A New York paper thinks that the Chinese man will never assimilate with Americans. He sends his money to China for tea, instead of patronizing the gin-mills of San Francisco.
"BLEAR-EYED PIPER, of California," in the affectionate way in which a St. Louis paper refers to San Francisco's representative in Congress. It might have paid the Piper a better compliment.
"How to make New York a Great City" is the title of an elaborate editorial in the New York Herald. Here in Anaheim we have been laboring under the delusion that New York was already a great city.
The Waco, Tex., Examiner tells of a man with "one bullet in the brain, and one in his head." This leaves a very unpleasant doubt in the reader's mind as to where the man carries his brain.
Two men were found on their knees on the sidewalk above one of the Toronto police station gratings the other day; one of them was holding one end of a long slender tin tube to the mouth of a prisoner below, while his companion was pouring a small bottle of whisky into the other. The prisoner had already disposed of one bottle, and was at work on the second when a policeman stopped the game.
Tree Planting along Public Roads.
A correspondent requests us to publish the law in regard to planting trees along the public highways, a request with which we cheerfully comply:
An Act to encourage the planting and cultivation of shade and fruit trees upon the public roads and highways of this State. Approved March 30th, 1863.
SECTION 1. The board of supervisors of any county of this State may, by an order of such board, to be passed at a regular meeting of such board, and to be entered in the minutes thereof, authorize the planting and cultivation of shade and fruit trees, by per-

