On Friday, January 16th, introduced a bill in the Senate promote irrigation in Los Angeles county. The bill provides Superintendent of Irrigation Board of Water Commission the county; the Superintendent remain in office two years, March 1st, 1876. When a man of the people want an irrigation district established, they may apply to the Superintendent, thereafter to appoint a engineer to report on the probability of irrigating such districts the report be favorable, an order to be held to determine what tax for the purpose shall be imposed on Irrigation. Some person has put up market a preparation for the gums a delicate pink. Intended for ladies only, as label—a bit of superfluous mation, we think. Santa Barbara Letter. SANTA BARBARA, Cal. January 8th, 1874. CALIFORNIAN:—We are just midst of one of the most seasons Santa Barbara has enjoyed for many years. A correspondent says he has some of the Los Angeles grape vines which he wishes to graft with other varieties, and asks us when and how the work should be done. To the first question we answer, the grape may be grafted at any time from January 1st to March 1st with success. However, the best time is when the sap will not flow, or, in other words, when the vine will not bleed. If the dormant season has passed and the sap has begun to flow, then it is better to wait till the leaves are pretty well set on the vine, or even till the blossoms are forming, as at this time the vine will not bleed to do any harm. To those who can, we would recommend that the work be done at once, or as soon as possible. To the second question we would say, there are a number of ways to graft the vine, either of which has its advocates and claimed advantages. The vine may be grafted on the old wood, either above or below the surface of the ground, but most of the vintagers insert the graft below the surface, and we would recommend this, as then the whole vine will be that hundreds and birds of acres of land, which inter to lain idle, will this year in grain, and will produce indiant harvest. This mode requires a chisel-shaped tool, tapering equally on each side to an edge, and say an inch wide. With this tool in the right hand, take hold of the vine with the left, and bend it gently from you. Just at the surface of the ground insert the tool and press it through the bark into the wood of the vine, say an inch or more. Having prepared the scion wedge-shaped, now withdraw the tool and insert the scion so that its bark will come in contact with the bark of the vine. Then let the vine assume its natural position and the scion will be pressed into the incision and held to its place. Draw the pulverized soil around the cut as before. When the scion has started to grow so as to be out of danger, with a sharp saw cut the old vine off diagonally just above the scion, and the work is done. Scions for grafting in this State should be cut as early as the forepart of January and buried in the ground in a cool place, so as to keep them from sprouting and still fresh. Grafted vines frequently make a very good crop the second year. Those who have vines which they wish to graft, had better be attending to the work immediately.—Sac. Record.
