The Supreme Court rendered a decision on Monday in the case of John Belmer et al vs the State Board of Education, affirming the decision of the Sixth District Court, which declared the proceedings of the State Board of Education, for changes of school books, void, without the prescribed notice, which was not supplied by mere publication through a newspaper.
Even in his prison cell Philosopher Pickett contrives to create a sensation. He reported to the San Francisco Grand Jury that a prisoner in the County Jail had been starved to death. The silly hoax was palmed off on the Philosopher by some of the "trusties" of the Jail, whom he has been. In the habit of furnishing with tobacco for any information they might bring of fictitious outrages committed in the Jail. The affair was investigated on Saturday night, and the egregious fooling brought to light.
The Trustees, appointed by Mr. James Lick, to sell his property and apply the proceeds as directed in the deed of trust, have filed a complaint in the Nineteenth District Court against Mr. Lick and the beneficiaries. They ask that their resignations be accepted; that the Court appoint Trustees in their stead; that their accounts be settled, adjusted and determined, and that they may be discharged from all duties imposed upon them by the deed of trust. They allege as reasons for this application that the "deed of revocation," executed by Mr. Lick, has thrown a cloud on their title, and that it is their belief that an endless litigation will result if they do not resign their trust.
SOUTHERN CALIFORNIA.
The following is the first of a series of articles upon the soil, productiveness, climate, etc., of Southern California, and of the Santa Ana Valley particularly. When completed, the articles will be published in pamphlet form; and we feel no hesitation in declaring that it will be the most complete and valuable work on Southern California yet published. The author, Wm. R. Ollen, has unusual facilities for fulfilling the task which we have imposed upon him.
IRRIGATION IN SEMI-TROPICAL CALIFORNIA.
No. 1.
The only portion of Semi-Tropical California which possesses an abundant supply of water for irrigation, is found in the valleys of the Santa Ana and the San Gabriel rivers. These rivers take their rise in the Sierra Madre range of mountains, and flow southerly through the great valleys of Los Angeles and San Bernardino counties to the sea.
SOURCE OF WATER SUPPLY.
With the exception of a short period in each year, during the winter and spring, when their volume of water is increased by rains and melting of the snow in the mountains, all of the water of these rivers is derived from permanent and deep-seated springs, which discharge the same unchanging volume during all the varying seasons of the year. The source which supplies these springs must ever remain a matter of conjecture. The Sierra Madre is not more than from fifteen to twenty miles in width, and is composed entirely of sharp ridges with precipitous sides, generally of bare rock, affording no holding ground in which to store up a supply of water.
Judging from the flow of the rivers, and the amount of water produced by the constantly increasing number of flowing artesian wells in the valleys of both counties, the artesian streams, which furnish all of this water, must contain an almost unlimited supply. It is a rare occurrence when the sinking of one well diminishes in the slightest degree the flow of those in the immediate vicinity, sunk previously.
It has been ascertained, by boring, that the subsolil of our artesian lands is composed of great beds of solid clay, miles in extent, ranging from five to one hundred feet in thickness, one below another, with intervening deposits of sand and gravel. We received a visit on Thursday from Rev. D. F. McFarland who has been traveling through this section in the interests of the Los Angeles Branch of the California Bible Society. The object of this Society is to place a copy of the scriptures in the hands of every family on the Pacific Coast, and is sustained by contributions and by the sale of bibles to all who have the means to purchase. Mr. McFarland speaks in glowing terms of our prosperous condition and the flattering future held out to settlers in this part of the country. At every place he has visited he has met with generous and hospitable treatment, and the object of his visit has been a success. He leaves to-day for Los Nietos.
The name "New Italy," as applied to Southern California, is of doubtful propriety, if the following description of Italy, by an officer of the Navy, is a truthful one:
"I cannot conceive of a more trying climate for an invalid than this of Italy." He takes the sunlight out of the skies, and loads the air with snow and rain, instead of balm and softness. In November last he rode from Bologna in a blinding snow storm, which was the winding up of a three days' cold rain in that quarter and also in Venice. January had twelve bright days in it at Florence, February sixteen and March two up to the 9th. In February there was a heavy fall of snow in Florence, which had to be removed from the streets. In the same month the ice on the Arno was four inches in thickness. At Rome and Naples the Winter has been severe, and the same facts are reported from other sections of "Sunny Italy." At Florence, the northeast winds are always cold and unpleasant.
It is now suspected that the old man—Abraham Brookbank—who disappeared from San Francisco so mysteriously, has absconded. It has been definitely ascertained that a note such as he purported to have from Messrs. Henry Watson and J. W. Bush, cattle and sheep dealers, of Anaheim, was never issued. A letter received at this office yesterday states that a man answering the appearance of Brookbank constantly increasing number of flowing artesian wells in the valleys of both counties, the artesian streams, which furnish all of this water, must contain an almost unlimited supply. It is a rare occurrence when the sinking of one well diminishes in the slightest degree the flow of those in the immediate vicinity, sunk previously.