Public attention throughout California is being very generally turned to hog-raising, and we think the subject is well worthy of the serious consideration of farmers and others. The enormous proportions to which the packing interest has attained in the past is simple evidence of the profitable nature of the business. Cincinnati, Chicago and St. Louis owe a considerable portion of their prosperity to the location of packing-houses within their limits. The packers of the city of Chicago slaughter annually nearly 2,000,000 hogs, and the section known as Bridgeport, comprising an area and population equal to a large town in itself, is peopled almost entirely by packing-house employees. The exports of meat pork and hams and bacon to all parts of the world are simply enormous. Indeed, the packing trade is one of the most important National interests we have. It is only fair that California should take her place with New Jersey, Illinois, Indiana, Michigan and Missouri as a packing centre. As the matter stands at present, California is a large importer of Eastern hams, bacon and mess pork. In every store in the State we see Cincinnati or Chicago cured hams offered for sale. Now, packing and curing can be successfully carried on in our State just as well as in any other, and indeed the establishments already started have met with very good success. Their produce is good in quality and commands a reasonable price. It is esagittal, however, to the extension of this industry, that the necessary supply be raised by our farmers, to guarantee packers in building and equipping packing houses.
We believe there is no better country extant for the raising of hogs than Los Angeles county. The results already attained by hog raisers in our midst show that there is, to use an aldermanic phrase, "money in it." We learn from good authority that the best class of hogs to raise for packing purposes are a mixture of the Essex and Berkshire, and that such hogs readily command from 6 to 6½ cents per pound delivered at the depot. We are further informed that at such a price hog-raising is a money-making business; in fact, that a man can get rich at it at those rates. The Christian Advocate, Chicago, in a late article on the says that it is a filthy and deform "it is direct violation of the General Conference of the Illinois passed a resolution follows: "It is recommended that no person addicted to tobacco be admitted to member church." An Act to encourage the planting and cultivation of shade and fruit trees upon the public roads and highways of this State. Approved March 30th, 1868.
Section 1. The board of supervisors of any county of this State may, by an order of such board, to be passed at a regular meeting of such board, and to be entered in the minutes thereof, authorize the planting and cultivation of shade and fruit trees, by persons owning lands in such county, upon the public roads and highways adjacent to such lands.
Sec. 2. The board of supervisors may, by order entered upon their minutes, designate the roads or highways upon which such trees may be planted, so describing such roads, by reference to places and boundaries, that the same may be readily ascertained. They shall also, in such order, direct the species of trees to be planted, their age when planted, their distance from each other, and their position with reference to the traveled road, and also all such other rules and regulations as they shall deem proper to secure the proper planting, growth and protection of such trees, and also to prevent their obstructing the travel upon such road.
Sec. 3. Whenever any person shall plant, upon any public road, in front of land owned by him, shade or fruit trees, in accordance with the provisions of this act, and also of such rules as the board of supervisors may prescribe herendum, such person so planting such trees shall file with the board of supervisors of such county a written statement, setting forth therein the road or places upon which such trees are planted, the number and species of trees thus planted, and the time of planting.
Sec. 4. Four years from and after the date of planting such trees and giving the notice as provided in section third, the person planting such trees, or his legal representatives may present to the board of supervisors of such county his statement in writing, verified by the oath of such applicant, setting forth therein the number and species of trees originally planted, when and by whom planted or caused to be planted, and the number then living and in a thrifty condition; and for any willful misstatement contained in such report the party making the same may be prosecuted for the crime of perjury.
SEC. 5. Upon filing such verified statement, the board of supervisors of such county shall allow to the party making the same the sum of one dollar for each and every tree so planted and growing thrifty, the same to be audited and paid out of the general fund of said county as other claims are allowed, audited and paid.
SEC. 6. Nothing contained in this act shall be construed to apply to any trees planted before the passage of this act, or unless planted and cultivated as required by the orders of the boards of supervisors.
SEC. 7. This act shall be in force from and after its passage
Section 2663 of the Political Code reads as follows:
Any owner or occupant of any land adjoining a highway not less than three rods wide, may plant trees on the side contiguous to his land. They must be set in regular rows, at a distance of at least six feet from each other, and not more than six feet from the boundary of the highway. If the highway is more than six rods wide, the row must not be less than six nor more than twelve feet from the boundary of the highway. Whoever injures any of them is liable to the for raising of hogs than Los Angeles county. Again, why should not our new settlers go into hog-raising on a large scale, and our old residents, who are not satisfied with their present occupation, turn out of it and try hog-raising. Of all; the evils that can befall a country, none is worse than the evil of trying to force upon a district a class of business to which it is not adapted—to try and force land to raise wheat when it is adapted to alfalfa, or to try and raise corn where the land is adapted to the culture of vines.
Now for the raising of hogs:—Nothing is better than alfalfa; it is excellent feed for them in any form, but on dried alfalfa hogs will fatten and thrive admirably. Their flesh is sweet and firm when so fed, and their yield is large in quantity. There is no district better adapted to the raising of alfalfa than ours, and as a natural consequence ours is a good hog-raising county. Our crops of alfalfa are heavy, and we believe the almost universal verdict of those who have experimented in alfalfa culture is that it is one of the very best cards they have met with. Alfalfa possesses, moreover, this great advantage over the majority of crops raised in California — after a year's growth it defies drought. The nature of the plant is such that it takes root to a great depth, and consequently it requires a drought of extraordinary length to affect the vitality of alfalfa. Indeed, everything goes to show that it is the surest crop that can be raised. Then, if our premises are correct, hog-raising must be a good speculation. If our county is a good alfalfa county, then alfalfa raising must pay. Next, if hog-raising is profitable and alfalfa is the best and cheapest kind of feed for hogs, there can be no doubt that our valley is destined to become a great hog country. Packing-houses are springing up around us and all over the State. The demand for hogs will consequently increase, and so we have assurance of continued good prices for them. We invite new-comers and old settlers alike to investigate these matters for themselves, and to act according to the result of such investigations. We are great believers in progress, and do not hold with that class of men who make up their minds that a certain article must be produced in a certain district and no other, and who continue planting or sowing the same kind of crop year in and year out, let it pay or not. We strongly advocate looking into new matters in agriculture, and investigating them carefully so that we may benefit by producing such crops as are most profitable and find a ready market.

