RECORD OF THE REPUBLICAN PARTY.
The Republican party of California, in convention assembled, re-affirms its devotion to the great purpose for which it was organized and for which it has been maintained. It has preserved a free government, and secured to all the inhabitants of these United States the great rights which lie at the foundation of all just governments—the right to life, liberty, property and the pursuit of happiness—and its mission will not be fully accomplished until the laws are so construed and administered that an invasion of these inalienable rights, even as against the humblest person, shall become impossible. It points with pride to the fact that it has ingrafted these principles upon the national constitution, thereby giving to every one the protection which the power of sixty millions of freemen affords. Guided by a firm faith in these great principles, it has, during its long and eventful history, done nothing for which it has to apologize. When it took the government from the Democratic party, it found a country disturbed by dissension, States seceding and threatening secession, the treasury empty, the public credit impaired, the arsenals plundered, fortresses invested, a hostile government, whose human slavery fully armed our midst, open doors at the South and secret enemies at the North. When called upon to surrender its great trust, it delivered to its successors a united country, a free people, an overflowing treasury, public credit higher than that of any other nation on earth, arsenals and the government work intact, the flag of the Union floating in peace over a great prosperous and happy nation, commanding the admiration and respect of mankind.

We reaffirm that to the Union soldiers and sailors in the late war we owe a debt which cannot be computed, and that it is the duty of government to grant position and establish homes for all such as are disabled or in want, and with equal earnestness we condemn the heartless and wholesale vetoes by President Cleveland of the private pension bills recently passed by this Congress.
Remembering the principles enunciated in the platform at Chicago in 1884, and the State platform adopted at Sacramento in the same year, in so far as now applicable, the Republican party of California makes the following additional declaration of principles:
THE LABOR QUESTION.
Labor is honorable, and the laborer in every walk of life should be honored. Upon free, intelligent labor, and its wise direction, depends the prosperity of the nation. Everything which is useful or valuable to man is the result of labor in some form, and its careful protection should be the first consideration of the statesman. The value of labor must depend upon its producing capacity, and this must be measured by the intelligence of the laborer. The liberal education of the laborer, therefore, is the first step toward the greatest, the wisest and the most profitable development of the resources of the country and the elevation of its workmen. To accomplish this the public school system should be preserved, protected and extended, until its enabling influence penetrates to every heartstone and increases the usefulness of every person. The Republican party declares its firm belief that co-operation among laborers is for the best interests of society; that while capital is entitled to all the safeguards necessary to induce its generous investment, and while assaults upon social order, proceeding from persons falsely representing themselves as friends of labor, must be sternly repressed, the Republican party will never sanction any legislation which would restrict wage earners from co-operating and organizing for their general protection and advancement, but on the contrary will enact liberal laws fostering and encouraging co-operation.
CHINESE IMMIGRATION.
Resolved That the law-abiding citizens of the United States, be they native or foreign born, are equally entitled to the protection of our laws, and we are opposed to the immigration of all persons not in sympathy with the government and the principles on which it is founded.
Resolved That we are irrevocably in favor of immediate action on the part of Congress.

Third—In the passage of any laws upon this subject, individual rights must be protected, but if those rights are found to interfere with effectnating a just distribution of water and its utilization by the people upon equal terms, then such rights should be condemned and taken for public use under the same principles upon which all private property is condemned and taken for public use, upon compensation being made therefor. We demand an amendment to the constitution which will permit such local and special legislation as may be necessary to effectuate these purposes.
PROBLEMS OF TAXATION.
The Supreme Court of the United States having failed to determine whether or not the method of taxing railroad corporations declared by our State Constitution is in conflict with the Constitution of the United States, we are without an authoritative rule which might otherwise relieve the question of present embarrassing complications, and this subject requires of our Legislators and Executive the most careful and deliberate action. The gravity of this matter puts us in a place above the range of party politics and demands the serious action of the best-thinking people of the State. In this respect and in all others we favor equal and just taxation for the maintenance of the government, and affirm that all should pay a full share of the public taxes fairly due and in accordance with the broad principles of equity.
VITICULTURE.
Resolved That the prosperity of our viticultural and horticultural industries is of paramount importance to this State. In order to encourage their rapid improvement and a freer expansion of trade in domestic and foreign markets, to prevent unjust discrimination in favor of foreign products, a revision of the internal revenue laws and the amendments to the tariff is demanded as of immediate necessity to our people, and the Legislature should, by suitable legislation, provide for the effective extermination of all fruit pests.
COAST DEFENSE.
Resolved That the Republican party earnest urge upon the Federal government the immediate necessity of fortifying the principal sea-ports of the nation in such a manner as to protect the national honor and the property and territory of the people from foreign invasion.
THE WOOL TARIFY.
We demand, on behalf of the great wool-trol thereof whenever it shall see proper to exercise such control.

