The Southern Pacific Railroad Company, according to the Express, are trying to get possession of the entire frontage of Wilmington harbor, from their wharf around to Timm's harbor, or Old San Pedro. This they are undertaking to do under the Marsh and Tide Land Act, which enables parties to secure from the State, at a small stipend per acre, all the land between high and low water mark. The people at Wilmington considered themselves secure from an attempt of this character because their town was incorporated several years ago, and the beach in front of an incorporated town is by law exempted from location as other tide lands. But it now seems that the exemption does not commence to operate until the people of a town incorporated have taken the necessary political steps to perfect their incorporation, by facing in motion the municipal machinery such a corporation. The people of Wilmington have never done this, and as a consequence the beach in front of their town is subject to location. As soon as the Railroad company became apprised of this, they instructed their agents here to take the necessary steps to make the application for all the such surrounding the harbor of Wilmington. Their agents are now at work making out necessary papers in this city, and they will be forwarded to the Surveyor-General's office at Sacramento as soon as completed.
Illicit Distillery Seized.
San Jose, Nov. 15.—Revenue Collector Kelly yesterday afternoon visited the place of Robert Parker, situated in Santa Clara county, near Saratoga, and seized an illicit distillery which he found in operation with Parker in superintendence. It was situated in the bed of Calaveras creek, carefully concealed, with pipes to carry the smoke to a great distance from the works, the steam being condensed in a water tank. The official arrested him and seized his still and machinery, a large lot of brandy in preparation, and 50 acres of land, his property. Parker has heretofore borne an excellent reputation.

New York, Nov. 15.—A World special from Rome says that Cardinal Simeoni, Secretary of State, is summoning all the Cardinals to support him in his trial for a foreign Pope, and the old conciliatory policy. The Pope's doctor has been dismissed. It is supposed that he had been giving information to the Italian Government. The hope of the Cardinals to keep the death of the Pope.

—The Teachers' Institute will commence in Los Angeles on Monday and will continue in session until Friday. The public schools will necessarily be closed during the week, the law making the attendance of teachers compulsory. Professor J. M. Guinn, of Anaheim, will deliver a lecture some evening during the week. His subject will be "Foundations; on Training vs. Teaching." Prof. Allen, of the Normal School, and Mrs. Carr, Deputy State Superintendent, will also deliver lectures.
—One hundred sacks of walnuts were shipped by railroad from here to San Francisco this week. Sixty-five sacks were shipped by Mr. James Shugga. They average sixty pounds to the sack, and realize the owners eight and a half cents per pound. These nets were raised on farms a short distance from this town, and were contracted for by San Francisco parties before ripening. Mr. J. H. Burke has a large orchard of walnut trees; the old Barton place produces a large crop of walnuts, and other farms in this vicinity have bearing trees.

Notice to Architects and Builders.
The Board of Trustees of Anaheim School District, having determined to erect a school building on the lot recently purchased, hereby invite architects and builders to submit to the said Board plans and specifications for said school house. A general idea of the building desired, together with all other necessary information, will be given upon application to the undersigned at the GAZETTE office.
The right is reserved to reject any or all plans and specifications which may be submitted; but if the Board agree to adopt any of the said plans and specifications, then the owner thereof will receive the sum of fifty dollars as a compensation therefor.