The golden wedding of Mr. and Mrs. Isaac
Goodkind, aged 78 and 75, was celebrated by
themselves and sixty of their children, grand
children and great grandchildren, at 367,
West Thirty-sixth street yesterday. As the
aged couple sat surrounded by the elders of
the assembled party, the little ones to the
number of thirty, marched into the room two
and two, the larger first, then the smaller,
until the rear was brought up by a toddler of
two years. Each child carried a bouquet of
flowers, which decreased in size, as did the
bearers, until the last two bore each a single
blue violet. Filling past their grandparents,
each child presented the flower to them; the
boys to the grandmother, and the girls to
the grandpa; and in making the presentation each recited one verse of a poem descriptive of the occasion.—N. Y. Sun.

From the report of a wedding in New York:
The bride was magnificently attired in white
satin with a train four yards long, draped
with point aiguille lace worth $2,500, which
was caught up and ornamented with tea roses
and orange blossoms. The waist cut Pompadour,
with Marie Antonette sleeves, and trimmed with point aiguille lace and orange blossoms. The veil was of tulle and orange blossoms, and she wore diamond solitaire
and a pendant. The bridesmaids wore white silk damasas on frost, trimmed with lillies of the valley, snowballs, grass and white roses.
Tobacco, Alcohol, Opium, etc.

The General Conference of the M. E. Church of Illinois passed a resolution in substance as follows: "It is recommended to the churches that no person addicted to the use of tobacco be admitted to membership in the church." This is just. A confirmed tobacco user has no more right in a church or temperance society than a confirmed drunkard. On a church in one of our large cities is the following notice: "Sinners are invited to come in and pray;" but on another part of the same church is another notice which reads: "Tobacco chewers are not invited to enter this church." This is hardly fair, for if there be a class of sinners who need to pray and require the prayers of others it is the drunkards of all classes.

What a scene it must present to pitying angels to see a man whose blood is poisoned by tobacco, whose life has been shortened by its use, whose brain is clouded, whose finer moral perception is blunted or destroyed, whose voice, perhaps, is weakened, whose very soul is on the verge of destruction, from the use of this drug, raising his palsied hand in protestation against the use of alcoholic stimulants! Satan rebuking sin does not present a more incongruous idea. First take the beam from your own eye, before you attempt to take one only a little larger from your neighbor's.

One thing is certain: unless the temperance movement includes a crusade against tobacco, its work will not be half accomplished. How can a society expect to succeed in a crusade against an evil while it admits of another evil in its own ranks equally as great?
As to the opium habit, all admit that it is a great evil. One very bad feature of it is that it can be used without detection. I know of but one or two parties who use it, but that it is a great evil can easily be seen by looking over the advertising columns of our principal papers, where we will see many advertisements headed "Opium habit cured." These would not appear in our illustrated weeklies if it did not pay. This is good evidence of the extent of the evil.
How many complain of indigestion or dyspepsia! When asked, the cause, an apparently very reasonable excuse is offered. One will say, I studied too hard and did not take sufficient exercise. Another attended to business too striately without sufficient relaxation. Many other excuses will be given, some of a very trilining nature, but the principal excuse is the over-indulgence of the appetite for food, drink or tobacco. A man has no more right to eat full meals and study continually, without proper exercise, until his digestive apparatus is destroyed, than he has to indulge in stimulants until he becomes a drunkard. Neither is a man justified in preaching or lecturing until his voice is destroyed.
There are many hygienic homes in the country for the cure of dyspeptics. There are a few for the cure of inebriates. It was only a year or two ago that a merely nominal fine was imposed on a citizen of New York for a crime, which it was admitted that he had committed, because the physicians testified that he was not accountable for his acts; and the reason assigned by them was that the criminal was a dyspeptic. A man has no more right to be a dyspeptic than he has to be a drunkard or a tobacco chewer.
We should have sympathy for all these sufferers, instead of contempt, and we should not express pity for one class and disgust for another, for I believe that when we come to be judged, one will be held equally guilty with the other. Let each then strive by precept and example to overcome these great evils in our land. Let us be temperate in our eating and drinking and in no way indulge in the use of tobacco.

