referred to a certain clerk, whom I shall call Captain Screw. He is dead now, so I shall not injure his official standing by telling the story; but I refrain from mentioning his true name, for obvious reasons of propriety.
I found Captain Screw very comfortably established, all by himself, in one of the smaller rooms of the Treasury building. The captain was seated in an arm-chair, smoking a cigar. His legs were carelessly thrown over the desk before him; his hat, which had a very high crown, and a very stiff brim, was knowingly cocked over his entire forehead, and his eyes were engaged in watching, with a dreamy look of minced reverie and self-complacency, the blue, curling smoke that immed from his pursed-up lips. It was very evident that the captain enjoyed an easy berth, had a good opinion of himself, and was upon agreeable terms with the department and the world in general.
Nor did the captain lose his nonchance or self-possession when informed of the object of my visit. Yes, he received the returns—got one now and then—they didn't come regularly, nor from all the ports—hadn't inquired why—wasn't his business—his business was to file them—had filed them—they were in the desk before him—yes, I could look at them—he hadn't looked—wasn't his business—his business to file them—and had filed them—and didn't know whether they tallied with the immigration reports printed by the State Department, or not—and wasn't his business to compare them—business was to file them—and had filed them—and didn't know whether the Passenger Act was duly observed or not or if many deaths had occurred or not—and wasn't his business—business was to papers woke them up, printed their names in full, exposed their malpractices and the fatal results of them, warned emigrants in Europe against dealing with the parties (this was the sensitive point), and began the era of reform on this subject, which has since so happily continued.
In the following year the deaths of immigrant passengers fell to about one-half. Even this was frightfully large, but the agitation on the subject which had been set going on this side of the Atlantic had scarcely yet been felt on the other. But the good work had its appropriate result at last. The annual deaths fell to seven hundred and fifty, then to five hundred, and finally to two hundred and fifty, where they stand now.
The character of the agitation may be judged by the fact that, in 1867, Frederick Kapp, one of the New York State Commissioners of Emigration, declared it as his deliberate conviction that "the twenty passengers who died on board the Baccarcich have been murdered by A. Strauss & Co., of Antwerp." ["Report of the New York Commission of Emigration. 1867," p. 105.] Testimony was taken relative to the condition of the pest-ships, and forwarded to our foreign consuls abroad, and by them communicated to foreign governments and to intended emigrants. In short, a vigorous exposure of the emigrant horror took place, which had the effect of sweeping away at once all the abuses that had led to it.
Such is the story of a single neglected function in the Treasury, and it is related merely as a type of hundreds of others which still exist, and exist, from the fault of no one person—exist, let us say, from the very nature of government.

Overcrowding was not ventilation, bad and insufficient food and water, bad cooking, rot, mildew, rancidity, stench, no physician, no drugs; extortion of the shipping agents; brutality of the masters; suffering of every kind, until the immigrant was left no better off than the miserable denizen of a slave ship! In one case the between decks was not high enough for a man to stand upright; in another so vitiated was the atmosphere that a lamp would not burn in it! I said that two thousand of these unhappy people had died. Yes, and eight thousand had been sent to public hospitals after their arrival here, of whom nearly a thousand died. So that the deaths were in all three thousand, and the expenses entailed upon the country by the sick, the dying, and dead—though this was the least of it—several hundred thousand dollars. Here were both the mortal and the economical reckonings. And it had been done by infamous men beyond the reach of our laws, and all to make a few more dollars than they were justly entitled to.
Whole families had been swept away. In one case a little boy had been asked: "Where is your father?" "He is dead." "And your mother?" "She is dead, too!" (burst into tears.) "And your brothers and sisters?" "They are all dead. They sewed them in sacks, and threw them in the sea. Then they made no more sacks, but threw them in without. At first they read prayers, then they read none. One day there were thirty deaths." "And are you quite alone?" "Yes, I know no one. There they were sure enough. They had been neatly folded, indorsed, red-taped, and pigeon-holed. It was fifteen minutes' work in the course of a month, and at the rate of salary which the gallant captain was drawing; cost the Government ten dollars a minute. I drew them from their dusty cerements and took them to my office.
What a tale they told! There had been, as I stated before, about two thousand deaths that year, of which five sixths had occurred on vessels that arrived at New York, and had set sail with some 223,000 steerage passengers—a mortality of nearly nine per cent during a mean voyage of twenty-three days. The index had jumped, not from 25 to 100, but from 25 to 143!
One vessel had had 260 deaths on board and seven in hospital after her arrival; another, 112; another, 102. These were all Liverpool steamers. The details were shocking. Overcrowding, want of ventilation, bad and insufficient food and water, bad cooking, rot, mildew, rancidity, stench, no physician, no drugs; extortion of the shipping agents; brutality of the masters; suffering of every kind, until the immigrant was left no better off than the miserable denizen of a slave ship! Whole families had been swept away. In one case a little boy had been asked: "Where is your father?" "He is dead." "And your mother?" "She is dead, too!" (bursting into tears.)

