Silk in the United States is gratifying to learn that most important manufacturing in the more industrial nations also steadily and advantageous ground in our own country: the manufacture of silken good temporary chronicles the following figures in relation thereto, tell us that the raw silk from fabrics are wrought. are obtent entirely from foreign countries labor is the rule.

Postal Regulations.
We herewith publish regulations of the department which will be of interest to all classes and which should be preserved for future reference.
When a letter has been taken from the mailing office after the stamp has been cancelled, it is subject to additional postage.
A package of printing matter having portions of three cent stamps affixed should be treated as wholly unpaid, and double the prepaid rates collected thereon under section 452 of the new postal code. A stamp cut or mutilated loses its value.
The word "printed matter," written on the wrapper of a package of printed matter subjects the entire package to letter postage.
Newsdealers cannot enclose bills or receipts in their packages without subjecting them to letter postage.
Any matter contained in a sealed envelope is subject to letter postage. The fact that an envelope be cut or notched is not considered if it is sealed.
Publishers cannot wrap their newspapers in papers which have been previously written upon without subjecting the package to letter postage.
A supplement to a newspaper in order to be genuine must be made up of additional matter germane to that of the regular issue necessary to complete or perfect the paper to which it is added but crowded out for want of room. Any enclosure other than

Silk in the United States.
This gratifying to learn that one of the most important manufacturing interests of more industrial nations of Europe is steadily and advantageously gaining and in our own country: we allude to manufacture of silken goods. A cotemny chronicles the following facts and issues in relation thereto, but omits to mention that the raw silk from which these silks are wrought are obtained almost solely from foreign countries where cheap silk is the rule.
The silk interest has grown in the last years much beyond what has been generally supposed. A report issued by silk manufacturers of America states the growth of this production is stead increasing. Within a decade it has long from an insignificant and unpromising experiment; and now bids fair to be one of the lucrative branches of our industry.
Here is said to be at this time a capital over $30,000,000 invested in the business in this country, against less than $3—100 in 1860. Sixteen thousand operas are employed, earning $8,000,000 per annum, and weaving between $30,000,000 and $40,000,000 worth of silk goods in a year. The report assigns as one of the tricks to a more speedy development, fact that the California raw silk must be sent to Europe to be reeled, the immed machinery necessary for that purpose not having strangely enough, found may as yet to this country. The Americas are universally admired, both in country and in Europe and when our cities are matured will be able to come with the world.—Rural Press.
Farmers' Clubs.
We should like to make more frequent contact than we do of the proceedings of frozen farmers' clubs in the State, but any matter contained in a sealed envelope is subject to letter postage. The fact that an envelope be cut or notched is not considered if it is sealed.
Publishers cannot wrap their newspapers in papers which have been previously written upon without subjecting the package to letter postage.
A supplement to a newspaper in order to be genuine must be made up of additional matter germane to that of the regular issue necessary to complete or perfect the paper to which it is added but crowded out, for want of room. Any enclosure other than those allowed by section 200, regulations of 1866, subjects the package to letter rates of postage.
An actual subscriber residing within the county in which a weekly newspaper is printed and published is entitled to receive, free of postage, one copy of said paper, even though the postoffice through which he receives it, is out of the county, provided it be the office through which he regularly receives his mail matter.
There is nothing in the postal law prohibiting the enclosure of printed matter in package of merchandise, provided that postage has been prepaid thereon at the higher rates—two cents for each two ounces or fraction thereof.
An address in manuscript on circulars even if written more than once allowable but any other manuscript matter, such as date, signature or alteration, subjects them to letter postage.
Letters addressed to fictitious persons or firms of initials are not to be delivered but sent to the Dead Letter Office.
Handbills are not supplements, and when sent as such, not only subject the newspaper in which they are folded to letter postage, but render the party sending the same liable to a penalty of $5 in each case.—Sam Bernardino Guardian.
Climates, Solls, Sensons Etc.
The climate of California is so peculiar, or rather its climates are, for we have a great variety of them. That treatises and directions well adapted to the Northern States, or the Middle or Eastern, we are obliged to follow very cautiously, or rather hardly to attend to them at all. Our seasons also differ very much with regard to heat or dryness, so that we are necessitated to originate almost an entirely new set of rules and principles. English works too require the exercise of a still greater degree of judgment in the reader, the climate of England being generally throughout the year still more cool and humid than the States to the east of us. Our mild winters admit of garden work nearly every day of the year.
All the heavy operations of trenching manuring laying out, pruning and planting trees, shrubs, and both tender and hardy ornamental plants, are at that sea-
Farmers' Clubs.
We should like to make more frequent mention than we do of the proceedings of frozen farmers' clubs in the State, but discussions relate mainly to subjects critical economy; very important, but bring more study than most of the farmers are disposed to give them. The Jose Club lately took up the sack motion, but after reading the report we find information upon these material: 1. The material used and whence need, 2. Their cost in a crude state found at the mills. 3. The cost of planning, weaving and sewing per man and other costs of importation. 4. Range of prices, wholesale, in Great Britain and San Francisco. 5. The average cost of manufacturers and importers present and prospective consumption.
A full statement of the facts relating these matters would require much for their preparation, but when once agreed and published would furnish a basis for argument, and without the talks amount to nothing concrete. One good man, selected as a commissioner, could gather all the needed information in a few weeks—S. P. Alla.

All the heavy operations of trenching manuring laying out, pruning and planting trees, shrubs, and both tender and hardy ornamental plants, are at that season properly and conveniently performed. In this particular aspect to be sure, our climate is somewhat similar to that of the South of England or the regions bordering on the northern shores of the Mediterranean. Hence while the calendars of operations in works prepared for the Northern or Eastern States seldom agree with our practices, those in England and some other parts of Europe are often found, in some measure, to coincide with it. But even where the time of performing certain operations is the same in some other countries, the long, dry summer, and still mild winter, of this climate, often render necessary a peculiar mode of performing them.
We need then, works upon gardening and pomology, etc., specially adapted to our latitude and wants. The necessity of this is felt by every horticulturist in midst. We want works that are practically adapted to our climate, habits and requirements. It is very desirable that those varieties of trees and plants should be pointed out which experience has proved are best adapted to our orchards and gardens. We trust that some of our best and most practiced fruitlet and gardeners and those who by sufficient education are best fitted for the task would find time to publish treaties and guides (such man as Mr. Llewellyn of San Lorenza, for instance and others) suited for our climate, soils and seasons. These works might at first starting off be made brief and concise. We hope to to see some such at an early period—Rural Press.
