Yesterday morning's Chronicle contains startling information. For some time past rumors have been affloat of the intended purchase by the United States and cession by Mexico of certain portions of the territory of that Republic. The Chronicle gives the following facts: More than two or three years past, a body known as the Mexican Claims Commission, with Sir Edward Thornton, the British Minister at Washington, acting as Umpire, has been arbitrating between the United States and Mexico in regard to claims for pecuniary damages growing out of the last war with Mexico, and depredations committed by Mexico on American soil. The Mexicans presented counter claims for alleged depredations by American citizens on Mexican property. When the arbitration began, each Government agreed to abide by the decision of the Commission and pay all awards as soon as the final agreement should be known. The Commission has ended its labors and the result is the award of between $40,000,000 and $50,000,000 to the United States Government. The Mexican treasury is in a depleted condition and when the final award was made, President Lerdo's Government found itself unable to meet this huge demand on its resources. The result was that negotiations were entered into between the two sovereign powers for an amicable adjustment of this little financial obligation. These negotiations have been pending for some time past, and have resulted in a treaty between the two Governments, the substantial points of which are now given to the public for the first time. The United States of America, represented by President Grant, agrees to assume the financial responsibilities of Mexico to American citizens, and pay all the awards in full. In consideration of this obligation of the United States, the Republic of Mexico, represented by President Don Sebastian Lerdo de Tejado, covenants and agrees to cede to the United States the whole of Lower California, the entire State of Sonora, which includes the magnificent seaport of Guaymas, the whole State of Chihuahua and parts of the States of Sineloa, Durango and Coahuila. From Saturday's Daily, —The Grand Jury ignored the charge against auctioneer Short. —a man named Allby fell into a ditch near Anaheim on Thursday night, and sustained severe injuries. —the shipments from the depot yesterday were mostly live stock. Two freight cars were loaded with Chinamen. —On the Neguil Rancho, near San Juan, the earthquake, which occurred on Monday, was felt very severely. The shock lasted at least four seconds. —W. G. Porter, book-keeper for Glisson, Wallace & Co., at San Fernando Tunnel, died in Los Angeles on Thursday night. —We interviewed the Collector of Taxes yesterday evening and found his pile to consist of fifteen dollars in silver and an old jack-knife. —the San Diego people held an indignation meeting over the new mail arrangement, and forwarded the resolutions passed directly to Washington. —Our people now wander around the streets at night with lanterns, not to seek for honest men but to keep themselves out of mud-holes. —the rain and mud are no respecters of persons. The vegetable man fall into the sticky embraces of Coyote Creek yesterday. —Two squashes, weighing 199 and 233 lbs. were brought to Downey depot yesterday, for shipment to Los Angeles. They were raised on the farm of J. R. Trumen, near the College. —Quite a number of persons from San Diego arrived here yesterday, among whom we noticed Mr. Seely, of stage fame, Jose G. Estudillo, Mr. Whitney and Miguel Argum. —It would be well if the attention of our Board of Supervisors was called to time. The treaty, as prepared, will be presented to the Senate in December with the President's recommendation that it be ratified. Already the United States is making preparations to take possession of this newly acquired property. It will be remembered that two weeks ago rear Admiral Rodgers, commanding the squadron of the Pacific, was ordered to Washington, and left San Francisco on some mysterious mission. That mission is now explained. The Pacific squadron is now concentrating near the Mexican coast, and Rear Admiral Rodgers has gone to Washington to receive personal instructions in the matter. It is supposed that there will be much indignant feeling manifested by the Mexicans when the cession is made, and our gun-boats and our men-of-war are to be on hand to restrain any open opposition. The rebuilding of the double-turreted monitor Monadnock and the single turret Comanche, on both of which extensive repairs have been made at Mare Island recently, is also explained by this startling piece of news. The Government is evidently taking every precaution to secure the peaceful execution of the treaty, if it shall be ratified; but it is also making every preparation to enforce its execution, if necessary, at the mouth of our guns. NORFOLK, Va., Nov. 19. Some activity prevails at the Navy Yards. Orders are received from Washington to thoroughly fit out the Lehigh and Montana with all possible dispatch. PORTLAND, Nov. 21. The Oregon Steam Navigation Co.'s steamer Yakima, while coming down the Upper Columbia from Wallala to Cellilo, last evening, ran on a hidden rock at John Day's Rapids and sunk. The steamer had on a full cargo, principally of wheat, all of which is reported lost. It is feared that the steamer will also prove a total wreck. The loss to the company cannot yet be estimated. WASHINGTON Nov. 29. Vice President Wilson died at 7:15 this morning. A dispatch received here announces the death of Senator Sperry, of Connecticut, at his home in South Norwalk. MADRID, Nov 20. An inspection of the way-bill of the China freight, shipped yesterday at the depot, filled us with regret that an artist, who might by his works engrave his name high on the scroll of Fame, should be wasting his sweetness in the employ of the Southern Pacific. On a fishing and shooting expedition some very strange stories were told in the evenings. Shots are made and fishing feats performed after dinner occasionally of a kind seldom known at other times. On the occasion referred to the romancing had been extraordinary. A canny Scotchman in the corner was at length poked up to know if he ever heard anything as wonderful as the story last related, which referred to the abundance of fish in an English river. "No," said he, "unless it was some years ago when I was fishing in the Highlands, near Loch Awe. The first thing I saw in the morning when I looked out o' my bedroom window was a salmon—I'll warrant he was fifty pounds weight—so tame that he was gann pickers about the yard wi' the hams. The Thomas Pough ranch, one mile west of Santa Rosa, containing sixty acres, was sold on Wednesday for $13,000. Vice President Wilson died at 7:15 this morning. The Spanish officials in this city express their belief that peace between Spain and the United States will continue uninterrupted. RABBIT PLAGUE IN NEVADA. A farmer named Harvey, in from a ranch about 20 miles below Panacea, yesterday informed us that the fields of growing vegetation, etc., are totally destroyed by large armies of rabbits that infest that section of country. These pests visit the different ranches every morning and make a general tour through the grain and vegetables devouring and destroying everything in their march. One farmer named Hammond, whose ranch is in Meadow Valley Wash, had his entire crop of cabbages and grain destroyed one day last week. The farmer had been patiently cultivating this plot of ground for the past six months with the expectation of laying in enough provisions for the winter, and when about ready for the market, these pests made their appearance on his ranch with the above result. His loss is estimated at about $500. Prairie's ranch, fifty miles north of Pléche, has been visited by an army of these animals, and fifty acres of the finest barley destroyed; and at the ranch of Judge Rives, in the valley below town, as soon as the grass or alfalfa shoots above the ground it is devoured by the rabbits. Poisoned wheat is going to be freely used by the farmers with the hope of killing them off.—Plocha Journal. On Sunday last a man named James Conner, who had formerly served in the United States Navy, a native of Pennsylvania, aged 45 years, was found dead in a cabin in Ewer's raxilla Butte county.