Watterson rose to speak and immediately the floor and galleries were hushed in stillness. He said:—"If the acceptance of the inevitable, with resolution and dignity, be the highest, as it is the rarest form of courage among men, it is made harder in the present instance by a consciousness of double-dealing and foul play. Two courses are open to the majority on this floor; on one hand, a passionate outlay, at once important and childish; on the other hand, without offering any needless obstruction to the progress of events, an earnest, manly temperate protest against what we believe a great and previous wrong. In my judgment the latter is our clear and bounden duty. We owe it to the necessities of the case; we owe it the country and we owe it to ourselves. Because we were duped by false pretence into a snare, is no reason why we should forget the obligations that press upon honorable men.
In the very act of passing the Electoral Commission bill, we provided for the contingency that has come upon us. I voted for that measure in perfect good faith; the result is against us, and detestable as I must think the means that brought about it. I accept it as final and shall go to my people and tell them all, for, as now advised, they know only a part; and when they have taken time for reflection they will, I am very sure, illustrate the wisdom and grace of moderation, doing nothing that does not become good citizens. Life will still go forward, in spite of all this. There are many things to live for yet in this rough world, and among the rest, that day of reckoning—dies iri, dies illa—when dark shall be light, and the wrong be made right."
Danforth defended the decision as one which, outside of party feeling, would meet the approval of the whole American people. Although there had been investigating committees on the elections in Florida, Louisiana and Oregon, which had found much crookedness, yet, in all the words spoken, the letters written, and the telegrams sent, there had not been traced to the President-elect, or to any member of his household, one word that would bring the blush of shame to the American people.

The Speaker here announced that today’s legislative session had begun, and after prayer and reading of the journal, the debate was resumed.
The debate closed at one o’clock, and the House then voted on Gibbon’s resolution, that the decision of the Commission be not agreed to, and it was adopted, yas 182; mays 99, party vote, except Seelye and Pierce, of Massachusetts, who voted with the Democrats.
A message was then sent to the Senate that the House was ready to meet that body in joint convention.
Motion for a recess was voted down by a large majority, and the House proceeded directly to the objection made by Thucker against the vote of Crossman, one of the Presidential Elections from Michigan.
Irregularities in Cancelled Currency—Conkling’s lost Opportunity
New York, February 20.
The Sun’s Washington special says starting developments have been made by the Real Estate Pool Committee, in regard to Treasury irregularities, which go to show the immense amount of currency delivered for cancellation, which is never destroyed at all.
The correspondent attempts to prove at length that this was used for securing Hayes’ election. The same authority says it was reported, when the House had agreed on a recess, that Conkling was about to make violent speech against the decision of the Tribunal. The rumor spread rapidly and filled the Senate, but the expectant people saw no Conkling in his seat when the attached Parker.

New York, February 20.
The Sun's Washington special says startling developments have been made by the Real Estate Pool Committee, in regard to Treasury irregularities, which go to show the immense amount of currency delivered for cancellation, which is never destroyed at all.
The correspondent attempts to prove at length that this was used for securing Hayes election. The same authority says it was reported, when the House had agreed on a recess, that Conkling was about to make violent speech against the decision of the Tribunal.
The rumor spread rapidly and filled the Senate, but the expectant people saw no Conkling in his seat when the debate began. He did say on Sunday that he could not allow the Louisiana decision to pass without protest, as he believed that there had been too much fraud in the State for the party to carry. They say that Conkling has lost the great opportunity of his life; his weakness at the critical moment, will it is alleged, ruin his influence with the new administration, while his surrender will cost him the respect of the Liberals of both parties.
The World says that Gen.Van Allen left here yesterday, on receiving a telegram from Hayes, and left word that he was going to Washington on business for the State.
Hayes' Probable Policy.
New York, Feb. 20.
The Columbus correspondent of the Cincinnati Inquirer (Democratic) says: Hayes, as President, intends to pursue a lenient conservative policy. He will seek to allay political hatred and proposes conciliating the South so far as he can. He will make the single question of universal suffrage the point to gather about him men of all political opinions in the South. As illustrating this point, he feels disposed to recognize the Nichols government in Louisiana, and the Wade Hampton government in South Carolina, as being the de facto governments of those States. In selecting a Cabinet, his efforts will be to gather around him men of conservative qualities, rather than those of intense radicalism.
Death of Rear Admiral Goldsborough.
Washington, Feb. 20.
Rear Admiral Louis M.Goldsborough, died this morning of typhoidumonia. This is the sixth death among the Rear Admirals within four or five weeks. Funeral services over the late remains of Rear-Admiral Davis, took place in St.John's Church,the interment being in Cambridge,Massachusetts.

