A., promises a variety of activities for many boys. JOHNSON TRIUMPHS IN APPOINTMENTS LASKER - LISSNER WASHINGTON, June 20—Hiram Johnson has again pleased his friends and disconcerted als enemies. When the sturdy westerner spoke in the senate against the Colombian treaty and vigorously defended the position of Theodore Roosevelt, it was whispered around that he was at odds with the administration, that he was too independent, that his boldness would be punished and that he would not have a say in the distribution of federal patronage. But when President Harding announced A. D. Lasker, of Chicago, as the new head of the shipping board and Meyer Lissner of Los Angeles as the California representative, Explaining why his paper prints so much of the wretched and wearisome Stillman case, an editor says: "Because such cases are valuable in the present frightening fools, enlightening the public, warning the women." The excuse is as bad as the objectionable story. The real reason is that the whole matter is rotten, and that the paper in question delights in purveying carrion. President Harding appears to have become engaged in a clash with certain members of the old guard. The trouble lies in his having conducted his administration as the executive and the one having full responsibility for results. The old guard chaps; it seems, wished him to submit to their unquestioned control. Alexander Meyer, a Los Angeles banker, clearly entitled to a $50,000 commission for the manner in which he had handled an estate, declined to accept any fee whatever. He explained to the court that the estate had been left by his life-long friend. So there are rare souls who value friendship above money, and place a high estimate on loyalty to it. Senator Pat Harrison of Mississippi seems to be a fiery soul, habitually sizzling in inward wrath. His attempt to blow the republican party off the map by one blast if his super-heated breath does not appear to have been a complete success. While newspapers state that Harding may use the big stick it is difficult to imagine him in a role so characteristic of the late Theodore Roosevelt. IN THE BOARD OF TRUSTEES OF THE CITY OF ANAHEIM. NOW, THEREFORE, The Board of Trustees of the City of Anaheim do ordain as follows: Section 1: A special election is hereby called and ordered to be held in the City of Anaheim, State of California, on Tuesday, the 19th day of July, 1921, the object being to submit to the qualified electors of said city, a proposition to incur a bonded indebtedness by the City of Anaheim to the amount of Seventy-five Thousand ($75,000.00) Dollars for the purpose of the construction and completion by the City of Anaheim of the following municipal improvement, viz.: a building for municipal uses, containing offices for City Officials, a room or chamber for the holding of meetings of the Board of Trustees and other officers, boards and tribunals of said City, rooms for the housing and safe keeping of prisoners of said City to be used for the purpose of a City Jail and rooms and quarters for the housing of fire apparatus of said City and for the necessary accommodation of members of its fire department, the estimated cost of which improvement is Seventy-five Thousand ($75,000.00) Dollars in gold coin of the United States of America, said sum of Seventy-five Thousand ($75,000.00) Dollars being the amount of the principal of the indebtedness to be incurred therefor; the rate of interest to be paid on said indebtedness will not to exceed six per centum (6%) per annum, payable semi-annually; the principal and interest of said indebtedness to be paid in gold coin of the United States of America; also to submit to the qualified electors of said City a proposition to incur a bonded indebtedness by the City of Anaheim. But when President Harding announced A. D. Lasker, of Chicago, as the new head of the shipping board and Meyer Lissner of Los Angeles as the California representative on the same board, he shocked a few bitter Johnson haters but he pleased thousands of Johnson friends, for Lasker and Lissner are two of the California senator's closest adherents and both fought hard to get him the presidential nomination. Mr. Lasker is the man who presided at the big Johnson meeting at the Chicago auditorium last June, and up to the close of the convention, he worked in behalf of the California senator's candidacy. Meyer Lissner has been close to Johnson ever since they organized the Lincoln-Roosevelt League and has supported him in every campaign. The men so far selected for important federal offices in California are all loyal Johnsonites. Comment on Today's News By HENRY JAMES A new trial has been granted by the court of appeals in the case of a notorious bunko operator convicted of one of his crimes. To bring about the conviction of such an offender is quite a notable victory, for the successful confidence men have money to hire lawyers and are adept in the arts of lying and deception. To have the triumph of justice turned into temporary defeat must be disappointing to the district attorney nor does it afford a spectacle entirely pleasing to the public. The public not only foots the bills, but has dinged into its collective car continually the allegation