GERMANY.
The Empire of Germany consists of twenty-six States, twenty-two of which have monarchical and three a republican form of government, with Alsace and Lorraine as substantially an imperial territory. Prussia, however, largely dominates in legislation, as it possesses nearly nine-tenths of the territory. The political government is, under the constitution of 1871, composed of the Emperor, the King of Prussia, the Federal Council and the Reichstag, or imperial legislature. The Emperor represents the entire nationality, in that he declares war, concludes peace, and enters into alliance and treaties with foreign nations, with the consent of the council, except in case of an attack upon the German territory. The Emperor is Commander-in-Chief of the army and potatoes in new uses.
They are hereafter to take the place of meerschaum in pipes and of ivory in billiard balls. They are to be converted into chessmen and umbrella handles. They are to decorate the fans and parasols of ladies. Potatoes are coming up. Elephants must, in their well-known magnanimity of disposition, have a kind eye on potatoes. While they may swallow the tubers boiled—if happily they enjoy the opportunity in civilization of doing so—in their native jungles they must, if they can but hear of the fresh discovery, give a trumpeting of delight at the discovery of something that will serve as a satisfactory substitute for their valuable tusks. It is an Austrian investigator who has brought all this about. He has demonstrated that "meerschaum" pipes of "excellent quality, susceptible of the highest polish, and even more readily colorable than the genuine spinma di mare," may be made of potatoes. Perhaps some enterprising San Francisco would like to go into the business of manufacturing "meerschaum" from potatoes. This is the way it is done. It is easy enough. After carefully peeling the potatoes and digging out their "eyes," boil them unintermittently for thirty-six hours in a mixture of sulphuric acid and water, and then put them into a press. After squeezing out every particle of natural or acquired moisture in them, the potato is a hard block of a delicate creamy-white hue that would by experts be taken for genuine meerschaum. By another process it can be hardened into a substance as smooth and enduring as ivory, but that secret is not revealed. One at a time is considered enough.

He convokes, adjourns and closes the Council, save that he must convoke it at the request of two-thirds of its members. This council consists of fifty-eight members, of which Prussia has seventeen. The Emperor appoints the committees for the army and navy. The Reischtag is elected by universal suffrage and by ballot, at the average rate of one Deputy for each one hundred thousand inhabitants. It consisted in 1873 of three hundred and eighty-two members, of which Prussia was entitled to two hundred and thirty-six.
We see, so far, the dominating influence of Prussia in the Empire, in that her King is Emperor, with certain imperial powers; in her large proportion in the Federal Council; in the large majority in the federal legislature. But by the constitution, in order to the enactment of an imperial law, a majority of the Council and Reichstag is necessary and sufficient. Prussia, therefore, if united, is the absolute legislator for the empire. The requirement that every German shall, in one phase or another, serve twelve years in the army, and the control of the army by the Emperor, evidence the authority and power of the imperial head. But, says the Emperor, the functionary, the civil functionaries of the government, must obey the orders of the Emperor politically, as the soldier does militarily. That Germany is convulsed in regard to religious laws, to financial policy and the construction of the constitution, is matter of history; that the last utterance of King William is retrogressive and aggressive, while the people are looking for larger liberty and more favorable laws for the citizen, is patent; that the questions will not be solved at once, is certain.
An English Shylock.
A very well-known person is reported to have said that if you must borrow money go to a Jew and not to a Christian, because, although the former loves large interest, he is satisfied when he exacts a certain amount, whereas the Gentile is always prepared to take advantage of you, and his rapacity has no limit. This view of the matter has received confirmation if we are to believe the revelations made in the Stonehouse County Court. One Thomas, a usurer, loaned a pensioner £6, and charged interest at the rate of twenty-three shillings a quarter. When the borrower had repaid £7 he presumably fell into arrear, and was promptly sued for £8 for renew-

Transporting Sheep at a Profit.
Chicago, Oct. 13th.—D. Naret of Umatilla county, Oregon, has driven through from Oregon to the Burlington and Missouri River Railroad, Colorado, one lot of 18,000 sheep, all wethers. Five thousand of these have been shipped to Chicago, and a portion of them were on sale at the stock yards yesterday. The rest of this herd are grazing in Colorado. These sheep, after having been driven 1,300 miles, from near the line of Washington Territory, and then enduring a ride of 1,400 miles by rail, appear in the yards as neat and clean as any animals arriving, and averaged 122 pounds weight, ranging from 119 to 125 pounds per head. Mr. Naret said the sheep cost him about $2 a head. The clip of wool paid for the sheep. The cost of shipping by rail averaged $1 20 a head, and the price obtained here was about $4 50 per head.
The women of Boston do not appear at all anxious to avail themselves of the limited franchise conferred upon them. It is noted that no woman has yet registered to vote for School Committee at the municipal election in December. There will be one more opportunity for registration November 2d.
