SATURDAY...JAN. 29, 1873. THE BLEMING OF RAINY DAY. We in this country, where the rains come all at once, need to use our philosophy and our common sense in order to pass through what in some of its aspects is a dreary affair—a long rain storm. This is especially important where communication with the outside world is cut off, by a malmed wash-out, and we are deprived not only of our usual supply of letters, but are denied the customary surffit of newspapers and magazines. To this, in the case of those whose toll is out of doors, must be added the long hours of enforced idleness. But such isolation and such days of inaction are not an unmitigated evil. There are, of course many odds and ends in a home or shop or barn that may be gathered up—many little jobs, which have been put off for a more convenient time, may be attended to. But when this is all done hours, nay, days sometimes remain wholly unoccupied. What we may say in this connection applies with equal force to those who, because of the dullness of the times, and not from the rain, are out of business. Man may be rained out of work or shut out from it by any other cause, but no man need or should allow himself to be idle, not for an hour. The blessing of leisure from what we call our regular employment comes in the opportunity presented for improvement. This especially applies to the artisans of our communities. Those who work all day at the bench or anvil usually find when night comes that their minds partakes of the weariness of the body, and they cannot study, read nor think, but are compelled to seek rest as soon as possible, in preparing for an early start next day. But when from any cause lea- MEMORIAL The following memorial has been printed in connection with Galant's pamphlet: To the Members of the Senate and Assembly of the State of California, Assembled; We, the undersigned, a committee appointed at a public meeting held in Anaheim, Jan. 4, 1876, to take under consideration the advisability of a movement to aggregate the South-eastern portion of Los Angeles county, and the formation of a new county out of the portion segregated, would respectfully submit the following memorial: That the proposed county, the boundaries, of which are set forth in the Bill creating it, has a length of 50 miles, and breadth varying from 20 to 20 miles; an area of about 1,200 square miles; taxable property to the amount of $4,000,000, and a population estimated at 6,500. That the greater portion of the area of the proposed county is agricultural land. This land is mainly divided into small farms, a portion of which are owned and cultivated by actual settlers. That upon our coast are two shipping ports, through which the great bulk of our exports and imports pass. That located in this section are several towns and villages, at which the business and manufactures of the several communities are conducted. That geographically we are a commercial centre, distinct and separate from Los Angeles city, our county seat. That beyond the business relations which exist between one commercial centre and another, we are commercially distinct from, and in no way tributary to Los Angeles city, except to pay our proportion of the expense of the county government, and transact our legal business. That a burthensome debt has been saddled upon our county through extravagance, for which we are in no way blameable; and for improvements from which we receive little or no benefit. That a bill is before your honorable body asking for authority to issue bonds to the amount of $150,000 for the erection of a Court House and Jail. That this, if passed, with the present indebtedness, will increase the debt of Los Angeles county to $800,000, or about 6 per cent. of our entire taxable property. blessing of leisure from what we call our regular employment comes in the opportunity presented for improvement. To bring this matter to an application which all can understand, let us place before our view the carpenters of a community. How many of those who expect to shove the jack-plain all their lives, and are busy putting up houses when at work at all, ever become master builders—become able to draw their own plans, and make out their own specifications? There are carpenters who lament that they did not learn how to draw plans of houses when they were learning their trade. Now, while an architect is an artisan, every carpenter should know something of this art. The same is true in any other trade. Every man should become proficient in his calling to the widest extent; and should aim to master not only the hand part but the head part also. For this purpose rainy days and days of stagnation in business are, after all, of some value. It may be truthfully said that there is scarcely a workman at any trade, a business man or a clerk of any years, who has not had spare time enough to have placed himself far in advance of his present position as a thinking man. In these times, when tailors and tanners become Presidents; when our shoemakers become Vice-Presidents; and when our carpenters sit on the Bench of Justice; when men of any trade or calling may be sent to our Legislative Halls, it certainly becomes all men, and women too, who earn their living by manual labor, to put their best endeavors into some line of improvement during the necessary hours of release from toll. As has been suggested before in this paper, we should have a workingman's library and reading room, with books, and charts, and copies, and a place for study, so that all the precious hours which we frequently find unemployed on our hands, may not slip away unimproved. There is a blessing in rainy days and in days of leisure if we only have the pluck and energy to find it. There is