as "studies," in need of fresh pretties faces. If not as quickly as women, constant visitors at the Capitol who can hear the chatter of men at male population is not at all good looking with speech attention in that quarter. However, other galleries may be, where ladies are never slimy on any occasion in western. When any way noted for his gallantry, the waiting capacity is apt too. There are some balles who are at nearly every day; no matter how on them. They sit in the front watch the proceedings with equal whether it is a roll call or a warfare are always there. Others come only when something is going on. There are certain whom they always come to notice never miss a great speech, and present when the fate of some restoring bid is indicated. They are two congress goers. There are two possible classes. These of one class old, and are frequently angular glasses. They often carry a penny of paper upon which they sometimes note. They are looking for an "trout," and these bits of paper some hope get. Some of them can elude elephants from their statemen, taking down to bed many of the striking words and others are politicians, and got everything that is going on here. This is not spring bound classes haven't patience to listen to real dull day. They are no usual blue stockings, and when thinking "intellectual" In this house many of them get into the illumination with all volumes. The other class wear taffor made display that spring bonnets young or look so, and add crowns to their heads. They are resistant than others, and perhaps will pleasely whither it is a dull day. As long as the members are on the floor they try to inform them. At times them are joined by members in them and then for while these cause attentions to the floor. They are girls; the spring bonnet girls. In flowers and hairs and bring is the flower garden of the green galleries whereupon in the eyes born to rest. There are moments to tie hats dressing there are mirrors stoofs, and they What valley has felt its blighting effects as we have? For ten years past, at the time when the first signs of awakening were observed in Los Angeles county, Anaheim has suffered the ill which then began and threatened its very existence. What wonder that our fortune area went unimproved when water was scarce, rates high and the curse of litigation was upon us! Other legacies across the river, were benefited by riparianism not as such, but because the injury wrought us by the hurry was turned to clear account by that litigation which, without that injury and loss, would serve to bankrupt every other community in the State. Where is the other valley that has been so systematically plundered so ruffled of its gains so blasted by this ferocity? If there another in the State? We now not. How were we so fortunate as to be given by the legislature that very relief for which we had been fighting for years? We feel like suggesting a unanimous valed thanks to the Stampland county granger who devoted all his attention and benign measure. Pathys he himself was suffering from the illness which it took our last dollar to bear. Riparianism could not have been so blighted in its affect upon Stampland county as they were here. But it matters not whether comes our relief. It is at our very door. We have but to stagnate forth the hand to drink the golden apple of promise and alia. The supervance will hear our petition on October fat. Many of one best people have along disappeared of the action of the Solomon's Tavern. Our faith has always remained unhaxen. Temporary setbacks and annoyances would some times give way to that day of golden promise which even now is boring in the east. The star of hope yet heralds the rising sun, and soon our glorious sunburst will be full upon us. We shall have a plenty of water, there is enough for all. We shall have money at six per cent where now we pay ten. We shall abside spay and our valley, which, set aught ten years ago, would even now be a large and thriving bustling city, will shine in the world the wonders which it was worth to show days of yours. The Santa Ana Standard, relating to our assertion that the Democrats were scratching names of local candidates upon both tickets, prints in its issue of Saturday the following most bit of literature: - The people of Santa Ana always vote, act and do, exactly as they please and will on the same this fall, as usual. They have no local passion so far as Wm. McFaulden is concerned or any other man. Santa Ana is not palpable at any town or village in this valley; nor jealous of any person. The Santa Ana Standard, retrieved to our assertion that the Democrat, were satching names of local candidates upon both tickets, prints in its issue of Saturday the following neat list of literature. The people of Santa Ana always vote, act and do exactly as they please and will on the same this fall, as usual. They have no local jealousy so far as Wm. McFadden is contemptuous or any other man. Santa Ana city is not jealous of any town or village in this valley, nor jealous of any person. Neither has she any one to be proud of. Influential Democrats of Los Angeles are not admitting us Democrats down here; they do well he attend to their own business. Lastly we are not suspected to scratch! Santa Ana's name, nor are we satching his name, nor have we contemplated satching his name, nor do we expect to scratch his name, and furthermore, we'll satch any name and every name and all names upon each and every and all tickets in the said this fall if we want to and all of us vote as we please just the same. We only ask Anaheim and other localities to not be too hasty in jumping at conclusions. As for the Supervisorship we have heard of no kicking over it one way or the other down here, but have heard a good deal from neighbors of Anaheim. The simple, cold blooded, irronical fact is this: If Mr. McFadden is opposed to a division of Los Angeles county, he will get badly left in this valley. The division of Los Angeles county? When was that made an issue of the canvass? Santa Ana would make a very nice county seat, it is true. But we suspect the people this side of the river are quite satched to let well enough alone. As for the position of Mr. McFadden in the premises we cannot speak, knowing nothing whatever of the matter. The Standard, however, cannot truthfully accuse our people of jealousy toward them, in view of the fact that our delegation voted for Santa Ana's candidate for Supervisor, when we had an estimable gentleman up for the nomination. It cannot accuse us of jealousy when Democrats here are heartily endorsing Mr. Montgomery for State Senator. What has the Standard heard of Anaheim? Come, let us hear it. But division of the county—heavens, what a shammal—who received the sleeping incarnate? What are he