mitude are in the same vicinity. It reservoirs can be made of such large service in mining, surely agriculture can be promoted by the same means.
The fourth inquiry looks to the agency by which this work is to be accomplished. It must be done by the state, the county, or by private corporations. Why should not the State adopt a general system of irrigation, as a measure of State policy? If on the interests of agriculture, the State can adopt measures to redeem swamp and overflowed lands, the same principle warrants its adopting measures to water our dry lands. Should the State decline, the next instrument may be the county, and if there be no objection to the county constructing highways, bridges etc., besides furnishing sinews of war to gigantic railroad corporations whose future benefit to this public may be attended with serious drawbacks, objections can not consistently be urged against its employing means to develop the increase of its water supply for agricultural pursuits, especially as such a course would make saleable a large area of barren land; would bring a large increase to the population and many other benefits. The next and last resort is private corporations, from the tender merces of which may the Good Being deliver the agricultural interests of Los Angeles county.

The law should be modified so as clearly to define the rights of parties using the water; so that water commissioners should not exercise judicial functions, and that their powers be limited to condemning, laying out and repairing ditches.
Running streams, except the head which may be on private land, should be declared public property for agricultural interests. Private improvements or private, water rights damaged by being so condemned should be fully paid for. There should be State and county water commissioners, to be elected in the same way as are Superintendents of Public Instruction; and their duties and authority should be clearly defined. We defer referring to many questions, kindred to this subject, to another report.

The following excerpt we clip from one of our exchanges, and recommend its perusal by the members of the Anaheim Turn Verein.
"Exercise, to be efficacious, even in a healthy subject, must be excited, sustained, and directed by that nervous stimulus which gives the muscles the principal part of the strength, and contributes so much to the nutrition of parts in a state of activity. To explain this, it must be mentioned that to produce motion requires the co-operation of

The nervous stimulus thus created will enable a muscle in the living frame to bear a weight of a hundred pounds, while, it detached, it would be torn asunder by one of ten. It is what causes men in danger, or in pursuit of some eagerly desired object, to perform such extraordinary feats of strength and activity. In order, then, to obtain the advantage of this powerful agent, we must be interested in what we are doing. A sport that calls up the mental energy, a walk toward a place which we are anxious to reach, or even an exercise which we engage in through a desire of invigorating our health and strength, will prove beneficial, when more of actual motion, performed languidly may be nearly ineffectual."
