SOUTHERN CALIFORNIAN. SATURDAY, JANUARY 6, 1872. CHAS. A. GARDNER...Ed'r & Prop't. Notice. J. C Hill Jr. is hereby authorized to receive subscriptions for the Southern Californian. County Division. THE GALLATIN MEETING. An adjourned meeting was held at Gallatin on Wednesday last for the purpose of receiving reports from the various committees appointed at the County Division. Meeting at Anaheim on the 20th ult The Chairman of Revision Committee reported certain amendments to the County Division Bill which are in substance, as follows: 1st. The name of the porposed new county is changed to ORANGE. 2d. The boundary is changed in this respect, that after intersecting the San Bernardino Base line, it follows said line East to the San Bernardino County line; the remainder of the boundaries being left the same. 3d. The Commissioners to district the new county for election purposes etc., are L. L. Beequit, John W. Pryer, W. R. Olden and A. L. Bush. 4th. The County Superintendent of Public Schools is made a separate office, instead of being connected with that of the County Clerk as California Floods. A native Californian contributed the following to the San Francisco Bulletin, from which it would pear that decadal floods have occurred during the last half century least, the flood of the present year following in regular order. "A flood occured in the year when the water covered the lands entirely, and rose to a great height than ever before known. Had the country been settled now, the disaster would have very great. The next memorable flood occurred in 1832, the water reaching the extreme height of years before, but still covering low lands to a great extent. 1842 there occurred another flood not unlike that of '32. The poor settlers of California remember a flood of 1852, and it is not necessary to dwell upon the particulars. Last great flood occurred in the winter of 1862. Sacramento was merged; dams, mills and manufactures were carried away on streams. Roads were destroyed bridges disappeared and the destruction of property was very great. The winter of 1872 is supposed complete the cycle again, preening that a flood will occur every year." The San Diego "Bulletin", is to be a daily. A change comes over spirit of its dream. The County Superintendent of Public Schools is made a separate office, instead of being connected with that of the County Clerk as heretofore, and a salary of $400 per annum for the first two years attached to the office. 5th. A special Judicial election is provided for, to be held at the same time as the first county election, for the election of County Judge and Justice of the Peace (the state constitution requiring such officers to be elected at a judicial election). 6th. The bonds of various officers are increased, viz; Sheriff to $40,000, County Clerk to to $20,000, Treasurer to $40,000. 7th. Providing that the cost of transcribing the records of Los Angeles County, for the new county of Orange, shall not exceed 15 cents per folio. 8th. The Commissioners charged with the duty of ascertaining the proportion of the present county indebtedness which should be assumed by the new county are J. G. Downey and A. W. Potts of Los Angeles County and E. H. Boyd and J. W. Clark of Orange County. 9th. Some further provision is made in regard to the redemption of the county bonds, issued to pay our proportion of the old county debt. 10th. That the county seat shall be at the town of Anaheim for the first two years, or until the next general election, when a vote shall be taken to locate the same; and in case no one place shall receive a majority of all the votes, then a second election shall be held 30 days from the first, at which election the two places receiving the highest vote at the first election shall be re-submitted for a choice for the county seat, and the one having the highest number of votes shall be the county seat of said Orange County." Selah! NEWS ITEMS. Brigham Young has been brought into court at Salt Lake City, in charge of the U.S. Marshal. The U.S. frigate Wabash is reported burned at Nice, on the 29th of December. Elisha Cook, an able and honor member of the San Francisco Bay has just died at that city. He was counsel for Mrs Laura D. Fair, in late famous trial for murder. been found in that county. Rev. Robt. J. The editor of the Star displays an unwarranted degree of smartness in suggesting Anaheim as a location for a branch of the State Prison. Better have it built at Los Angeles, Mr. B. where there far more need of it then here. Where nine-tenths of all the crime in the county is committed, and the populace frequently deem it necessary to take the law in their own hands, and do some hanging on their own account. Where, no long ago, fifteen to twenty innocent men were murdered by a mob, and the "leading journal" etc., immediately justified the act, describing the slaughtered victims as "fienda" and the murderers as avengers of outraged justice. It would be a useless expense to bring all these people to Anaheim. Nevada asks California for a session of all that portion of the latter state lying east of the summits of the Sierra Nevadas. The matter is referred to the Judiciary Committee. FIREMEN'S MONTHLY MEETING.—The Anaheim Fire Co. held their monthly meeting on Monday evening last. Eighteen members were present. Davis and John Fischer, was appointed to amend the Constitution and Bye Laws of the Co. The Secretary was ordered to call on Mr. R. Luedke for the amount of money received by him on subscription for the Fire Bell. The Foreman was authorized to receive the Jadder, hook and fire buckets furnished by the City of Anaheim, and give his receipt therefor. The Committee on Fire Truck reported that a truck completely furnished could be had for $150. Ordered, that the Committee have a truck made as soon as possible the cost not to exceed $150. Adjourned to meet on Monday, evening, January 8th., 1872, at 7 P.M. R. Melrose, Secretary. San Francisco, Dec. 27.—The Gulf of California Canal Co., capital $800,000 incorporated to-day. Object to develop the resources of the Mahiji Colony's lands on the inner side of peninsula of Lower California, etc., etc. Trustee: Alex K. McSlovey, Jacob Schrieber, W. G. Badger, Wm.
