Speech of Jefferson Davis.
New Orleans, July 11.-Jefferson Davis, in his speech yesterday, on the occasion of the presentation of a gold badge and certificate of membership of the Association of the Army of the Tennessee, after expressing gratitude for the honor conferred, recapitulated the stirring events of the war and hardships endured. He said the question of a State's right to secession in 1861 was at last debateable. He asserted his unshaken belief in the right of secession and the right of citizens to battle for the cause. He reviewed the operations about Vicksburg and spoke in glowing terms of its defenders. In referring to them he said: No one supposes that I am seeking to disturb such peace as we have, or to avoid the logic of events. You have done your duty in the past and would fulfill equally well the duties of the present and future. You agreed to return into the Union and abide by the Constitution and laws made in conformity with it. Thus far and no farther do I understand your promise to extend. Davis congratulated the South on regaining possession of local self-government and the power of the people to elect their own representatives, and said that the total non-interference of the Federal Government with the domestic affairs of States was a renewal of State sovereignty, and would secure peace. Every event that has befallen our institutions is directly traceable to the perversion of the compact of union and the usurpation by the Federal Government of undelogated power.
It seems that the contested water case of Los Nietos is becoming a matter of the most vital interest to the farmers of that section. An adverse decision in the case now pending would be equivalent to their ruin. The Downey Courier says: Three injunctions, issued out of the District Court, have been served upon the Board of WaterCommissioners of this district, restraining them from interfering with vested rights. A motion to make the injunction perpetual will be determined at the next term of the Court. The case really involves the legality of the law under which the Commissioners are acting. —Miss Katie Olden will take her departure this morning for San Jose, at which place she will remain a year, attending school. Miss Des Granges accompanies Miss Olden to San Jose, for a short visit.
—During the fiscal year ending June 30th there were received at Wilmington and shipped over the S.P.R.R. 19,000,000 feet of lumber. For the same period there were received at and shipped from the same port and carried over the railroad 34,000 tons of merchandise.
—A correspondent of a Los Angeles paper, writing from Wilmington, says that two ladies drove a sorrel mare from that town to Los Angeles (a distance of twenty-three miles) in one hour and forty-five minutes, a little over four and a half minutes per mile. We have our opinion of that correspondent.
—The attention of the road overseer of this district, whoever he may be, is directed to the condition of the road leading from Anaheim to Garden Grove, as noted by our correspondent at the latter place. The trade which comes to Anaheim from that section should not be diverted elsewhere by the neg-
Peace Congress Ended.
BERLIN, July 13.-The Congress closed its last sitting to-day. Proceedings began at half-past two and ended at four. The treaty was signed by all the plenipotentiaries alphabetically. The Secretaries attended previously at one in the afternoon to affix the plenipotentiary seal to each copy. After the signing Count Andrassy warmly eulogized Bismark's Presidency. Bismark thanked the plenipotentiaries for the indulgence. The proceedings terminated with a grand court dinner. This evening at Whitehall Palace Crown Prince Frederick William congratulated the illustrious tatesmen upon the realization of his hopes that the blessing of peace would crown their efforts. He declared that Germany's co-operation can be counted on to secure and preserve this great benefit. He proposed the health of the plenipotentiaries and their Sovereigns.
Hot in St. Louis.
St. Louis, July 12.-The weather has been intensely warm here this week, the mercury having ranged from 95° to 102° in the shade during the day and from 80° to 90° at night. Numerous cases of sunstroke have been reported at the City Dispensary, between thirty and forty in all, and perhaps eight have died up to this evening.
A woman was arraigned in a Rochester police court recently, who had been arrested more than 135 times, nearly all her offences having been committed, however, in Belfast, Ireland. Her name is Ellen McCandless, and her troubles appear to have their origin in a fearfully ungovernable temper. Among her various crimes were felonious wounding, for which she served five years, twenty-six assaults on the police, obtaining goods under false pretenses, and attempting to commit suicide. Her last sentence in Ireland expired

New Advertisements.
Mr. Henry Schwartz, to whom was awarded the contract for sprinkling the streets, notified the Town Trustees the other day that he was unable to comply with the contract. The Trustees met on Thursday to consider the matter, and the result of their deliberations is given in an advertisement in another column.
Mrs. Helen Taylor, being desirous of returning to Arkansas, is anxious to dispose of her valuable property in Fairview.

The Trustees of the Cajon school district give notice of an election to vote upon the question of levying a tax.
The Probate Court publishes a notice in regard to the estate of Adam Hill, deceased. Mr. Fesenfeld gives notice that his tinshop is now in full running order.
There is a vein of coal on the edge of the foothills south of town some seven miles. A piece of it has been tested, and it burns splendidly—just as anthracite from Pennsylvania. But strange to say, the locality can't be found. Two different men have accidentally seen the vein. One of them knocked off a piece of coal with his horse's hoof, took it home and burned it. It was dusk when he found it, and now he can't drop his eye on the exact spot, though he has sought it for days. We understand a determined effort is now being made to find the prospective coal mines—Riverside Press.
The wharf at Santa Barbara, which was swept away seven months ago, has been rebuilt, and now passengers step from the steamer to the wharf, as of yore.

Her husband, whom she frequently assaults, seems to like her. Whether insane or not, Mrs. Candless is hardly the kind of emigrant that adds to the wealth or glory of the country.
New York, July.—A Herald special from Long Branch says: Secretary Sherman has rather astonished some of the politicians by the statement which he made last evening in the course of conversation with a gentleman. He said he believed that Grant would receive the nomination for President, and that if the Convention sat to-morrow the vote would be given almost by acclamation.
New York, July 10.—A Chinaman to-day made application to Judge Choate, of the U.S. District Court, to become a citizen. The Judge denied his application under the decision of Judge Sawyer, of the U.S. Circuit Court of California.
The famous Temescal tin mines in San Bernardino county have been bonded by some German capitalists for $1,500,000. A large force of men will soon be put to work.
The ship Western Shore, from Seattle with coal, went ashore on the night of the 10th between the Golden Gate and Point Reyes. The ship was valued at $80,000, and her cargo at $12,000. She is a total wreck.
Hattie Empey, aged 15, took strychnina in Sacramento on Monday and died in a short time. Her relatives live in Canada, and homesickness was the probable cause of the suicide.