Salt Lake, Feb. 21.
On the 5th of March the Second District
Court convenes at Beaver, when it will fix the date of John D. Lee's execution, giving him about thirty days to prepare for death. It was thought, up to this time, that he would die game, without divulging anything, but he is fast concluding that the Mormon priesthood have deserted him, and to-day he delivered a written, verified statement to District Attorney Howard, detailing with much minuteness the story of the massacre. It is thought, however, to be far short of the whole truth. When he delivered the statement to Mr. Howard, he said: "If Brigham Young had stood by me as I have stood by him, I could fold my arms, walk forth to my execution and seal our mutual covenants with my blood."
Brigham Young Jr. has just arrived here from the South to organize a company of 500 Mormon families which will colonize in the State of Sonora, Mexico. They will go from all parts of the Territory, rendezvous at St. George, and leave there about the 10th of April, overland, for Mexico. The Mexican authorities have promised Brigham's followers religious toleration and large grants of land.
Disastrous Storm.
New York, Feb. 21.
A cable dispatch states that thirty vessels, many with entire crowds, have been lost in a gale on the English coast on the night of the 19th. The area of the storm was exceptionally extensive. It embraced the greater part of the British Islands and the whole of northern and central France. The violence of the storm was extraordinary. The force of the gale has only been equalled during recent years by that of one a few weeks ago.
The Perils of the Deep.
Boston, Mass., February 21.
A letter received from Captain Kane, of the schooner F. E. McDonald, on the west coast of Africa, says that in January, on his passage from Boston, he fell in with the wreck of the British bark, Maria, having on board two of the survivors of the crew of fourteen men, the others having perished from exposure and famine. The wreck was discovered in latitude 38° 27', longitude 32° 30', with the masts gone and full of water. The two men were taken on board the schooner, but one died within four hours. The bark was bound from Dobay, Georgia to Belfast. She sprung a leak in a gale and filled with water, so that it was impossible to save any provisions or fresh water. The lumber with which the vessel was laden prevented her from sinking, but the weight of the masts turned the vessel on her beamends, until the masts broke away, when she righted and the men regained the deck. Having no food or water, they soon began to die of starvation. As soon as one was dead, the rest subsisted upon the dead body, and so on until only two were left. One of the survivors, Mr. James McLaughlin, belongs or authority in law to appoint Watts, inasmuch as they did not on that day, compose or form any part of the Electoral College of Oregon, as by law constituted; Sixth—they had no authority to appoint Watts, because on that day he was still postmaster at Lafayette, Oregon, and was still on that day, holding an office of profit and trust; Seventh—Watts, who claims to be an elector in the above described certificates, was in 1873, appointed postmaster at Lafayette, Oregon, and was duly commissioned and qualified as such postmaster; that being an officer holding a position of trust and profit under the laws of the United States, he continued to be and act as such postmaster from February, 1873, until after November 13, 1876, and was acting as such postmaster on Nov. 7th, when the Presidential Electors were appointed by the State of Oregon and that he was inelegible to be appointed as Presidential Elector; Nighth—That when the Governor of Oregon caused the list of names of the Electors of the State to be made and certified, such list did not contain the name of said Watts, but did contain the name of Cartwright, Odell and Cronin, who were the only appointed electors of President and Vice President of the United States, in the State of Oregon.

House—Kilder presented a memorial of the Legislature of Dakota, remonstrating against the establishment of a new Territory out of the Black Hilla.
Piper moved to reduce the amount of the appropriation for improving the Capitol grounds from $100,000 to $50,000. He knew something of that character of work, and he could assure the gentlemen that he could bring one Chinaman, aged eighteen, from California, who could do more work than the six men who loafed around the Capitol, under the pretense of doing work on the grounds.
The amendment was rejected.