Weareunalterably opposedtoChineseimmigrationanddemandtheabrogationoftheBarlingameSafttreaty—atreatythroughwhoseloopholesslavelaborcreepsunowourshores.WepledgethebesteffortsoftheDemocraticpartyofthisStatetoetheenforcementoflawswhichshallpermanentlyprohibitandpreventsuchimmigration.WeregardIchinese laborasanunmixedevil.ThereforewefavorlegislationprovidingforthedeportationoftheChinesefromthiscountryandtheirsexclusionforever.
Inthemeantime,andpendingproperlegislationonthissubject,theDemocraticpartyofthisState.asa friendoffreelaborandinthereliefofpeople,cognizethislegalrightofanycitizentoemploywhomhepleasesyetweholdthatitistherightanddutyofthepeopleofthesite灶withholdthepatronagefromtheChineseandthatsuchlaborshouldnotbereportedtowhenanyothercharacteroflaborisavailable.
RESUMPTUARY LEGISLATION.
Resolved That we reaffirmthe principle containedintheNationalDemocraticplatform,determinedtoallsumptuarylegislation.
RAILROAD COMPANIES.
WecondemnthegreatrailroadcompaniesofthisStateforthedefianceoftheStatepower,thecorruptpracticesandtherepersistentrequisaltocontribute theirjustandlawfulproportionoftherevenue.Thecontemptanddisgracetheythusthrowuponfreegovernmentisafirststeptoconsultcommunicatingsandarbitry.Iftherichmaywithminimumintensitylosethelaw
Resolved, That the Republican party earnestly urge upon the Federal government the immediate necessity of fortifying the principal sea-ports of the nation in such a manner as to protect the national import and the property and territory of the people from foreign invasion.
THE WOOL TARiff.
We demand, on behalf of the great wool-growing interest of our State, a restoration of the wool tariff of 1867, and denounce the recent attempt of the Democratic majority in the National House of Representatives to pass the Morrison bill reducing tariff duties and placing wool on the free list.
STONEMAN'S ADMINISTRATION.
We denounce the present State administration as most wasteful and incompetent. Its weaknesses, extravagance and vacillating policy have brought reproach upon the fair fame of California. We recognize the great truth that no government can be republican even in form, unless the three departments, legislative, judicial and executive, are separate and independent, the one of the other. We declare that the calling of an extra session of the Legislature for the purpose of overseeing a decision of the Supreme Court of the State has no parallel in the history of this country, that the policy which distracted it was un-American and revolutionary, and that no words of censure can adequately characterize this attempt to destroy the independence of a co ordinate branch of the government.
APPEAL TO THE PEOPLE.
The Republican party submits its platform and its candidates to the intelligent judgment of the people, and invites their support of all, without regard to past affiliation, who desire just laws, good government, peace and security. True to its mission, it brings to the solution of the important subjects involved broad statesmen like equitable methods. Born to protect human rights, it never can be brought by any argument or by any pressure to deprive any one of a right; however small, without awarding just compensation. Upon this platform of principles and upon its past record it appeals with confidence to the candid judgment of an intelligent people.
DEMOCRATIC PLATFORM.
NATIONAL ADMINISTRATION.
Resolved, That with becoming pride we cordially endorse the administration of President Grover Cleveland for the honesty, integrity and success with which it is conducting the affairs of government, carrying out the principles of Democracy in administering public trusts, and keeping faith with the people; a respect for constitutional law, the protection of the rights of our fellow citizens at home and abroad, a desire to reform the unjust inequalities of customs, to reduce taxation, to limit the expenditures to actual necessities, the revival of trade, the increase of commerce, the restoration of the unarmed public lands to the people's heritage, the peace that happily extends throughout our whole land, and the extinction of sectional animosities are the salient marks which signalize the restoration of the Democratic party to power, and the response it has given to the trust reposed in it.
We commend the discrimination which the President has made in favor of the homeland.
SUMPTUARY LEGISLATION.
That we reaffirm the principle contained in the National Democratic platform, declaring that the Democratic party is unalterably opposed to all sumptuary legislation.
RAILROAD COMPANIES.
We condemn the great railroad companies of this State for the defiance of the State power, their corrupt practices and their persistent refusal to contribute their just and lawful proportion of the revenue. The contempt and disgrace they thus throw upon free government is a first step to encourage communism and anarchy. It is rich may with immunity defy the law, upon what principle, on a government based upon the core stone of equality, shall the poor be compelled to yield obedience? All law-abiding citizens should matte with the Democracy in their efforts to exact from them e-power in corporations observance of the law and faithful devotion of their obligations to the State and its inhabitants.
BATH AMENMENT.
We are opposed to the adoption of the proposed amendment to the Constitution of the State commonly known as the "Heath Amendment." Its approval by the people would be assured with the wishes of the most expiring monopolists of California. Our present system of railroad taxation should not be abused unless the Supreme Court of the United States should hold it to be invalid.
If the "Heath Amendment" is adopted, the railroad corporations will be their own assessors, and will contribute toward the support of government such unions only as according to their own chosen phrase: "they are denied to pay."
An examination and comparison of the original return made for the year 1855 by rare corporations to the State Board of Equalization demonstrates the fact that under the operation of the "Heath Amendment," State and counties would lose $780,007.32.
The Council of Committees of the counties of this State are requested to print their ticket against such amendment.
NATIONAL GUARD.
No free people who are unable to defend can now maintain their freedom.
We therefore advocate the proper protection of our coasts against invasion and the creation of a navy and forts to replace decayed and worthless remnants of forts and ships lefttothe country by the Republican administration.
We need a good National Guard necessary to ensure safety of our country and institutions. We therefore favor a liberal treatment of our citizen soldiers, and advocate measures to increase efficiency of their organization.
HOME RULE.
We extend our sympathy to all peoples struggling to engright upon their political system the principles of individual liberty and self-government and with special emphasis extend that sympathy to the present herdic efforts of these Irish people.
THE WATER QUESTION.
Resolved That the Democratic party recognizes the importance of water question and sheds necessity for its speedy settlement, and the party can and will settle it on a basis of equal and exact justice to all interests involved. Navigation shall not be imposed under any postext.
No class of individuals shall take injury or destroy property rights of any other class except under the rights of Eminent Domain. These rights being guarded and protected, waters of the State are the property of the people of the State, to be pledged by all.

