THE METHODS OF THE LOBBY.
An interview with Sam. Ward, the so-called King of the Washington Lobby, has been published; and if its statements may be accepted, they go far to show that the approach to an American legislator's heart is through his stomach, as was said long since of the Englishman. Ward is reported as saying that all the real work he has done in the way of log-rolling measures through Congress has been through dinner given to the members, and he appears to have worked this method up almost to the dignity of a fine art. He recognizes a distinction between the treatment required for the two branches, observing: "A Senatorial dinner must be more stately than a dinner of M. C.'s. The first are always more recherches, and I believe I look myself more dignified upon such occasions." When dining the members of the lower House, he finds a free and easy way the most desirable, and on these occasions he usually confirms his gastronomic display to the preparation of one great dish, the rest of the bill of fare being of the ordinary character. What manner of plate these great dishes are, we will let him explain: "For instance, I will sometimes serve them a ham. I soak it for four days in water, changing it four times a day; then boil it five hours in cider, with a wisp of new hay; then I baste it with brandy, sherry or ginger."

That is the way the unsophisticated Congressman is tempted, and falls. And it is somewhat creditable to human nature that, though Sam Ward knows all those dread secrets and possesses so profound an experience in the liming of congressional twigs, he does not appear to have made his fortune in the lobby, after all.
SOUTHERN CALIFORNIA:
The five counties embracing the territory known as Southern California, are Santa Barbara, Ventura, Los Angeles, San Bernardino and San Diego. The area is about 50,000 square miles, equal to a region 250 miles long and 200 wide. A large portion of this is east of the summit of the Coast Range, in the desert of the Colorado and Mohave, while much of the territory west of the summit is mountainous. Yet there are numerous valleys, some of them quite large, all rich, with a delightful climate, and capable of sustaining a large population. At present it is thought that only one acre in about four hundred is under cultivation. But this end of the State is growing in popularity every day, and immigrants are coming in rapidly. All of our unoccupied lands, much of which can now be bought at comparatively low figures, on indulgent terms, will be immensely valuable in time. It is therefore very important that those who contemplate settling in Southern California should come as soon as possible. They will find delays to be rather costly. Lands will never be cheaper. The prices are steadily advancing, and will continue to do so for some time to come. Yet it requires but a few acres for a good homestead, and any industrious economical man, who is willing to "rough it" for a few years, can always get such terms as to enable him to secure a home and free himself from debt. We have many thrifty men in this valley who illustrate this statement, and we see no reason why their number should not be greatly increased.- Wilmington Enterprise.

BLUE DAYS ON THE FARM...Of all the blue days on the farm in California, those that bring with them the dry north winds in the spring of the year are the bluest. The floods may come and overflow the country, and drown now and then an animal, and in some instances whole herds and flocks, or drown out a crop of grain, or alfalfa, or early vegetables; or the frost may cut off the fruit, or grapes, or early vegetables in some localities; but these casualties are isolated and local and the injury done is frequently counteracted by the good results which follow; but the blasting north wind seeks out every locality and brings damage to all vegetation and all animals. It drinks up the moisture from the ground, poisons the tender blades of growing grain just making their appearance above ground, beats and thrashes the life out of that which is now more advanced, knocks the fruit from the trees, and bruises and damages that not blown off, breaks down the young corn, and plays hayoe generally with everything on the farm. While it thus brings injury to nearly everything upon which the farmer relies for the successful outcome of the season, it also attacks his person, deadens his senses, weakens his hopes, and gives him the blues generally." Of all the blue days on the farm, those that bring with them the north wind, and particularly a continuance of that wind beyond a three days' constant blast; are the bluest and most to be dreaded. The constant prayer of the California farmer, whether he be in the common acceptance of the term or not, is,"Good Load," deliver us from the north wind; and all its accompaniments and results." Herr Sigl., editor of the Ultramature Waterland, of Munich, will be tried at Berlin for publishing an insult to Blinnack. He has been arrested by the Austrian authorities on application of Germany.

A LEGEND OF THEIRS.
Arsene Housaye sends the following parable to the New York Tribune: M. Theirs yesterday told me this legend: "When France came into the world as a nation, it was in the time of the fairies. As France was to be great, a Princess invited to her cradle all the good fairies; the fairy of wit, of riches, of conquest, of beauty, of grace, the fairies of harvest and vintage. It was an unparalleled festival throughout the whole kingdom; everywhere they danced and drank. But in the very midst of this public rejoicing, an uninvited fairy came to sit at the banquet. There were already a dozen at the table, and the strange visitor made the thirteenth. She was not gay like the others; on the contrary, her face was full of meditation, gravity and sadness. Every one began to say: 'What is she doing here with that unearthly countenance?' She had sat down, but she rose with majesty and thus spoke: 'You invited all the good fairies to the cradle of France, and you forgot me. Woe be unto you! France shall have days of victory and conquest. She shall be rich in corn and wine. She shall be famous for her wit. She shall beguile the world with her grace. But whenever she is about to enjoy her great fortune an unforeseen catastrophe shall hurl her into the abyss of war or revolution. And thus I shall be avenged.' 'Who art thou then?' they cried out from every side to the avenging fairy.
MISCELLANEOUS.
The Spanish Government has declined to send 15,000 soldiers to Cuba.
It has been suggested that the late cold winter was a feeble effort on the part of Providence to oversee the Beecher business.
Good authority states that E. R. Washburne has sent word from Paris that he has positively withdrawn from the Presidency contest.
In Switzerland, in the canton of Uri, the condition of the snow is such that isolated villages will be bleached up till July unless there is an unusually early thaw.
The United States Assistant Attorney General has tendered his resignation, to take effect at the present adjournment of this session of the Supreme Court.
The French Government has ordered its Consuls to summon for the last time its subjects abroad liable to military duty to register their names at the several consulates.
"If I save ten cents a day from my drinks," ruminated a Caledonian, "it will be $30 50 a year, and in fifty years it will be $1,825, and then I can marry Mary." "Dear Mary."
The little State of Delaware has adopted a new flag 0x4 feet, of blue silk with a yellow fringe. It will be used to spread over the State to keep the frost off.