I rose from the perusal of these documents with an indignation which I found it difficult to suppress, and repaired to the office of the Secretary of the Treasury. On my way I passed the room of the worthy Captain Screw. There he sat where I had left him; his noble person still stretched over chair and desk; his languid eyes still gazing at the smoke that ascended from his cigar; his stiff-brimmed hat still cocked contemplatively over his brow. Believed from the arduous task of filing them away physically, he appeared to be employed filing them away mentally. I fancied that three thousand ghastly faces were turned reproachfully toward him as they sank to death in their charnel houses, and I passed on with a shudder.
In an hour's time I obtained an order from the Secretary transferring all the immigration returns to my bureau, and directing Captain Screw to report to me for orders. He came, he saw, and was conquered. I had him to work for a while, trying to untie his red tape, and make something out of his papers; but it was of no use. The man was evidently worthless, and I sent him adrift to file them away elsewhere than in the Treasury. With the aid of a couple of energetic clerks, I soon got the returns in order, sent a digest of their sad stories to the collectors of the ports. set the district authorities to work at libeling the delinquent vessels, and ventilated the subject in the press.
The last-named resource proved to be the best, after all, for the owners of the vessels seemed to possess such interest with the authorities that, although a good many formal letters were written and a good many threats made, but little practical work was done to bring the offenders to justice. GRASSHOPPERS IN KANSAS AND NEBRAKA.—These two rising young States have suffered terribly from the visitation of migratory hordes of locusts. The Governor of Kansas has issued a circular stating that a great calamity has overtaken the people of his State, the corn crop of many counties, especially in the west of the State, having been destroyed. The wheat crop was excellent, but in the newer counties no wheat had been raised, and the settlers will suffer unless some means of relief be devised. With the view of devising such means, he directs the Boards of County Commissioners to visit every family in their counties and make inventories of their condition and available effects. He was not clear as to the means which should be employed to secure relief, but he was sure that Kansas, though poor, is able to and will take care of her own needy. In Nebraska, the crops of small grain, the State's staple, were pretty well secured before the arrival of the locusta. The wheat is of exceptionally good quality, and will exceed all estimates of quantity. Here also, the new settlers in the west of the State will be the chief sufferers from the grasshopper raid. The corn crop is a failure in many sections of the State, not only from insect devastation, but from the drouth. On those who depended on their corn crop, the loss will fall heavily, and in some instances, starvation would ensue if assistance were absent. From all we can learn, county and township aid will be all the assistance needed in Nebraska. If State aid is asked for, it will be cheerfully granted.
The ways of women are past finding out. It is said the ladies of Hartford have a fashion of tying up their taper fingers when young gentlemen are expected to call, and when they very naturally ask the cause they blushingly remark: "I burnt them broiling steak this morning." The result is that several young gentlemen have burned their fingers believing the story.

HOUSEHOLD.
FRONTMING CHILDREN.—The greatest difficulty in the way of properly rearing children is that their elders forget that they were ever children themselves. Parents, with all their love and tenderness, are often so unmindful of the extreme sensibility of their offspring, that they think to amuse by frightening them. This is like tickling them with a needle, it is all pain and no pleasure. Because a fright is intended to be a joke, it is no reason that it is so understood, especially by the little folks, who are altogether literalists. Nothing can be worse for a child than to frighten it. The effect of the scare it is slow to recover from; it remains sometimes until maturity, as is shown by many instances of morbid sensitiveness and excessive nervousness. Not unfrequently, fear is employed as a means of discipline. Children are controlled by being made to believe that something terrible will happen to them; are punished by being shunt up in dark rooms, or by being put in places they stand in dread of. No one, without vivid memory of his own childhood, can comprehend how entirely cruel such things are. We have oftened heard grown people tell of the suffering they have endured, as children, under like circumstances, and recount the irreparable injury which they are sure they then received. No guardian, no parent, no nurse, capable of alarming the young, is fitted for her position. Children, as near as possible, should be trained not to know the sense of fear, which, above everything else, is to be feared, in their education both early and late.