Resolved, That the Democratic party recognizes the importance of the water question and the necessary necessity for its speedy settlement, and the party can and will settle it on a basis of equal and exact justice to all interests involved. Navigation shall not be imposed under any pretext.
No class of individuals shall take, injure or destroy the property rights of any other class, except under the rights of Element Domain. Those rights being guarded and protected, the waters of the State are the property of the people of the State, to be used for irrigation, mining, manufacturing and other useful purposes. Appropriation of water, whether herefore or bereatter made, should give no right to more water than is absolutely used in an economical manner for a beneficial purpose.
To guard against a monopoly of water for irrigation, its roots should have the right to acquire by purchase or condemnation the means necessary in conducting the water to the lands comprising such irrigation districts. The English law of riparian rights is inapplicable to the circumstances and conditions of California.
The State may at any time assume control of the diversion, use and distribution of water under general laws enacted for that purpose; provided, the State shall in no event be called upon by taxation or otherwise to construct irrigation works.
Believing in the highest representation by the people in all political semblies, we ask this convention declare for the preliminary system of selecting delegates to all conventions of the Democratic party in this State, and against the practice of County Committees naming representatives thereby and further, that it is the duty of every County Committee to carry out the work and policy of the convention which creates it; that the functions of every such committee should, therefore, be limited to such work, and that its tenure of office should expire at the moment every County Convention assembles.
Resolved, That our public schools will always have the fostering care of the Democratic party of California. We demand for them the utmost efficiency, and a liberal expenditure with no limit, so long as honesty, economy and business method cover all their works. The education of the children is the best guarantee of republican liberty.
Resolved, That mining is one of the great and beneficial industries of this State. Therefore it is the duty of the Government to devise some way for mining to be continued without injury to any other industry. And we also favor legislation providing protection for the raisin industry.

NOTICE IS HEREBY GIVEN, THAT IN PURSUANCE of an order of the Superior Court of the State of California, in and for the county of Los Angeles, made on the 18th day of August, A.D. 1896, in the matter of the estate of Gottlieb Koeffler, decreased, the undersigned, the Administrator of said estate, will sell at public auction to the highest bidder, for cash, in lawful money of the United States and subject to confirmation by said Superior Court, on Monday, the 15th day of September, 1896, at 3 o'clock p.m., all the right, title, interest; and estate of the said Gottlieb Koeffler at the time of his death, and all the right, title and interest that the said estate has, by operation of law or otherwise, acquired since his death, in and to all that certain lot, piece or parcel of land, situate and being in the county of Los Angeles, State of California, bounded and described as follows:
Sixteen and one half acres on the NE corner of lot 40., Anaheim Extension, bounded on the north by the section line between sections 4 and 9, T 4., Sec R 10 W., S. B.M.; on the east by Palm street; on the south by land of F. H. Keith; on the west by the Armenian tract.
Terms and Conditions of Sale:
One-half cash, lawful money of the United States; to be paid on confirmation of the sale by the court less ten per cent. of the purchase money to be paid to the undersigned on day of sale, balance to be paid six months from date of deed. The buyer to give his note for this balance, to draw interest at the rate of $8 per cent. per annum till paid, to be secured by mortgage on the land and note to read "on or before," so the maker can pay it off any time he chooses to do so.
