THE WATER QUESTION.
A petition to the Board of Supervisors to order the election of Water Commissioners, in the township of Anaheim, is now in circulation. The great importance of this movement, its intimate relationship with our future prosperity and its immediate effect upon our problematic water question should be recognized by every inhabitant of the township.
Without water, Anaheim could never have had an existence—with out a successful neighborhood, she must forever remain a pleasant but isolated vineyard, instead of becoming the commercial and thriving center of a great valley.
The utilization of that great quantity of water in the Santa Ana river, which, by defective management, is at the present time allowed to run waste, is the key to the success of our neighbors, and, consequently, the corner stone of our future wealth.
Two questions arise: 1st. how to make use of that water, without prejudice to prior right and 2d. how to railroad.
Col. Hyde, Agt. of the 50th Co., came down by last Sunday, and is stopping at Angeles. The engineers were yet ready to come, but are ordered by steamer next Friday. They arrive, the different will be surveyed and located on main trunk line, Anaheim road probably a route will also beveyed southeastward from Ana into the region beyond the Ana, in anticipation of a speed for a road to open up that and fertile valley. The course uses no narrow gauge roads. Tracks will all be laid of a new width 4 feet, 8½ inches, so the car loaded at Anaheim or Ana can travel, if necessary, Atlantic seaboard. Work will begun immediately after the election if the subsidy be voted. All spare teams in the county will required, and all the horse feeder use on the work. The durability of the Anaheim branch will dictated by business consider (i.e. wherever they are likely the most freight and passenger coupled with the engineering difficulties to be overcome). The engineers will probably be at within a week.

Two questions arise: 1st, how to make use of that water, without prejudice to prior right, and, 2d, how to distribute it equitably and fairly, without burdensome taxation. The first question is solved by constructing a ditch of large dimensions—say sixteen or twenty feet wide—from a point on the river where the water is plentiful, and by acknowledging the right to a certain quantity inherent to the Yorba family. And the right vested in Anaheim by direct purchase and continued usage during the last fourteen years. The second problem finds a solution in the office of a Board of Directors, if the work is executed under the suspices of individual incorporation, or by a Board of Water Commissioners elected by the people most directly interested.
In fact, to gain both objects but two ways are visible. The one is to form a company for the purpose of claiming the surplus water of the river, constructing ditches for irrigation and selling the water to the inhabitants of the township. The other plan is to elect a Board of Water Commissioners who under the several laws of this state, approved May 15, 1854, can appropriate the water, apportion it among the inhabitants, determine the time of using the same and construct the necessary ditches.
One great objection against forming a private company is this, that even from the beginning, the control of the water will be in the hands of the more wealthy portion of the stockholders, and such a company, although very acceptable at present, would most likely in course of time degenerate into a monoply, oppressive in general, and to the new comer in particular. Beside this, a Board of Directors of a private corporation will never have the power to regulate the water courses and ditches through the township, dispose of conflicting demands, impose penalties for obstructing waters, or regulate damages for the breaking of ditches, in a manner so prompt and simple as a Board of Commissioners would have, by virtue of the authority vested in them by law of the state.
For these reasons we would recommend that the proposition of one of our fellow citizens to take the necessary legal steps for the election of Water Commissioners for our township at the next general election in November, be not only well considered but adopted. It is in our opinion, the readiest and fairest solution of this question, alike equitable to the rich and the poor, and if well carried out, of incalculable benefit to us all.

the sentiments of many public spriited citizens around there. They
favor the acceptance of Stanford & Co.'s proposition, because they believe that they will ultimately be benefited thereby. They believe that
one railroad will beget another.