The most important event with the present Sag Harbor aborigine in the late fall is the killing of his hog. The growth and fattening of this animal have been with him during the year most important matters, and even in church have at times obtruded themselves and chased away the more somnificous attention he would bestow upon the monon. For the last few weeks of the victim's life he is fed upon corn, to solidify and enrich his flesh. The aborigines now commences lying awake at night theorizing on the probable weight of the carcass when "dreamed." At last, he makes up his mind "to kill." The executioner—another aborigine, whose life during the fall months is specially devoted to this work, and who goes about from house to house with his murderous implements—is summoned. On the fatal morn all other work is suspended. The kitchen deck is cleared for action. The boy stays at home from school, for "father's going to kill." Every kettle in the house and every one which can be borrowed from the neighbors is devoted to furnish the requisite supply of scalding water. A sort of a scaffolding is erected over the mouth of a barrel close to the pen, in full view of the victim, who, unconscious of the impending doom, eats his last meal. Everything is ready. The water is scalding hot. The various knives and implements are conspicuously laid out near the scraping-board. The two aborigines together leap into the pen. The victim now commences to suspect something wrong. The first murderer attempts laying hold of him; long practice has made him skillful in catching condemned hogs by the left hind leg.

For a few seconds, the rapid contraction and expansion of the animal's hind quarters causes the first murderer's arms to work with the rapidity and vigor of a loco-motive piston running at the rate of forty miles per hour. The neighborhood resounds with squeals. The fence is lined with more boys, who have run away from school to see the killing. The second murderer trips the fore legs of the victim; the two arrange his strucbling body with horrible exactness for the knife. The partly worn and well-ground blade is inserted in his throat. The murderers release their victim, who arising, walks stupidly about for a few moments, without seeming to be aware that anything has happened, then falls and dies.
It is an arduous day's work for the two principal actors, who frequently retire together mysteriously to the barn, from whence they emerge with a more vigorous step and happier expression of countenance. The aborigine may have signed the temperance pledge, but on occasions like this, when his energies both physical and mental, are so severely taxed, a resort to certain artificial aids and the granting of a sort of plenary indulgence, by one's self acting in the capacity of a pope to one's self as a portion of the pope's flock, is considered justifiable and necessary.—Overland Monthly for September.
CHANGING HIS MIND.—A wealthy man, who owns a country residence recently became dissatisfied with it, determined to have another,and instructed an auctioneer famous for his descriptive powers to advertise it in the papers for private sale, but to conceal the location,telling purchasers to apply at his office? In a few days the gentleman happened to see the advertisement was pleased with the account of the place,showed it to his wife,and the two concluded it was just what they wanted,and they would secure it at once.So he went to the office of the auctioneer and told him that the place he had advertised was such a one as he desired,and he would purchase it.The auctioneer burst into a laugh,and told him that was the description of his own house,where he was then living.He read the advertisement again,pondered over "grassy slopes,""beautiful vistas,""smooth lawn,"etc.,and broke out."Is it possible! OR DRIED BEEP.—Mix in four gallons of water a pound and a half of sugar or molasses, and two ounces of saltpetre.
(If it is to last a month or two put in six pounds of salt; if over summer, use nine pounds of salt). Boil all together gently, skim and let it cool. Put the meat in the vessel in which it is to stand. Pour the pickle on the meat until it is covered. Keep the meat down under the pickle with a stone. Use the above proportions for a larger quantity, if required.
GRAHAM BREAD.—One teacupful of bread sponge, three teacupfuls of warm water, one pint of unbelted wheat flour, mix and let stand till light, then add salt as for other bread, and three large tablespoonfuls of sugar; work this into a thick batter by adding more flour. This will make one ordinary loaf which should be put into a pan and allowed to become light, then baked slowly for one and a quarter hours.
Dyspepsia is a national evil, and is largely due to rapid eating, particularly among "business men" and "brain-workers." With many persons it is impossible for the body to carry on the work of digestion while the brain is also working hard. The stomach must have some nerve force with which to perform its duties. A little time for rest before eating, as well as afterward, is of great importance to many people.

A North Carolina belle, according to a local journal, recently started for a horseback ride near Morgantown, in that State. She was riding rapidly with a gentleman down a long slope, when the gentleman's horse stumbled and fell. The lady's horse cleared both him and the rider at one leap, and then became quite unmanageable. Two hundred vards further on a narrow lane was blocked by a negro, mule, and cart square across it. Her horse was caring at full speed. To pass round was impossible, to stop equally so; but the agile animal at one fearful bound cleared-negro, mule, and cart. The charming equestrienne never for a moment lost her balance, and was laughing gayly when her horse was checked two miles further on.
The Oyster Trade.—It is said that about two and a half million bushels of oysters are taken annually in the waters of Virginia; about a million bushels in the district of Norfolk alone. The Norfolk district employs ten thousand men, two thousand boats, and five thousand men are engaged in catching with dorries, averaging about five hundred bushels to a man per season. The Annual Report of the Merchants' and Mechanics' Exchange for 1867 says, "The oyster beds of Virginia cover an area equal to six hundred and forty thousand acres; and these great mines of submarine wealth are estimated to yield an annual money value of ten million dollars."—Opilio's Magazine.
