Southern Californian SATURDAY, NOVEMBER 1, 1874. Irrigating Convention. The Irrigating Convention called by the Southern California Farmers' Union, met at the District Court Room in Los Angeles on Saturday, October 25th. Gen. Stoneman was elected President, and Geo. H. Peck, Secretary. The following representatives of different portions of the county were present: Anaheim, Wm. R. Olden; Azura, J. T. Gordon; El Monte, Geo. H. Peck; San Antonio, W. T. East; Los Angeles, Second Ward, Wm. Workman; Third Ward, John G. Downey; Wilmington, General Banning; Compton, A. Higbie; Los Nietos, E. B. Grandon; San Gabriel, George Stoneman; San Gabriel Cañon, H. C. Roberts; Silver, J. W. Venable. Gov. Downey read a lengthy and interesting article on the subject of "Irrigation." Mr. Geo. H. Peck presented a series of resolutions, which were referred to a special committee of five, to consider them, as well as all matters connected with the subject, and embody the principles of the irrigation question in a bill to be submitted to the action of the Convention. The following are the resolutions, as reported by the committee: 1. And where ownership of water is exercised to the public detriment, except in the case of springs rising on private lands, to provide for denouncing and paying an equitable value for the same. 3. To prohibit the acquirement of private rights to water which may be used for irrigating, except to springs rising on private property, unless under a general water right law authority. 4. To declare all waters which may be used for irrigating, including waters from springs after they have passed the land owned by the party on which springs may have risen, to belong to the State, and to be for the use of the public. That it is the duty of the State to employ able engineers to make a thorough examination of our rivers, canons, etc., and report as to the feasibility of increasing the water supply, and storing the same in reservoirs, etc., for future use. 5. It is the duty of the State to create a new department of Government, to have cognizance of all matters pertaining to water development. (This resolution suggests officers to carry out the law.) 6. Lands irrigable by one stream and its tributaries to constitute not more than two districts and if possible only one. 7. Water to be sold in all cases, but irrigators privileged to buy according to acres cultivated in that water year. 8. That properly existing water rights, in the contemplated change, should be respected. 9. That His Excellency the Governor is especially requested to urge upon the coming Legislature the propriety of appointing a special commissioner, with power to visit all parts of the State, to examine into the above questions, and to report at the same session, and at the earliest moment practicable. That a system of taxation should be devised by which lands to be brought under irrigation can pay the major part of the expense incident thereto; and that the additional taxation received from irrigated lands should be applied to remunerate the expense of such improvement. That a copy of the above be furnished His Excellency the Governor, our members of Assembly, and the honorable Senator from this county, with the request that they will urge legislation as above required. Smith were requested, in conjunction with the aforesaid committee and the legislative delegation to draft a suitable water law for Los Angeles county, with the view of having the same enacted at the coming session of the Legislature.
