The Aims and Purposes of the Order Defined.—What it has already Accomplished for the Good of Mankind. An address delivered by J.M. Gurney at a Social given by Anaheim Lodge No. 54, A.O.U.W., Dec. 13, 1880. Fraternal societies, charitable associations and secret organizations of all kinds have multiplied wonderfully in the past twenty-five years. Many of us who have scarcely reached middle age, looking back to our earlier years, can recall the feelings with which we regarded a man who belonged to a secret society. To our boyish imagination, an air of mystery seemed to invest the life of such a man. He was the custodian of some wonderful secret. He had looked upon hidden mysteries. He knew the cabalistic word that gave entrance to the inner temple. To our youthful fancies such a being could be no ordinary man. The increased number of secret organizations has divested them, in a great measure, of their mystic character, and we no longer regard the custodians of their mystic rites and emblems as a very different order of beings. The multiplicity of secret organizations, whose ostensible aim and purpose is benevolence, would seem to demand of any new order originated for a similar purpose, some excuse for its existence. Although the Ancient Order of United Workmen is a society made upon the members of the lodges directly under the jurisdiction of the Supreme Lodge have varied from $14 to $16 yearly, on each member. For the past six years the average taken has been $14.80, being a little more than four cents per day as a completely secured guarantee of $2,000 to be paid on the death of a member. "Can any man who is eligible to membership and in circumstances to meet the required cost, be justifiable in neglecting to give his family the security which it affords? Does not prudence and affection dictate that he should secure for them the protection offered?" It may be asked, "What advantage is there in this method of insurance over the ordinary life insurance plan?" Looking upon our Order merely as an insurance company, we answer that our system of assurance has many and great advantages over the system of ordinary life insurance. "Our Beneficiary System is simple, easily understood, economical in its workings, and in all its details comes under the direct observation and care of the members who meet weekly in their lodges. These lodges are governed by officers regularly elected by the members, the financial affairs are under proper guards and restrictions, and a careful system of checks prevents fraud or betrayal of trust." We do not seek to trace its origin far back into the dim ages of the past. Its workings are shrouded in no mysterious rites, borrowed from tradition. Its symbols are those of a utilitarian age; its emblems those of peaceful industry; its implements those of the laborer; its watchwords Charity, Hope and Protection. Its mission is one of benevolence. It responds to the wants and necessities common to mankind. It throws the agis of protection around those whom we most love and cherish. It binds with the tie of fraternity men of dissimilar creeds and different natures. It imbues them with hope for the future and charity for all. Other societies claim to foster fraternity, to teach charity, and to do works of benevolence. We do not seek to disparage or to deny their claims. We hail as co-workers every society, every organization, every association that helps to elevate man to a higher plane of thought and action; that fosters benevolence; that inculcates charity; that teaches the fatherhood of God and the brotherhood of man. To those who belong to our order, and who have made themselves familiar with its workings, it is needless to enlarge upon its objects and aims. But to our friends who have favored us with their presence, a brief explanation of the objects, aims and practical workings of our organization may enable them to see and estimate it at its true value, and possibly may induce some of them to enlist in its ranks and become sharers of its benefice. The following brief outline of the workings of our Order I have compiled from the Constitution, By-Laws and a series of articles published by our Grand Recorder, H. G. Pratt: "The Ancient Order of United Workmen is a general organization for the mutual benefit of its members and their families. It embraces in its membership persons of every honorable vocation, profession and occupation—employers and employees—workers of all classes, whether their labor be mental or physical. It has no connection with any religious sect, political party, or organization for affecting the price of labor or commodities; but it is designed to promote fraternity, mental and social improvement and mutual assistance. The most distinctive feature of the Order is what is designated as the Beneficiary Fund—a carefully devised, "Our Beneficiary System is simple, easily understood, economical in its workings, and in all its details comes under the direct observation and care of the members who meet weekly in their lodges. These lodges are governed by officers regularly elected by the members, the financial affairs are under proper guards and restrictions, and a careful system of checks prevents fraud or betrayal of trust." "All money paid on assessment for the beneficiary fund goes to the payment of death benefits, without reduction even for expenses, these being provided for out of a general fund raised in each lodge. This general fund is made up in part from initiation fees and in part from monthly dues, which are from 25 cents to 50 cents each per month, as the lodge sees fit to order. This leaves the entire beneficiary fund intact for the purpose for which it was intended." "There are no commissions, fees or salaries to be paid out of it, but the entire amount paid in heirs of the widows, orphans and other heirs of deceased brethren." Let us continue this comparison between the relative cost of insurance by the life plan, and that by the beneficiary system of the A. O. U. W. During the year just closing the members of our Order in this State have paid 16 death assessments of one dollar each. Our individual lodge dues are $6 per year, making the total annual cost to each member of our lodge of $22, off a guaranteed policy of two thousand dollars. This may be taken as the maximum cost. There is little likelihood that the assessments will increase in the future. Indeed there is every assurance that it will decrease. The medical examinations are more rigid now than formerly. Enlarged experience has enabled us to more thoroughly systematize the workings of the Order and thereby reduce expenses. The amount paid in annual premiums on a two thousand dollar policy in any of the first-class insurance companies, by a person insuring at the age of 35, is about $52 a year. If taken out at the age of 45, it will be about $72. Thus it will be seen that a person aged 35, taking out a life insurance policy, will pay at least $30 more, and one aged 45,$50 more than a member of our Order pays for the same insurance. The applicant for admission into our Order is required to pass a medical examination, as rigid if not more so than that demanded by the most cautious insurance companies. But in addition he must pass a test not required by these companies. The character of the applicant must undergo a strict investigation, and he must pass the ordal of a secret ballot. No man of bad character or of bad habits can become a member of our Order, nor can a member lapsing from virtue continue his connection with it. No person under 21 or over 50 can be admitted to membership. We have no graduated scale of assessments varying with the age of the members. All pay alike. We number to-day more than eleven thousand members in the State of California. There comes a time to every affectionate husband and father when he deeply regrets his neglect and indifference in not providing for those dependent upon him. And that is when stretched on a bed of sickness, he sadly reflects upon what will become of his loved ones should he be called away. I have dwelt at considerable length upon the beneficiary feature of our organization. There is another equally important feature that I must briefly allude to before closing. It is a self evident truth that men can attain to the highest civilization, to the loftiest planes of thought and action, to the truest manhood, only through intercommunication and association with one another. Recognizing this truth the tenets of our Order impress upon us the necessity of fostering fraternity. The members of our lodges are picked men. The character and habits of every applicant are closely scrutinized. The nature of our organization, the obligations which members take upon themselves when uniting with it are eminently calculated to encourage a spirit of liberality, to soothe all feelings of bigotry, and to do away with prejudices. In the lodge room the members of opposing sects, the patrons of hostile parties, the adherents of dissimilar creeds, meet, and forgetting for the time their antagonisms, mingle in fraternal intercourse.
