Sixth—The passage of an irrigating law, the provision which shall fix the cost of cation exclusively to the land fitted thereby by assessment in no year shall exceed one pence of the value of lands so fitted. That the location of and ditches, their size and shall be determined by Commissioners elected for that purpose owners of land along the line ditch, and that in all where a ditch is already constructed along the route selected Commissioners, such ditch appraised at its cost value time by disinterested parties the individual parties or incorporated company owning such ditchinue to hold stock in the appraised, in common with who incur the cost of deepening or lengthening the and to be thus continued from time by a re-estimate of long as the quantity of the demands of irrigation require. Holding, as we see in California land and water be inseparable, and that should be handed down to young generations of tillers of as an indefessible right. Seventh—We ask our representatives in the Legislature to procure repeal of the law creating State of California a standing tary force, by which we are except in incorporated town thousands inhabitants. Grangers' Declaration. The following, endorsed by the Sons of Fruitland Grange, No. 72, a expression of their sentiments, seen handed to us for publicaCopies of this issue will be to our representatives in the college, and to Secretaries of leges in the county: First—We hold that all the wants we are supplied by toil; that no of natural ability is exempt contributing his just proportion some form to that end, and one who fails to do so, violates the plainest obligations of his france and imposes an additional ben on others, that he should fully bear himself. Second—We do not ask, nor do ant any legislation for the exeption benefit of farmers as a class. Third—We will enter into no nations among ourselves or others, to raise the price of food or clothing, knowing as that we are in part the fea- $50,000 a year. A standing army in time of peace as a State institution, has no precedent outside of the State of California. It is a reflection on the intelligence and patriotism of the people of the State, and ought to be disbanded. Eighth—We ask our representatives to use their best efforts to procure the passage of a law limiting the amount of county and municipal appropriations to not exceed one per cent of the assessed value of the property of any county. Ninth—We ask our representatives to procure the passage of a law reducing the salaries of all officers of Los Angeles county to a compensation not exceeding fair remuneration, in view of the fact that Los Angeles county has the largest bonded debt of any county in the State, San Francisco excepted. Tenth—We will do all in our power to encourage manufactures in our midst, especially woolen mills, the building up of which will afford a market for wool, occupation for of the plainest obligations of his ance and imposes an additional ben on others, that he should fully bear himself. Second—We do not ask, nor do ant any legislation for the extensive benefit of farmers as a class. Third—We will enter into no nominations among ourselves or others, to raise the price of food or clothing, knowing as so, that we are in part the faccult of the food and clothing of the san race, and that however low price of food or clothing may there are millions who from sheer ability are unable to supply them, with the common necessaries and who, like ourselves, are led to constant toil. Fourth—As an organization, we party politics, and will support office none others than competent, and faithful men, will do all in their power to the abuses of legislation, State and National, believing do, that most of the grievance of which (in common with we think we can justly compare the result of corrupt, unand partial legislation. Fifth—We ask our representation the legislature to procure message of a law, by which, on petition of an hundred voters right of way to the sea coast at designated point, together with undemnation to public use of exceeding fifty acres of land not purposes and general pubants, which shall be valued and by the county in which it is val, its value to be fixed acting to its agricultural or value. This law to be valid, and apply to all sea coasts, bays, and navigable rivers, in incorporated towns of five and inhabitants. Sixth—The passage of a general law, the provisions of shall fix the cost of construcclusively to the lands benehereby by assessments which year shall exceed one per cent. value of lands so to be benethat the location of canals matches their size and length, determined by Commission. The passage of a generalizing law, the provisions of which shall fix the cost of construction exclusively to the lands benefited by assessments which year shall exceed one per cent. The value of lands so to be benefited that the location of canals matches their size and length, determined by Commission selected for that purpose by the laws of land along the line of the ditch and that in all instances a ditch is already constructed, on the route selected by such commissioners, such ditch shall be used at its cost value at the nearby disinterested parties, and individual parties or incorporated any owning such ditch to con- hold stock in the ditch so used, in common with others incur the cost of widening, cutting or lengthening the same, be thus continued from time to time by a re-estimate of value, so as the quantity of water or demands of irrigators may hold, as we do, that California land and water should parable, and that the two be handed down to succeed generations of tillers of the soil undefeasible right. We ask our representatives in the Legislature to use their endeavors to procure the laws creating in the State of California a standing mill force, by which we are taxed on the coast of the Pacific Ocean at the mouth of the New San Gabriel River, and thence along the centre of said River, in a Northerly direction, until it intersects or diverges from Old San Gabriel River, and thence up said River to where it crosses the line dividing Township One and Two South, Range eleven West of the San Bernardino Meridian, thence East with said line to the Southeast corner of Township One South, Range ten West of said Meridian, thence North along the Section line, to the San Bernardino Base line, thence East along said Base line to the Western boundary line of San Bernardino County, thence Southerly, following said boundary line of San Bernardino County to the Northwestern boundary of San Diego County, thence along said boundary line of San Diego County in a southwesterly direction to the Pacific Ocean, and thence in a northwesterly direction, along the coast of said Pacific Ocean, to the mouth of the New San Gabriel River, the place of beginning. And we, your petitioners, will ever pray, etc. It is estimated that the Sacramento Valley, from Suisun bay on the south to Shasta on the north, contains 3,840,000 acres of level valley land; and if the rolling foothills were included to an elevation of 2,500 feet above the level of the sea, or as far up as the cereals can be raised, the number of acres would be doubled, or would amount to at least seven millions and a half. If all this land were sown in wheat, says the Real Estate Circular, and the small crop of fifteen bushels only was reaped from it, the total crop would amount to 112,500,000 bushels, which at even $1 per bushel would amount to as many dollars. Some day, and that not many years distant, all of this land will certainly produce crops either of grain, wool, wine or fruit equal in value to these figures.