Australian Press.—It has been supposed that American journals were unapproachable for the vehemence with which they expostulated with those who were so unfortunate as to differ from them; but it appears that there is a Sydney newspaper which has at command a very adequate flow of strong language and a perfect readiness to use it copiously. Some time ago there was a benefit night at the Victorin Theatre in Sydney, and a lady named Hoskins, who was interested in the success of the undertaking, wrote to Captain Goodenough, of H. M. ship Pearl, begging for the patronage of the officers. This Captain Goodenough was unable to promise, and declined in language which seems to be perfectly courteous; but on the latter point we regret to find ourselves at odds with our Sydney contemporary, which comments on the circumstances as follows: "Commodore Goodenough, you are a very big bug indeed. Queen Victoria is godmother to your wife, and you are related, we believe, to some of the first families in England. Still, for all that, and notwithstanding that you hold a commission from her Majesty, and wear a cocked hat, and gold swabs upon your shoulders, it seems to us you are an undiluted snob. In one of the English military prisons there is a man who has deserted eight times. He could neither live out of the army nor in it. Every time he deserted he enlisted in some other regiment, except once when he took to the water and became a marine. Whenever he found deserting monotonous, he surrendered himself to one of his former regiments and accepted the punishment.
Statistics just completed inform us that the marine commerce of the world is carried on in 56,000 registered sailings vessels, and 3,300 registered steam vessels. The tonnage of the former is 14,500,000, and has decreased nearly 10 per cent. In four years; the steam tonnage, on the contrary, has increased from 2,800,000 to nearly 6,200,000, or nearly double. The per cent. of losses to the whole number of sailings vessels was 3.68 to the hundred in 1874, and 6.62 in 1872, which was a very bad year.

NOT A SUCCESS.—It seems that the new floating saloon steamship Bessemer, which was to cross the English Channel without making her passengers sea-sick, has not turned out the success that was anticipated. At least the English papers say that she is "only half a success," and the plain interpretation of that, in her case, must be that the principle of automatic action on which the inventor relied does not work well. Of course she can only be a success if there is an absence of all sensible motion in the swinging saloon. If the saloon shares the motion of the ship to an appreciable extent—and this seems to be the case—no real gain will have been effected.
The Berlin Post, a ministerial journal, has a leading article saying that recent events unfortunately render it too probable that the present French Assembly, fearing that there will be a Republican majority in the next Assembly inclined to peace, are anxious to precipitate a war for revenge under the ampless of Marshal Mehon and the Orleans Princess. Other points are stated to show that war in Europe may soon take place; but the prospect mentioned may be construed another way, and very plausibly, too. Later accounts indicate that there is not so much danger as has been apprehended.
The mining fever has spread into Maine. Penhasset now boasts of a silver mine and is ready to compare magnets with Newburyport. One is said to have been discovered in Durton, which careful scientific analysis shows will pass out $500 in silver and $12 in gold per ton.

An article in the commercial column of the Bulletin, commenting upon the recent sales of steamships by the Pacific Mail Company and Goodall, Nelson and Perkins frequent purchases, says: "These are significant facts in connection with a change in the business relations between the Pacific Mall Company and the Panama Railroad, and suggest a probability of the withdrawal of the former company from the Isthmus trade and the covering of the route by the Panama Railroad, and the association of Goodall, Nelson & Perkins in some way with the new line.
The following history of the symbolic rooster is given in the Boston Transcript: "The rooster, as a political emblem, has its origin in the memorable Presidential canvass in 1840, between Harrison and Tyler, the Whig candidates, and Van Buren and Johnson, the Democrat nominees. In the summer of that year a special election for some purpose was held in one of the counties of Indiana, which resulted in a Van Buren victory. A Democrat, not acquainted with Mr. Chapman, the editor of the Indianapolis Times, wrote a letter to a friend in Indianapolis, in which he advised him to state the result and he added three wonder: 'Fall Chapman to crow.' Chapman did crow, and as a significant illustration, he brought out a picture of a shanklean. The Emancipation had few opportunities of crossing offward in that year, but subsequently the number was adopted as the emblem of Democratic success, and much has ever since remained."