to be the boundarian? Anywhere, we premise, so that Santa Ana might become the capital. We do not know how our people stand upon the question. But we spine they are arrears to building a Courthouse and other public buildings at Santa Ana, and insuring the additional expense of the undertaking, just as the present theme. We are going to build banks for the A special from Raleigh, N.C., says the Roanoke river has overflowed its banks and is flooding Northampton and Halifax counties. The antireport and cotton crop in the lowlands is destroyed, houses are loose and being tamed about in the water, and it is feared many lives have been lost. In some corkshelf the water is above the top of the corn. The country is flooded three miles from the river, and in many places the treasure alone gives a richness of the existence of land. Dwelling off have drawn out, and many mercenaries are mere floating. The people in the vicinity of the flood are painter and brower. The damage to the crops is estimated at $500,000. The river was falling at last summers. Virtue of Pure Air, How is it possible to touch people with pure air and which it really does? GOODESSEB OF THE GALLERY. Women Who Watch the Proceedings of Congress—Two Oppressive Classes. Women make up the chief audience at the house. Nearly ever, they a greater number and variety offends and tacons than would stock a fashionable miniserv's soap for a spring opening are assembled in the galleries, and a great variety of fames look from under these "stillers" in bed dress. The very pretty forms, if not as mildly as the pretty bonnets, are not few. Women are the most constant visitors at the Capitol. A speaker who can clear the airness of nearly all of the male population is apt to find an appreciative audience in the ladies' gallery. It be at all good looking his speech is certain of attention in that quarter. However than the other galleries may be, the ladies' galleries are never sloppy on any occasion while the house is in session. When a member is any way noted for his guilanchry is to speak the sitting capacity is apt to be taken. There some ladies who are as the Capital nearly every day, no matter what may be going on. They sit in the front row and watch the proceedings with equal interest whether it is a roll call or a wrangle. They are always there. Others come only when something especial is going on. There are certain members whom they always come to hear. They never miss a great speech, and are always present when the fate of some especially interesting bid is decided." They are tabular congressgoers. There are two strikingly opaque classes. Those of one class are usually old, and are frequently angular and wear classes. They often carry a pencil and scribbles of paper upon which they sometimes take notes. They are looking for an "intellectual tone," and these bits of paper are to take some home on. Some of them care only for the sequence that drops from the tongues of the statemen, taking down to be preserved many of the striking words and expressions others are politicians, and get excited over everything that is going on before them. This is not the spring bonnet class, and they haven't patience to listen to roll calls or be out a dull day. They are the congressional blue stockings, and when there nothing "intellectual" In this house or Senate many of them go into the library to combine with all volumes. The other ones wear taffor made suits and display the spring bonnets. They are wearing or look on, and add color and a crestiness to the seven. They are much more important than the others, and appear just as well pleased whether it is a dull or a fierely day. As long as the house is in session and the members are on the floor they find something to interest them. At times some of them are joined by members in the galleries, and then for a while these cause their earliest attentions to the floor. They are the pretty girls the spring bonnet girls. A bunch of them, in flowers and hares and bright colors, is the flower garden of the great wards of galleries whereupon the eyes of the men lives to rest. There one corner moment to the ladies' dressing room where there are mirrors do, and they can see to Duties of New York's Hangman. The hangman is never seen at the Tombus when he has a job on hand. He doesn't have in mind about the shop waiting for customers. Banks, he isn't cultivated as an acquaintance by the attaches. His method of dressing (of a case) is simple in the exeuse. The sheriff notifies him that a murderer is to be hanged at 3 o'clock on a certain morning. On the preceding afternoon he appears on the scene with several assistants and a book of trade. The senefold, which has been stored away in the prison since the last session, is brought out in sections and been placed in position in the yard. The sound of the hanger reaches the ears of the desirous within. The bow rope is testified, the weights based upon that of the victim, and everything got in readiness for the murderer, with his alibi, the hangman departs. At 6:30 in the morning they return and have remained with him until it becomes important that being gone over by the hangman in town. The sheriff and his deputies appear and great the foul of death. But they don't handle with him. Then the reporters, the coroner and physicians, and the undercover appear, and all is really. The prisoner brought out, accompanied by the侦察, and all those present he is the only person to take the hangman's hand in his. But while every eye has been turned upon the victim several men have been going out of the box worm the final strife has given, and where repens a keen observer brought in by the hangman. When time is up no one knows who is in town. There may be one man or two; if one may be a deputy sheriff or one of the hangman's aids. The ax falls upon the tree with a thind, and the quarrier swings off. The awful fascination of the toy does all attention from the box, and no maintains it underrated and at his belly nine masses out of ten he has been there for an hour before the execution. No one has ever been found willing to bear to the identity of a man who wielded an ax but the Tombus cellulai, who having whatever to do with the hangman's work, say it is not always done by the door. Is noticed that many New York and Brooklyn barbers feck superfluous lather on the face, while shaving with the back blunt top of the razor. This habit was upon a patron the other day, and he objected. He said that even barbers but human and liable to mistakes, and he remembered a painful scene in the where a barber, thinking he had blunt top turned to a customer's face, tried to deck the scapens from the face actually used the glittering edge and made a graffitant one will until the coffin lid closes over him.—New York Sun.
