WAGES IN ENGLAND AND AMERICA.
We are constantly told that the manufactures of the United States cannot hope to vie in foreign markets with those of Great Britain, so long as skilled labor can be procured more cheaply in the latter country. Two years ago we pointed out that there was by no means so great a difference in the wages earned by English and American operatives as was generally supposed. It is now maintained by Manchester mill-owners that their workmen are actually receiving higher pay, in proportion to the time they work, than they could obtain in Massachusetts; and it must be owned that the data collected by Consul Shaw.
THE HOUSE FLY.
No part of the fly structure is more wonderful than the mouth. Watch a common fly alight on a piece of sugar. From the under surface of the head, apparently, is unfolded a long organ looking very much like an additional leg; and with this structure the fly scrapes the sugar, licks up the cream, spoliates the jam, and, as we shall presently note, effects destruction in other and varied ways. To understand what the organ in question is, let us briefly glance at the typical structure of the insect-mouth. Four sets of organs or appendages compose the "mouth." There is first an upper lip, then a pair of large jaws, then a pair of lesser jaws—forming a tube or tongue in butterflies—and last of all a lower lip. In a bestle the chief mouth organs are the greater and lesser jaws; whilst in a bee or wasp the jaws are also well developed for the work of the hive, but the under lips form a "tongue" wherewith the bee sucks up honey from the flowers. Now in the fly, the mouth parts are of modified nature. Speaking generally, the "jaws" are represented by small bristle-like organs, and the upper lip is developed; but it is the labium or under lip which comes to the front in the development of the fly's mouth. Here it forms as in the bee's, the chief organ of nutrition. It is the under lip which we see unfolded from beneath the head when the fly attacks the sugar.
And when we place this organ beneath the object-glass of our microscope we can readily discover the sec-
cheaply in the latter country. Two years ago we pointed out that there was by no means so great a difference in the wages earned by English and American operatives as was generally supposed. It is now maintained by Manchester mill-owners that their workmen are actually receiving higher pay, in proportion to the time they work, than they could obtain in Massachusetts; and it must be owned that the data collected by Consul Shaw, and forwarded to the State Department, go far to confirm this assertion.
It appears that in the great manufacturing districts of East Lancashire the pay of weavers in the year 1880 ranged from $3 84 to $8 64 per week, subject for a part of the twelve-month to a reduction of 10 per cent. The average earnings of weavers in the mills of Massachusetts during the same period varied, according to the skill of the employe, from $4 82 to $8 73. In Lancashire the weekly earnings of ordinary spinners were from $7 20 to $8 40, while what are known as master spinners obtained as much as $12. At the same date in Massachusetts spinners of all grades received from $7 07 to $10 30. The average wages of the men employed in the Massachusetts factories is $8 30 a week, while in Lancashire the average earnings of full-grown male operatives is $8. The pay of women and girls is from $3 08 to $5 62 in Massachusetts, and from $3 40 to $4 30 in Lancashire.
At the first glance these figures seem to indicate that the American operative is slightly better off than his fellow-workmen in Great Britain. But we have not yet considered the difference in the hours of labor and in the purchasing power of money. In the Lancashire mills an operative works but 56 hours a week, whereas he must work 60 in the Massachusetts factories. We must bear in mind, too, that the hours of labor exacted of factory hands in the other New England States are usually from 66 to 69 per week, although at the same time wages are generally less than they are in Massachusetts. A little calculation will demonstrate that, in proportion to the time exacted, the wages of skilled labor in cotton mills, at all events, are not even nominally greater in the United States than they

We must bear in mind, too, that the hours of labor exacted of factory hands in the other New England States are usually from 60 to 69 per week, although at the same time wages are generally less than they are in Massachusetts. A little calculation will demonstrate that, in proportion to the time exacted, the wages of skilled labor in cotton mills, at all events, are not even nominally greater in the United States than they are in England. When we investigate the purchasing power of money, we find that while bread is cheaper in Massachusetts than in Lancashire, and meat not much dearer, yet that the cost of woolen clothing, of tea, coffee and sugar, as well as the rent of lodgings, are much higher in the manufacturing districts in this country than in Great Britain. We can not well escape the conclusion from these statistics, that at the present time skilled labor does really cost more in Great Britain than in our Eastern States. When we weigh the practical bearings of this fact, and remember, too, that as regards cotton manufactures, at all events, we should be able to procure the raw material more cheaply than it can be sold in England, it does certainly appear that our manufacturers will be at no distant day in a position where they can undersell their British rivals. We observe, however, that last year according to reports of Consuls from all parts of the world, a higher price was everywhere demanded for American than for British cotton goods of a low grade. It is said that British fabrics can be sold at a lower rate, simply because they are adulterated, and that in some foreign markets, as in China, for example, the quality of cloth is a matter of much less importance than the price.—New York Sun.
