Five Water Commissioners be elected in each district shall be authorized to levy tax pay for the construction of ditch, and its main branches., reservoirs, already constrict ditches, payment of employee public sentiment of the people this county was, on this important subject. And this having been that a bill embodying those could be carefully prepared by best legal talent, to be present passage by our legislative delay during the coming legislature prevent delay, it is important the question should be fully cussed and understood, before commencement of the session in order that the parties intend know what is to be done better that all communication this subject should be printed newspapers of this county, the agents of which will doubtless be to give reasonable space in columns for the discussion of important a measure.
I offer the following as my opinion what the main features of this should be, in order to enable effect the object which we have viewed:

8 Five Water Commissioners be elected in each district shall be authorized to levy tax pay for the construction of ditch, and its main branches, reservoirs, already constructed ditches, payment of employee other expenses properly billed and incident to the construction maintenance of said ditch.
And said commissioners have power to appoint, pay or charge from service, all employees who may be required for the construction, maintenance, andization of said ditch.
And, said commissioners have authority to condemn any possession of all lands and property required for the construction of said ditches, etc.
Provided, That no man's property shall be taken without paying equitable price therefor, said to be provided by law, for the value of lands taken for roads, railroads, etc.
4 No person shall be permitted to vote at an election of Commissioners, except such person whose property pays taxes for construction of said ditch, but taxpayer shall have one vote each 160 acres, or fraction acres, or other property of assessable value, upon his or she pays taxes for account of said ditch, said wife be voted by them or their legal representatives, it being understood that it is the property and person that is represented by vote.

JOHN G, DOWNEY, SIR:—At the meeting of the Committee, appointed at the Irrigation Convention, held Angeles, it was resolved, that persons who had given thought to the solution of the irrigation should write out their and forward them to you, as part of the committee, so that committee could, by a comparative view, ascertain what the sentiment of the people of California was, on this important matter. And this having been done, will embodying those views carefully prepared by the final talent, to be presented for by our legislative delegation to the coming legislature. To delay, it is important that motion should be fully disbanded understood, before the enactment of the session, and that the parties interested know what is to be done. It is required that repairs are required, a pro rata tax shall be levied as heretofore, to pay for the same. Provided, that before any tax is levied, local notice shall be given to all who are authorized to vote, and if a majority of the votes cast shall be in favor of said tax, it shall be levied, but if a majority shall vote against said tax, it shall not be levied.
6. The law shall provide for imposing a heavy penalty both of fine and imprisonment upon any person or persons, who shall wilfully cut, damage, or in any way injure said ditches, or water flowing therein—provided that if any person or persons, accidentally or unintentionally injure the same, he shall be made to pay for all damage caused by his act.
7. The law shall distinctly provide that no person or persons shall be permitted to waste water that is or may be wanted for irrigation, that all artesian wells must be capped, if necessary to prevent the flow of more water than is required for irrigation.

that all artesian wells must be capped, if necessary to prevent the flow of more water than is required for irrigation, domestic purposes, or watering stock, as it is believed that any useless flow, may be an injury to the wells of their neighbors, and it is certainly a serious injury to the public roads; to enforce this provision, the law should provide a penalty for each infraction of the law of sufficient amount to insure its efficiency.
I wish to call particular attention to article 4th. Any efficient law that is based upon the principle therein enunciated, viz., property and not personal representation. I feel perfectly confident will enable us to do well, and promptly all that we desire to do. No man will fear excessive taxation, when the property itself imposes the tax.
A careful reading of the foregoing will satisfy any reasonable person that there is no disposition to interfere with "vested rights," but on the contrary, there is a very strong determination, to abrogate and do away with "vested wrongs." My idea is to have a law that will enable the property owners of each district to form an Involuntary Joint Stock Company, and to compel every piece of property to pay its share of a needed improvement. If a majority of the property owners vote in favor of the tax, it is safe to suppose that the improvement is needed, if the vote is against it, it is safe to suppose that it is not.
The world must move on, no "balky mule" can be permitted to stop the car of Progress; all who oppose its onward movement, must be crushed as relentlessly as are the miserable victims of a degraded superstition under the wheels of the car of Juggernaut.
These are my views of what the law should endeavor to effect. I put it before the public in order to elicit criticism and discussion. Some one must make the first move, and I make it—there is no time to be lost; let every man who has an opinion of his own put it on paper and send it in. At its last session the Contra Costa Board of Supervisors audited certificates of bounties for squirrels and gophers killed to the amount of $2,800, and there remain certificates to be audited to the amount of between $3,000 and $4,000. As a squirrel scalp is worth five cents, the total amount of certificates represent the death of some 140,000 squirrels. It is estimated by careful observers that the damage caused by squirrels in Contra Costa county amounts to $250,000 annually.
The people of Lyons county, the extreme northwestern county of the State of Iowa, are evidently of the same political mind. In looking over the election returns, we find that Lyons county, at the Presidential election, last year, cast eighty seven votes for Grant, and only one for Greeley. This year, Governor Carpenter, the Republican candidate, received 245 votes, and Vale, his opponent, not one.
