WASHINGTON, Feb. 7. — The House, by a strict party vote, unseated Pacheco and declared Wigginton entitled to the seat. The Pope Dead. Rome, Feb. 7. — The Pope died at 4:57 this afternoon. Mr. Cooper. A correspondent of the Express, writing from Rock Falls, Illinois, gives a few facts in regard to the gentleman whose name heads this article. It will be remembered that our Orange correspondent has several times made unfavorable mention of the fellow: This man (Fred T. Cooper) is a gigantio fraud. He came to this place about the first of December, 1877, and created a good deal of excitement by announcing that he wanted fifty families to go with him to Orange, Cal., representing himself as the agent of a Mrs. Blaine, who, he said, owned a vast amount of land, which she intended to colonize with families from the States. He made the following offer: To pay all expense there; give each family 70 acres of land; furnish provisions for two years; etc. As he had been a member of the Thirteenth Illinois Volunteers, and as there were a great many veterans of that regiment living here, he had no trouble to find many to believe his story, and many applied to go with him. He was hereabouts three weeks, and in the meantime had drawn about $300 from his old-time friends, under pretence of being robbed. Since he left here he has been swindling in the East.
