Southern Californian GEO. C. KNOX... EDITOR. SATURDAY... AUGUST 23, 1873. L. P. FISHER, 20 and 21 New Merchant Franchise is our authorized Agent in San Francisco A BRIGHT OUTLOOK Notwithstanding the numerous disadvantages under which all newly organized communities labor, notwithstanding the many obstacles attendant upon and to be overcome by a proper development of the resources of a country, and notwithstanding the especial drawbacks of drought which has existed in this section for three years past, the future of our valley presents a most flattering encouragement to those who have already elected to make Los Angeles county their home, and offers to the new comer inducements, which cannot be rivated upon the Pacific coast. The scarcity of rain, about which much complaint has been made, has resulted to the advantage of the farmer, inasmuch as his efforts have been diverted from the growing of cereals, for which this valley is not so well adapted, to the cultivation of vines and fruit trees, the legitimate and paying productions of Southern California. The only serious drawback, which has heretofore actually existed, has been the difficulty of obtaining water for irrigating purposes. There has always been the greatest plenty of water in the Santa Ana river, but from a scarcity of means, farmers have been unable to utilize it. Now this difficulty will be remedied. The Los Angeles Land Company have engaged Gen. Alexander to examine and report upon the practicability and expense of building a large canal, with reservoirs at suitable points, in order to place under irrigation the whole of the valley lying between the Santa Ana river and the Co- AN UNJUST AND FOOLISH CHARGE. The Los Angeles Express, in order to make capital against Mr. Guinn, brings against him the vague charge that he is committed to county division. It is their intention evidently to create an incorrect impression of the character of that gentleman, and by implication, to cause him to appear in the eyes of the citizens of Los Angeles a vapid, blatant, one-idea post-house politician. Such an accusation can accomplish no good, especially when brought against one, so widely and favorably known as Mr. Guinn. It is universally conceded by both friend and foe that he is unquestionably the most able man upon either ticket. His scholastic attainments are of the highest order, and his personal integrity and honesty are beyond even the taint of suspicion. The Express, in making its accusation recognizes these facts, and whilst acknowledging his ability, and his individual purity, advises its readers to reject one, who will represent fairly the expressed wishes of every portion of his constituents. We have had an opportunity, from the relations existing between us, to learn Mr. Guinn's true attitude upon this question of county division. Although he has never been blindly enthusiastic upon the subject, and in fact deems it prematurely agitated, nevertheless he believes it to be the imperative duty of an honest and upright legislator to represent the interests of every portion of his constituency, and acting upon that belief, will undoubtedly afford to our community an opportunity to present to the next Legislature the story of their grievances, and their request for relief. However, we, of this end of the county, have not and do not require any place in a position of trust, one, want of intelligence, or whose plenitude chicanery causes him to detract from merit of his opponent by presenting truth in a purposely distorted manner is an overwhelming evidence of the eminent fitness of Mr. Mott for theention to which he aspires, that no exception can be taken to his official and that his opponent, in pursuing a taken policy of personal detraction compelled to resort to misrepresentation. A SIGN OF THE TIMES. It is very suggestive of the crisis pending over our political affairs. The Democracy finds it necessary to from the arena their old political life and to attempt success by playing information a man like Wm. H. Workman. Los Angeles. It is suggestive also a prominence, which the agricultural estates are not pursuing in the management of the body politic. Mr. Workman large wine-grower and is completely fitted with the farming community course of action, as a member of the Council of Los Angeles, in reference to water question, shows the importance which he attached to proper legislation upon that subject and gives evidence in him the interests of the farmer possess a zealous and earnest advice His election will undoubtedly prove vital to our voluntary society; he has the causes of complaint with them and personally interested in obtaining from the present nor its system of tax upon wines and branches. Knowing the high esteem in which is held by his neighbors as an upright conscientious citizen, knowing that he so many interests in common with our trons, and believing that his election would result to their good, we take great pledge in presenting his name to our rector for their favorable consideration, and trust that his unimpeachable private ord and his known integrity may do with any bad impression that may have created against him on account of bad company, with which he, on his conscience of political chicanery, has associated himself. CHILD'S PLAY. Some of the accusations brought against Mr. Rowan are so silly and so grosslyurd that it is almost beneath the disdain of a sensible man to even listen to For example, the assertion made by Anaheim correspondent of the Star effect that the friends of McFadden would cast their vote for TEMPLE, being Rowan had, by his active espousal of GIMNS, been instrumental in defending McFadden. It is an old proverb that learn home news, one must go albeit such a course of action is entirely opposed to Mr. Rowan's whole character, and of county division. However, we, of this end of the county, have not and do not require any pledge from him. We have the utmost confidence in him, and in his uprightness. He is the only man living among us, who can cause Democrat and Republican to ignore political animosity and work in unison for his success. He will receive the entire vote of this section. He will be indorsed in Los Angeles City by its intelligence and despite the innuendoes of a Republican newspaper, working in the interests of the Democracy, and despite the insinuations of "Handsome Ben etc," will have the proud honor of being the first Representative of Los Angeles county, of whom his constituency, knowing his rigid integrity, required no pledge. A SENSIBLE VERDICT. The sensation of last week in Los Angeles City was the trial of Col. Jeff Gatewood, senior editor of the San Diego World, for the publication of a libel against Judge Widney. It will be remembered, particularly by this end of the county, that the latter gentleman took a very active part in opposition to the San Diego and Los Angeles railroad, and in favor of Stanford's Company, and thereby rendered himself liable to a criticism upon his very singular action, in which the alleged libel occurred. The jury, after a short absence, returned with a verdict of "not guilty." We congratulate Col. Gatewood in having found in Los Angeles a jury, who believe in the right of the Press to a freedom of expression in speaking of the public acts of public men, and who evidently think that the best method to preserve an unblemished reputation is to avoid the appearance of evil.
