We have received through the courtesy of Mr. Venable a copy of his substitute for Assembly Bill, No. 172, introduced by him some time ago. The original bill was presented to the Assembly about the same time that a local bill to provide a system of irrigation for Los Angeles county was laid before the Senate by Mr. Bush. After reading the document carefully and noting its many features of similarity to the Senate Bill, we opine that the substitute has received the approval of our Senator and that it will receive his support when referred by the Assembly to the Senate for definite action. In the manner of voting, in the qualifications of voters, and in the creation of water districts there has been made no essential change from the Senate Bill. In fact, except that the Assembly substitute is general in character and is made applicable to the entire agricultural portion of the State, there have been made no material changes from the bill introduced by Mr. Bush.
We will give, however, as concisely as possible, the general features of the substitute bill. By it a Board of Commissioners, three in number, and appointed by the Governor, is created, with headquarters at Sacramento. Under the direction of this Board will be one Chief Engineer, one Assistant Engineer and a Secretary. These officials will be salaried and paid as State officers, and will hold office continually. The general water districts will be created and their boundaries defined by the Board of Commissioners as soon as practicable after the passage and approval of the Act; and under the Supervision of the Chief

These reports, when approved by the Board, will be printed and distributed in the water districts, to which they refer, for investigation by the residents of the district. Upon a petition being presented to the Board, signed by one-third of the land owners in a district, and asking for a development of their irrigating facilities, the Board of Commissioners will order an election to determine the will of the majority in reference to the proposed improvement. The works constructed shall be paid for by bonds of the irrigation district, of one hundred dollars each, issued by the State Board of Commissioners, payable twenty years after date, and bearing interest at the rate of not exceeding eight per cent. per annum. In order to raise funds for the payment of the principal and interest of the bonds of each district, "three competent persons, residents of the district, and interested neither directly nor indirectly in the lands of the district" shall be appointed by the Board. These "Assessment Commissioners" shall continue in session not more than ninety days, and within ten days thereafter shall file in the office of the Board an "Assessment List of Irrigation District No." describing each separate parcel of land in the district, and the amount of assessment to be charged on each. The remaining provisions of the bill refer to the financial manipulation of the bonds, and are too lengthy to be enumerated at present.
Although we yield to the Senate Bill our preference, doubtless this Assembly Bill may better meet the requirements of other portions of the State, where the amount of irrigable land is not so compactly situated, and does not cover so large an area as in our county of Los Angeles. At all events it evidences that Mr. Venable has devoted much time and attention to the subject, and that it is his desire and intention to be of service to his constituents. The greatest objection that can be urged against it is on the score of expense. That this objection is valid, only a practical experience of the operations of the two bills can demonstrate. It may be that the seemingly more costly method of procedure may prove the more economical.

We disclaim any intention in censureing the ruling rates upon land. On the contrary we just that a low valuation placed upon all species of crops would only call attention to that of a discrimination against sheeled made unwittingly by the Boardization. In this county the taxable property is between ten millions of dollars. Senator Laine has introduced into the State Senate a bill proposing an amendment to the present method of procedure in instituting suits for libel. As the law now stands the plaintiff in an action for libel is required to give a bond of indemnity, which can be recovered in case of malicious or frivolous prosecution; Laine's amendment proposes to do away with the bond, but does not afford the defendant any method of redress in the event of his having been subjected to much expense and personal inconvenience by the angry malevolence of an irresponsible prosecution.
As we view the matter, this proposed amendment is merely an encouragement to the practice of Champerty—a legal expression, much practiced heretofore in California, and in general estimation, productive only of evil. The plaintiff in an action for libel must employ the services of a lawyer to prosecute his suit; if he cannot furnish bonds, it is a natural supposition that his legal adviser can expect nothing but a contingent fee. Many of the legal fraternity in this State would accept a fee of this character, which would be refused if there was the shadow of a chance that their services would result in a loss of money as well as time. The present enactments regulating libel suits, if offended, can punish the offender. Under the provisions of Senator Laine's amendment (so called), the tendency in this especial instance will be but to make

The neighboring town of Ghalehicomula sent a detachment of militia to stop the atrocities.

Remedying this evil the smaller sheep could receive material benefit in a co-operative association, such as been proposed, and which is now in issue of organization in this county. Co-operation men, who are comparatively poor, receive benefit from the self-effort action of the rich; without it must depend upon themselves.
Am therefore, suggested by the owners fourth of the taxable property in county, would unquestionably meet prompt attention. On next Saturday adjourned meeting of sheep-raisers held in Los Angeles to attempt the utilization of a society, among whose will be the protection of this special industry from such evils as we referred to above. Be behoved all raisers, therefore, who feel that theirion, as at present levied, is oppressive,in in this movement, which presents them a means of relief.

However, our nation is not to damn our friends,to praise our enemy. With a tough appreciation, therefore, of the reasons manne in which Mr. Venable remembered our existence, we thank most heartily for his attention.
