FISHER, 20 and 21 New Merchants' Exchange, is our authorized Agent in San Francisco THE NECESSITY FOR AN EFFICIENT SCHOOL SUPERINTENDENT. In no local office in the gift of the recipient of this county does there exist so imperative a necessity to ignore politics and to be guided solely by the merits of the individual in the selection of a suitable incumbent, as in the office of Superintendent of the Public Schools. There are in the county of Los Angeles over six thousand children, or one fourth of the actual population. To properly educate these children, and to prepare them, to assume a station in life, creditable to themselves and beneficial to the community in which they live, require a large corps of teachers, who must not only possess an education derived from books, but must be qualified in manners and habits, to serve as an example for imitation to the young who may be placed under their charge. The School Superintendent is the supervisor of this corps, and in order to select from the numerous applicants, who may present themselves, those only, who possess these qualifications, he must necessarily be one who by large experience and rigor training has obtained, to an eminent degree, a knowledge of men and books. Another duty to be performed by the School Superintendent—the proper disposition of school funds—requires much administrative ability. The complaints, which from time to time have arisen, even against so well qualified an officer as the present worthy incumbent, in regard to the apportionment of school funds, afford a hint suggestion of how this state of our climate. We present to our readers the first page of this issue, a record of the temperature of Anaheim kept by F. S. Miles Esq., form of New York, also a record of the winter months at Mentone Aiken. Accompanying this report is a communication from Mr. Our which, whilst presenting a threexplanatory of the causes, creates our unequalled climate, points in a most forcible manner the most advantages, accruing to the imid, by the selection of Anaheim a place of permanent residence. We do not desire, by a multitude of idle words, to attract travelling public to our section meet with disappointment, as the case in so many of the wo be health-resorts on the California Coast; but we prefer to lay be them a plain, unvarnished record facts, gathered after being subjected to the most critical tests, and allow every one to form his conclusions. At the same time would mention with pardon pride the fact that no one of many families, who have visited town in quest of a home, has titated a moment in selecting Anaheim, as the only place where realization exceeds the promise. LATEST NEWS, ITEMS. (From the Express and Star.) Where it is impossible for the public to judge for themselves, by actual investigation, of the qualifications of rival candidates for an office, non-political in its character, their past record and testimonials from competent authorities, should govern them in their selection. There are at the present time two candidates for the office of School Superintendent, one of whom—GEO. H. PECK, of El Monte—is one of the oldest and most experienced teachers on the Pacific coast. Under his management the Sacramento Public School was opened in 1853, and for many years he was Master of the Grammar School in San Francisco. His university diplomas of A. B. and A. M., his diplomas from the California Teachers' Institute and numerous first grade certificates from examining Boards of Education in different counties in this State attest his learning and ability. At the time of Mr. PECK's resignation as Master of the San Francisco Grammar School, the Board of Education of that city passed unanimously the following resolution: "That as Grammar Master and Principal of the Evening Schools of San Francisco during the past seven years, GEO. H. PECK has been a zealous, faithful and profitable worker, and for this receives the commendation of this Board." In view of these facts, we feel no hesitancy in recommending Mr. PECK as the most suitable candidate, now in the field for School Superintendent, and we present him to the favorable notice of the voters of Los Angeles county. ANONYMOUS SCURRILITIES. During the past week an anonymous circular under the signature of "Citizen with many friends" has been circulated through the county, attacking indirectly and by innuendo the present County Treasurer and other worthy and solid citizens of Los Angeles. We would dislike for an instant to suppose that Mr. TEMPLE would sanction directly any such means of attack, still we can not divert our mind of the belief that he must have known of the projection of so ill-advised a movement. pride the fact, that no one of many families, who have visited town in quest of a home, has titated a moment in selecting Aheim, as the only place where realization exceeds the promise. One hundred vessels are weak bound in the harbor. Consider damage has been done, and se lives are supposed to have lost. Washington, Aug. 12.—The port of the special commission the Vienna Exposition filed, that the Vienna commission managed loosely and corruptly personal purposes and in violence of American honor,and has expired United States to national hiation. The circular, evidently the off-spring of a low-bred imagination, has most signally failed in accomplishing the object for which it was intended. It falls harmlessly from the impenetrable armor of honesty, integrity and deserved esteem with which Mr. Rowan, by the actions of his public life, has clothed himself, and in rebounding, tarnishes only the fair name of his opponent. It distills in its poisonous spleen, a venom "Black as the damning drops that fall From the denouncing Angel's pen," that will prove most beneficial to the cause, which it is intended to strengthen, and which will undoubtedly induce all sensible men to believe in the weakness of an attack, supported only by "billingsgate" and alang. If the friends of Mr. Temple continue in this course, Mr. Rowan can remain perfectly at ease. His election, at all times since the commencement of the campaign conceded by the intelligent portion of the community, has now become an absolute certainty. A NEW ORACLE The Los Angeles Express has assumed a new role in politics. It has ceased to be the organ of the Republican party in this county, and now aspires to be the Delphic oracle of the nineteenth century, and to fill that void. caused by the lamented demise of that gifted son of Nature and Neptune—the immortal Bunsby. If there is any merit in possessing so great an ambiguity of expression as to render its writings unintelligible even to itself, there is no question of its ultimate success. NEW ADVERTISEMENTS.