that the courts are overworked. Naturally the requirement that they do their work twice dies not tend to ease the situation. It does not appear that in this case any doubt as to the guilt of the prisner has arisen, but merely that some of the evidence that brought about conviction had been procured without consulting the pleasure of the defendant. Just as one bunko person hears that the higher court has come to his rescue, a deputy sheriff of long and excellent record goes on trial on the accusation of having accepted a bribe from one of the fraternity of crooks. This is a matter concerning which the jury must formulate the decision. But if the incriminating evidence is to be derived from the bunko man who asserts that he yielded the money, it is fair enough to remark that a yellow Dollars in gold coin of the United States of America is said to have paid thirty thousand ($90,000.00). Dollars being the amount of the principal of the indebtedness to be incurred therefor; the rate of interest to be paid on said indebtedness will be not to exceed six per centum (6%) per annum, payable semi-annually; the principal and interest of said indebtedness to be paid in gold coin of the United States of America; also to submit to the qualified electors of said City a proposition to incur a bonded indebtedness by the City of Anaheim to the amount of Five Thousand ($5000.00). Dollars for the purpose of the acquisition by the City of Anaheim of the following municipal improvement, viz.: a certain fire apparatus for said City, to-wit: a portable fire pump, the estimated cost of which improvement is Five Thousand ($5000.00). Dollars in gold coin of the United States of America, said sum of Five Thousand ($5000.00). Dollars being the amount of the principal of the indebtedness to be incurred therefor; the rate of interest to be paid on said indebtedness will be not to exceed six per centum (6%) per annum, payable semi-annually; the principal and interest of said indebtedness to be paid in gold coin of the United States of America. The special election hereby called and ordered to be held, shall be held and conducted and the votes, threat received and canvassed, and the returns thereof made and the results thereof ascertained, determined and declared as herein provided and according to the laws of the State of California, providing for and governing elections in the City of Anaheim, and the polls for such election shall be and remain open during the time required by said laws, and as follows: From Six (6) o'clock A. M. when said polls shall be opened, and said polls must remain open until seven (7) o'clock P. M. of said day, when they shall be closed, except as provided by section 1164 of the Political Code of the State of California. The ballots to be used at such special election shall be such as may be required by law to be used thereat and in addition to any other matter Determining that the public necessity demand the City of Anaheim of municipal improvement certain fire apparatus to-wit: a portable fire set of the acquisition of municipal improvement at Five Thousand dollars, which said cost was that to be paid out of the total income and revenue. Shall the City of Anaheim incur a bonded debt to the amount of $75,000.00 for the construction and completion by the City of Anaheim of the following municipal improvement, viz.: the acquisition, construction and completion of extensions and improvements to the water works of said City, consisting of drilling a water well for said City and the installation of caing therein, the acquisition of a water pump to be operated therein, the acquisition, construction and installation of water mains and pipes and the acquisition and installation of fire hydrants for said city, such debt to bear interest at a rate of not to exceed six per centum (6%) per annum, payable semi-annually; principal and interest payable in gold coin of the United States of America. QUESTIONS AND PROPOSITIONS SUBMITTED TO VOTE OF ELECTORS Shall the City of Anaheim incur a bonded debt to the amount of $75,000.00 for the construction and completion by the City of Anaheim of the following municipal improvement, viz.: the acquisition, construction and completion of extensions and improvements to the water works of said City, consisting of drilling a water well for said City and the installation of caing therein, the acquisition of a water pump to be operated therein, the acquisition, construction and installation of water mains and pipes and the acquisition and installation of fire hydrants for said city, such debt to bear interest at a rate of not to exceed six per centum (6%) per annum, payable semi-annually; principal and interest payable in gold coin of the United States of America. Northerly across said North Los Angeles Street as shown on a map of Anaheim Extension filed for record in the office of the County Recorder of Los Angeles County, California; thence Northerly along the center line of said North Los Angeles Street 1062.88 feet to the South line of Section Three (3), Township Four (4), Range Ten (10) west, S.