Brief communications on current topics are respectfully solicited from all parts of the county. Rosecrans' Letter to the Woman's Industrial League. WASHINGTON, Sept. 15th. — The Woman's National Industrial League effected a permanent organization here last night by the election of Mrs. Charlotte Smith of Washington, D.C., President; Mrs. Lavinia Dundore of Washington, Resident Secretary; and Mrs. Mary Barton Greene of Massachusetts, Corresponding Secretary. Peter Cooper of New York, W. W. Corcoran of Washington, General Rosecrans, Mrs. Sciater, Senator Fair of Nevada and Susan King of New York were elected honorary members. The following letter from Representative Rosecrans was read at THE RHINE PEASANTRY. No government aid is given to the peasant in the Rhine province; he must raise money by frugality and hard work before he can hope to "sit under the shade of his own fig tree." There are many private societies for advancing money, at low rates of interest—none higher than five percent. If a man desires to buy his holding, he is at liberty to pay a portion down, and the rest by annual installments. From the date of the first payment the property is his own. Should he become bankrupt, the landlord cannot seize it; he must take an action against the insolvent purchaser, when the land is sold by public auction, and from the proceeds he is paid such a sum as the judge considers equitable. The price of land varies from 200 to 500 thalers (£30 to £75) for a "morgen," nine-tenths of an acre, in the Rhine province; but this varies in different localities, and is, of course, dearer near towns and cheaper in the country districts. When land is rented, however, from £1 to £3 10s per "morgen" is usually paid; but this, too, varies according to the demand for and quality of the land. A portion of land is in some communities set apart for experimental husbandry, and only such seeds and fertilizers as produce good results are bought. The peasants, too, pay professors of agriculture to test the value of chemical manures, while experienced men travel from village to village to give needful instruction. CHARLOTTE SMITH—Madame: Accept my deep contrition and apologies for having twice failed to send you what you had a right to say was in your hand, and which I had partly written, expressing my hearty sympathy with all reasonable movements to enlarge opportunities for the proper employment and just compensation for the services of women. Under the dominion of ancient gentilism, woman has been, and still continues, practically a slave. Under modern materialism and its congeners, she is made the lay goddess of sensuality, which brings her to deeper physical and moral degradation. Christianity, which proclaims her the equal of man, in the grandeur and dignity of her duties and of her immortal destiny, alone prescribes her true position in human society, and she glorifies and sanctifies the virginal as well as the married life. To maintain herself in this position, woman should be helped with all reasonable opportunities and safeguards. In the bosom of the family and in the discharge of wifely and motherly duties there are those who choose the married life. For virgins and widows the cares of society should be redoubled. To give them the safe opportunity to earn their own livelihood in all the branches of employment suited to their strength, intelligence and skill, is a work not merely of mercy but of justice. To see that they are paid equal wages for equal services with the other sex is manifestly fair and just. Nor should any of the evils which have grown upon the departments through infamies as damning to those who have asked as it is to those who have allowed them, be placed to the Government from being a leader in the work. "I don't know," said Keep. "It's to your order, ain't it? I guess you'll get your money." That was all he would say. About a week or so later he came in with another check for $10,000. "Now, see here," said I, "can't you tell me anything at all about this? What was done, anyway?" "I don't know," said Keep, "but I guess you'll get the money; the check is all right."
