Jimmy and I are fellows for play!
Never tired of it, in or shine,
Jimmy was six the last birthday,

So little Master Commonsense

And I am most atrociously "done."
No matter how it may chance to be,
Jimmy's argument never fails:
The copper is always wrong for me,
And Jimmy is winner, heads or tails.

It is useless for them to claim that the Constitution forbids the depriving of the private citizen of his property for public uses without just compensation; that the laws of this state exempt certain property from execution, and the decisions of all the courts sustain that position. The Governor of Iowa, in a late message, called the attention of the legislature to the importance of the measure, and mentioned some townships in the state where the united levy for taxes was over twenty per cent. of the valuation. Now it may be argued, why do the people vote such taxes on themselves? In nine cases out of ten those taxes are carried by a class of people who pay no taxes themselves, or are located in towns and villages where they are misled with fine promises of their towns being made large cities, and they themselves becoming wealthy and fortunate by having this great project carried out; and they never waken up till the "mountain has brought forth the mouse." But the most serious evil in my estimation is the precedent that it sets for all future innovations of the kind; if legislatures find they can set the Constitution aside in one case, they will be likely to try it over again when it suits them.
Agriculture is the leading interest of the West. The farmers outnumber all other classes of the community: and did they attend the primary meeting, as friend Wheeler advises, and watch the party backs that are usually to be found in such places, they could always find one of their number on whose honesty and business capacity they could rely—for it matters but little what a man be, if he is not honest and reliable. The extent to which this thing is carried on, few realize.

No corporation should be permitted in the country unless it be made amenable to the laws, and is governed by them the same as an individual. I read an article in an English paper that gives a good illustration of how they manage such cases there. The trustee of a small union or township in North Wales, called Conway, through which the London and Northwestern Railroad passed (one of the wealthiest companies in England), had been in the habit of levying a local tax of £150 per mile within their limits; but, in consideration of the great increase of business of the line, they concluded to increase it to £500 per mile. The company refused to pay the demand, and the trustees determined to push the matter in court, sent for the proper officers appointed by the government, to examine the books of the company and fix the rate the railroad should pay. On examination the officers placed the valuation over £1,000 per mile. The trustees would even then have accepted their original demand, but the company refused to pay over the £150 per mile. The spirited little town determined to push the matter in law, and demand the £1,000 per mile—took it into court, and finally the company were glad to compromise by paying £950 per mile. Now, if our railroads were taxed on their earnings in that manner, it would materally lighten the taxes the people have to pay, particularly the farming community. But I have already extended this article much further than I intended. If