It has been ascertained, by boring, that the subsoll of our artesian lands is composed of great beds of solid clay, miles in extent, ranging from five to one hundred feet in thickness, one below another, with intervening deposits of sand and gravel. It is in these latter that the artesian streams are found flowing on their way to the sea. I believe it is in every case found that the deeper the stream in the ground, the higher it will flow. In boring they persevere until they reach a stream, with sufficient head to rise and flow, and if that is not sufficient, they bore on down and penetrate other streams, until they will aggregate a sufficient supply, and then by piercing the pipe, at the depth at which they found each stream, they combine them all in one. By pursuing this plan there is hardly any limit to the flow of an artesian well, if they bore down to a sufficient depth, except the diameter of the pipe. Our knowledge of the extent of country in which these wells can be obtained is yet imperfect, but a sufficient number of wells have been supk in the valleys of the Santa Ana and San Gabriel, in Los Angeles county, to prove that they can be obtained at pleasure anywhere in an extent of country, comprising in its boundaries not less than 100,000 acres, by boring from 50 to 200 feet. On the more elevated lands adjoining it is necessary to bore from 100 to 290 feet deeper. It seems to be only a question of depth anywhere in the valley.
The San Bernardino valley is not so extensively prospected, but in the verdant valley immediately surrounding that thriving town, wells are obtained in the greatest abundance with a very strong flow. This is the only place at which wells have yet been obtained in that county; but in the south-western part of the valley, within a few miles of the place where the Santa Ana river enters the pass through the hills intervening between the Los Angeles and San Bernardino valleys, upon the Jurupa, Chino and Rincon ranchos, there are very many and very powerful springs which furnish in the aggregate a very large volume of water. So large is this supply that it is sufficient to supply all the water needed to irrigate all the lands on either side of the Santa Ana river in Los Angeles county in the driest part of the year. If these springs can be taken as an evidence—and nothing but actual flowing wells could be better—we must add a body of land to the artesian well district of not less than 30,000 to 40,000 acres to that already proved in and about the town of San Bernardino. The whole amount of flowing well land in that county may safely be estimated at not less than 50,000 to 60,000 acres.
Without reckoning upon any increase that may be obtained in the future, the aggregate yield of the wells and springs flowing into rivers is very large; and what is better it is
It is now suspected that the old man—Abraham Brookbank—who disappeared from San Francisco so mysteriously, has absconded. It has been definitely ascertained that a note such as he purported to have from Messrs. Henry Watson and J. W. Bush, cattle and sheep dealers, of Anaheim, was never issued. A letter received at this office yesterday states that a man answering the appearance of Brookbank was seen on the Petaluma boat on the 24th day of March, the day following his departure from San Francisco. He spoke of his recent trip to the East, his having formerly lived at Anaheim, and being an old Californian. It is known that Brookbank, previous to his departure, borrowed all the money his son-in-law had to take him to San Francisco to have the supposed note cashed. The latter gentleman had never seen the note referred to, and knew nothing of the old man's business. The family, who are strangers here, have been left entirely destitute through the old man's infamous freak. They think he must be demented; but the coolness surrounding his transactions, and the stories thrown out to hide his tracks, point to a peculiarly sensible line on his part. There can be no reason assigned for his action. It would have been easy for him to have returned to California alone to perfect arrangements for the family here, previous to their advent, and then remained incog. Why he brought them from a home among friends to leave them as he has may never be explained. A few days will definitely settle whether he is really the man seen on route to Petaluma, or not; but it's now believed by the Sheriff, his family and those acquainted with the facts in the case, that Abraham Brookbanks has vanished. An investigation of the condition of the winter wheat by the Department of Agriculture represents the crop as a whole as much below that of last year. The injury is the greatest in portions of Indiana, Illinois, Missouri and Kansas. South of the thirty-sixth parallel the wheat is vigorous.
AROUND THE COUNTY.
A man named Lake died near Spadra on Monday.
The Grand Jury will be impaneled next Thursday.
Rev. J. W. Stump, formerly pastor of the M. E. Church in Los Angeles, has been admitted to practice law in the courts of this State.
Dalton and Guirero, of Azusa, have invented a diving apparatus by which they claim to be able to remain under water twenty-four hours.
The Downey Courier says that W. R. Standler is planting one thousand three-year old orange trees, on his farm.
It is reported in railroad circles that the Atlantic and Pacific Telegraph line will reach Los Angeles, connecting us with San Francisco in about two weeks.
It is reported that negotiations are pending for the extension of the Southern Pacific Railroad another 50 miles beyond Spadra, taking it to Dos Palmos.
It is said that a new hotel, to cost $25,000, will be erected by the Los Angeles Co-operative Immigration Association at the new town of Palomares, on the San Jose Rancho, recently purchased by the Association.
They have had a spelling match down in Gospel Swamp. There were twenty-seven contestants and twenty-six went down on the first word, "cat," and the last man would have gone down too, only he stuttered and couldn't get in the second "t" quick enough.—Herald.
Don Francisco Palomares, P. C. Tonner, T. Burdick and others have entered into a contract to sell the Los Angeles Immigration and Co-operative Association a large portion of the San Jose rancho. The figure at which it will pass is said to be $115,000.
At the close of services in the Congregational church last evening, the always interesting ceremony of marriage was solemnized between Mr. W. A. Waldron, one of our school teachers and Miss Belle Swift, an ex teacher.
The church was filled with friends of the parties, and the bands were tied by Rev. Mr. Packard. The worthy young couple have the good-wishes of all for a happy and prosperous life.—Express.

Water District No. 1, Los Angeles County.
NOTICE IS HEREBY GIVEN to the landowners in Water District No. 1 that at a meeting held on Saturday, April 17th, 1875, the Board of Water Commissioners of said district levied an assessment of 25 cents per acre upon all lands included within said district, and being the second installment of the tax voted at the election on February 6th, 1875, said installation is payable on or before the 16th day of May 1875, to the treasurer, Wm. R. Olden, at his office on Centre St., Anaheim.