a very general feeling in this section of the county against the proposed issue of bonds to build a Court House and Jail. That a burthensome debt has been saddled upon our county through extravagance, for which we are in no way blameable; and for improvements from which we receive little or no benefit. That a bill is before your honorable body asking for authority to issue bonds to the amount of $150,000 for the erection of a Court House and Jail. That this, if passed, with the present indebtedness, will increase the debt of Los Angeles county to $800,000, or about 0 per cent. of our entire taxable property. That this enormous debt will keep the rate of taxation at a high figure for years to come. That nine-tenths of the cost incurred in the prosecution of criminal cases is incurred in the prosecution of crimes committed outside of our proposed limits, one-fourth of which cost we are compelled to pay. That the fees and salaries paid our officials in our present county are extravagantly high and out of proportion to the work done. That we can support, if segregated, a county government at much less cost to ourselves than we are now paying to Los Angeles county. That in view of the causes, complaints and grievances here set forth, the truth of which we can substantiate by facts and statistics, drawn from authentic and reliable sources, we would most respectfully ask you to grant the prayers and petitions of our people. Irwin, Governor, the Senate and Assembly of the State of California: We, the undersigned, members and stockholders of the Anaheim Water Company,and citizens within the limits and boundaries of the town of Anaheim, who hold water rights and privileges,under and by virtue of a contract with said Company,would most respectfully enter our solemn protest against the enactment of any law by your Honorable Body impaired altering or changing our rights as at present established,to the waters of the river Santa Ana. We would most respectfully represent to your Honorable Body that the Anaheim Water Company is a Corporation duly incorporated under the laws of the State of California;and as such,has at all times since the year A.D.,1857,beneath entirely self-sustaining,paying cash for all liabilities,and supplying owners of thirty-two hundred acres of land with water for irrigable purposes.at reasonable rates. We would further oblige or transact our legal business. As has been suggested before in this paper, we should have a workingman's library and reading room, with books, and charts, and copies, and a place for study, so that all the precious hours which we frequently find unemployed on our hands, may not slip away unimproved. There is a blessing in salary days and in days of leisure if we only have the pluck and energy to find it. There is a very general feeling in this section of the county against the proposed issue of bonds to build a Court House and Jail. The feeling has found vent in the following protest: To the Senate and Assembly of the State of California Assembled: WHEREAR, An Act entitled "An Act to authorize the Board of Supervisors of Los Angeles county to erect a Court House and Jail, and Issue Bonds for the payment of the same," is before your Honorable body, and, WHEREAR, Section 3 of said Act authorizes an expenditure of one hundred and fifty thousand dollars. Therefore, we, the undersigned residents and taxpayers in said county of Los Angeles, would represent to your Honorable Body, Ist, That the county of Los Angeles has now an indebtedness of $650,000. It. That the annual interest on this debt absorbs 45 cents on the $100 of our county tax levy. It. That the addition of $150,000 to our present debt will increase it to $250,000, or about 8 per cent. of our entire taxable property. 4th. That with this addition to our debt we will have the largest debt of any county in the State, except San Francisco (which has more than twenty times as much taxable property as our county has). 5th. That our taxes are now burthenous, and that increased taxation will award the growth and prosperity of our county. 6th. That the present Court House is sufficient for the needs of the county. KANSAS CITY, Jan. 21. On the 17th inst., a squad of 23 soldiers were attacked by a party of 200 Indians, fifty miles south of Santa Fe, New Mexico. The troops were on a buffalo hunt, and being armed with carbines, made a very good stand and fought gunnantly. Twenty-three red skins were killed. Three soldiers were wounded, one fatally. It is almost impossible to reach even Ruby Hill, and roads leading to all other mines are impassable. The locomotive of Eureka Consolidated ventured a trip to the mines Sunday, but is now buried deep in the snow, the smoke stack being barely visible. The engineer yesterday succeeded in getting the water out of the boiler, but found it impossible to move the engine. The snow drifted in more rapidly than it could be shoveled away. The stage due here from Hamilton Sunday night did not reach here till noon yesterday. The driver reports the snow unfathomable, and only succeeded in reaching town by leaving the roads and tracking along the sides of the mountains. SAN BERNARDINO, Jan. 27. The man, James Walker who attempted suicide last Saturday night at Miller's Hotel, was taken to prison, as he was supposed to be insane. Last night he tore the bandages away from his wound, and attempted to beat his brains out against the brick wall. He is in a critical condition and his recovery is doubtful. He has three children with a Mr. Reedin, at San Gabriel Cafon, who, on account of his high water, cannot get here to see him. We had a slight rain here last night and though not raining now, it lakes threatening and more is expected. CHICAGO, Jan. 28.