-B. B. & M., thence West along said South line to its intersection with the center line of the California State Highway; thence Northerly along said center line to its intersection with the center line of North Lemon Street extended Northerly across said California State Highway; thence Southerly along said center line of said North Lemon Street to its intersection with the Northerly line of West North Street extended Westerly across said North Lemon Street; thence Easterly along the Northerly line of West North Street 611 feet to the place of beginning, are hereby consolidated into and shall constitute one voting precinct to be known as Consolidated Election Precinct No. 1. All said election precinct so established by said Board of Supervisors, lying south of East Center Street and West Center Street in said City of Anaheim and being numbered 5, 6, 7, 8, 9 and 10, in said City of Anaheim, are hereby consolidated into and shall constitute one voting precinct, to be known as and designated, "Consolidated Election Precinct No. 2." The following named persons, each of whom is a qualified elector of the consolidated election precinct in and for which he is appointed, are hereby appointed Boards of Election in Consolidated Election Precinct No. 1, to serve in the capacity herein designated and to conduct said election therein as required by law: Inspector: Charles M. Shall the City of Anaheim incur a bonded debt to the amount of $30,000.00 for the construction and completion by the City of Anaheim of the following municipal improvement, viz.: the acquisition and construction of additions to and extensions of the sewer system of said City consisting of the acquisition, construction and installation of sewer pipes, man holes, flush tanks, and all other necessary materials thereof and all necessary appliances with which to equip and complete said additions to and extensions of said sewer system. Such debt to bear interest at a rate of not to exceed six per centum (6%) per annum, payable semi-annually; principal and interest payable in gold coin of the United States of America. Shall the City of Anaheim incur a bonded debt to the amount of $5000.00 for the acquisition, by the City of Anaheim of the following municipal improvement, viz.: a certain fire apparatus for said City, to-wit: portable fire pump. Such debt to bear interest at a rate not to exceed six per centum (6%) per annum, payable semi-annually; principal and interest payable in gold coin of the United States of America. Section 8. This ordinance shall be issued to defray the cost of the improvement specified in such proposition and to the amount stated therein. Such bonds shall be of the form and character known as "Serials" and at least one-fortieth part of the principal sum of such indebtedness will be paid each and every year until all of said bonds shall have been paid, principal and interest shall be paid in gold coin of the United States of America. Section 7. The Board of Trustees shall meet at their usual place of meeting, to-wit, at Room No.1, Masonic Temple Building at No.255 East Center Street in said City on Monday, the 25th day of July, 1921, at the hour of seven-thirty o'clock P.M., then and there canvass the returns and ascertain, determine and declare the results of said election. square to the right of the word "YES" printed opposite such proposition, and to vote against and refuse to authorize the incurring of a bonded debt for the purpose set forth in any of said propositions herein stated, so shall stamp a cross (X) in the voting square to the right of the word "NO" printed opposite such proposition. Each cross (X) stamped in the square to the right of the word "YES" shall be counted as a vote in favor of and to authorize the incurring of a bonded indebtedness for the purpose set forth in the proposition opposite to which such cross (X) is stamped. Section 4. For the purpose of such special election the ten voting precincts heretofore created and established by the Board of Supervisors, of the County of Orange, as the election precincts for the said City of Anaheim, and adopted by order of said Board of Supervisors on the 18th day of November, 1919, together with that portion of East Anaheim precinct, as the boundaries thereof were established by order of the Board of Supervisors of said County of Orange, on the 18th day of November, 1919, which was recently annexed to said City of Anaheim, the boundaries of which said portion of East Anaheim precinct which was so annexed being hereafter, in this section, more particularly described, shall be and are hereby consolidated into two consolidated election precincts, as follows, to-wit: All of said election precincts so established by said Board of Supervisors, lying north of East Center Street and West Center Street in said City and being numbered 1, 2, 3 and 4, in said City of Anaheim, together with that certain portion of East Anaheim precinct which was recently annexed to the City of Anaheim and which is situated in the County of Orange, State of California, and is described as follows, to-wit: Beginning at the point of intersec- Section 7. This ordinance shall be published once a day for seven (7) days in the "Anaheim Daily Herald," a newspaper of general circulation, published six days a week in said City of Anaheim, and this Ordinance and this publication shall be the Notice of Election.
